The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21, located at 2110 N. 135th
St. W, Wichita, KS 67235.

New ISO rating – Very high rating which equates to better insurance rates for property

Larceny to autos – PSA on KSN

9000 – 10000 Block of W. Maple to Douglas – burglar hitting homes
Speeding complaints in Reflection Ridge and Fox Ridge – PD investigated and found no
problem that warranted increase in patrol. Average speed is under 30 mph
3. Park and Recreation Department Report: Council Member Bryan Frye. Reported.

Dinner in the Park – June 29 – Fundraiser for scholarships for Wichita Park Foundation
New Pickleball Courts to be constructed at Seneca Park – renovating old tennis courts
4. Wichita Public Library Report: Tracie Partidge, Westlink Branch Senior Librarian,
reported.
Advanced Learning Library opens Saturday, June 16
All materials have been moved
Checked out materials can now be returned at the new location
Inter-library loan program is once again operational
Volunteers needed for ceremonial book passing on June 16
Summer Reading Program – over 5,000 participating city-wide with over 2,000 signed up
at Westlink Branch

5. Public Works Report: James Wagner, Civil Engineer, reported.
Tyler Road and 2nd Street – signalization will be relocated beginning this week
Kellogg/235
235 open to two lane traffic in each direction
On June 11, EB US 54 west of I-235 will be reduced to two lanes for 120 days to
finish bridge work over the Wichita - Valley Center Floodway, the EB US 54
Ramp to NB I-235, overhead signs, and other project work
On June 12, WB US 54 Ramp to NB I-235 will be CLOSED for 120 days to
finish reconstruction of the ramp. A detour will be signed
Outsourced Pavement Preservation Program (OP3) – Thermal crack repair has begun on
W. 21st. It will be followed by a new surface coat from Maize Road to North Shore Drive
Hyatt-funded project mostly complete – North of Central from Ridge Rd. to Tyler will be
finished later this summer
Sidewalk along Ridge Road to begin later this year
Hoover Road Bike Path – On hold. Looking at other options
13th – 119th to 135th – start spring 2019
K96 – Hoover Road interchange – working with Westar to bring lighting to interchange

Kyle Kobe, Associate Planner, presented the request by Car Smart Used Cars, LLC
(Owner)/Jim Albertson – Albertson Associates (Agent) for City Zone Change from LC Limited
Commercial to OW Office Warehouse with a Protective Overlay to allow office/warehouse and
self-storage and to eliminate permitted car sales use, generally located north of Central Avenue
east of Ridge Road (802 N. Ridge).
Neither the applicant nor agent were present at the meeting.
After staff presentation by Kobe, there were no questions or concerns from DAB V Board
Members, adjacent property owners or citizens.
Action Taken: Motion made by Kurth to APPROVE the application based on staff
recommendations set forth in the staff report. Seconded by Roman Rodriguez.
Protective Overlay:
1. Prior to issuance of a building permit, a site plan shall be submitted for review and
approval by the Director of Planning. The site plan shall indicate type and location of
perimeter enclosure materials, which shall entirely enclose the self-service storage
warehouse facility. The site plan also shall indicate the size and location of the landscape
buffer areas consistent with the previously approved Conditional Use Permit.
2. Uses shall be limited to those allowed by right in the OW Office Warehouse zoning
district, EXCEPT the following uses shall be prohibited: Auditorium or Stadium;
Recycling Collection Station, Private; Recycling Collection Station, Public; Recycling
Processing Center; Utility, Major; Utility, Minor; Airport or Airstrip; Farmers Market in
the City; Heliport; Tattooing and Body Piercing Facility; and Asphalt or Concrete Plant,
Limited.
3. All parking lot lights shall be shielded and directed downward.
4. Signage shall be per the sign code for the OW, Office Warehouse zoning district.
5. Landscape and screening shall be per the Unified Zoning Code and landscape ordinance.
6. Prior to publishing the ordinance establishing the zone change, the applicants shall record
a document with the Register of Deeds indicating that this tract includes special
conditions for development on this property.

Books & More Brigade for new Advanced Learning Library – need about 500 volunteers
to pass book and electronics for ceremonial groundbreaking – start lining up at 8:30
Police Staffing Study – 73 more staff needed at a cost of $7.3 million
Phase 1 – 32 staff members will be added – primarily officers – proposed funding
through delaying CIP projects
Phase 2 and 3 funding to be determined
Hyatt money has ended – but Council has added more money to the budget for future
infrastructure and road improvements

report on other activities taking place across the city.
7. Wichita Public Library Report
Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the
Westlink Branch Library.
8. Public Works Report
Gary Janzen, City Engineer, will give an update on District V projects.

Dave Yearout, Principal Planner, will present the request by Car Smart Used Cars, LLC (Owner)/Jim
Albertson – Albertson Associates (Agent) for City Zone Change from LC Limited Commercial to OW
Office Warehouse with a Protective Overlay to allow office/warehouse and self-storage and to eliminate

Recommended Action: Based upon the information available at the time the staff report was completed,
staff recommends APPROVAL of the request to rezone the property from LC Limited Commercial to
OW Office Warehouse, subject to the creation of Protective Overlay #329 a follows:
