The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21, located at 2110 N. 135th
St. W, Wichita, KS 67235.

1. Fire Department Report: Capt. Ken Ast, reported.
10 new recruits graduating this month
WFD sent to firefighters to Eureka to help with recovery efforts after tornado
Three new engines are at Central Maintenance Facility being equipped for service
Fireworks flyers distributed
Restructuring of Battalion Chiefs – going from four down to three
2. Community Police Report: Officer Lori Hahn, reported.
22 WPD officers will be teaming with WFD to help with fireworks enforcement
Use non-emergent line to report fireworks violations
Neighborhood Night Out – Aug. 14
Distributing flyers in crime hotspots
Sunset Park – Reports of fake police car pulling people over. Suspect has been identified

4. Wichita Public Library Report: Tracie Partidge, Westlink Branch Senior Librarian,
reported.
Advanced Learning Library opened Saturday, June 16
24,781 visitors in first two weeks
1,000 new library cards issued
35,000 materials checked out
Meeting rooms – price increase
Over 10,000 children and teens in summer reading program
178 total library programs in July
Westlink programs
Bug Lady – July 12
Cinderella Around the World – July 18
Here’s the Scoop – July 19 – making ice cream

5. Public Works Report: Written Report provided by Engineering Department
Tyler Road & 2nd Street
Project complete, sod scheduled for summer
Signal pole relocated – 5’8” on east side; 2’10” on west
OP3 Micro surfacing
21st from Zoo to Maize Road
13th from 119th to Maize – 2019
Ridge Rd. sidewalk, Mere Ridge to 29th, east side – include with 2018 Arterial Sidewalk
Project; start July
13th, Azure to 135th
DAB 5 approved design concept
City Council approved October 6, 2016
Widen to 3 lanes with drainage improvements and sidewalk
Proposed CIP moves project funding to 2021 – update neighborhood once
approved
29th & Maize Intersection
Staff evaluated northbound right turn movements – over 8 hours, distribution was
split between through and right turns; adding additional pavement would require
closing the ditch and relocating traffic signal
Proposed CIP includes design funding in 2018 and construction funding in 2022
for full intersection improvements
Staff will continue to monitor traffic counts and movements, evaluate for interim
improvements

8. 2019-2020 Proposed Budget & 2018-2028 Proposed Capital Improvement Program
Elizabeth Goltry, Principal Budget Analyst, will provide an overview of the 2019-2020 Budget
and the 2018-2028 Proposed Capital Improvement Program.
Revenue sources experiencing lower growth rate
Sales tax revenue down due to online shopping
Motor vehicle tax revenue down due to more efficient vehicles
Franchise fees down due to less landlines and less cable TV
“New normal” growth is 2-3% annually
Police and Fire continue to be top priority
Zero-based budgeting – each department has a list of untouchables
Decision Packages – presenting options to Council – no easy decisions
User Fee Study – Review cost recovery of City services
June 21 – Social media Town Hall
July 17 – Manager presents proposed budget to Council
August 14 – Council adopts budget
DAB Question – When was the last mill levy increase?
Answer – 24 years ago
Frye
2019 - $1.4 million short
Chung Report – we’re not growing fast enough
Trying to fund without raising taxes
Fund the “untouchables” first
How much of the “touchables” are we willing to let go
Fire response model needs to be overhauled
Police + Fire = 58% of the budget

David McGuire, Assistant Recreation Supervisor, will provide update for parks in District V and
report on other activities taking place across the city.
7. Wichita Public Library Report
Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the
Westlink Branch Library.
8. Public Works Report
Gary Janzen, City Engineer, will give an update on District V projects.
