Updates, Issues and Reports  Council updates from CM Frye  Hearing on proposed budget/CIP tomorrow – Council used community input and revised initial DRAFT Budget  Linwood Library funded  City Arts funded  Clapp Golf Course funded through Master planning process  Street maintenance will be increased by $1 million instead of $2 million  Looking at funding options for Cowtown and Evergreen Library in 2020  CIP – 10-year plan for infrastructure  Rebuild four police sub-stations  Rebuild three fire stations  Money for Pracht Wetlands  Second hearing on August 14 – Budget/CIP must be approved Page |2  Three Board appointments to make  Library Board – meets the third Tuesday  Animal Advisory Board  District V Advisory Board STAFF PRESENTATIONS 2. Fire Department Report: Capt. Josh Papelski, reported.  Nine fire alarms, 32 service alarms, 258 medical alarms,299 total incidents  12 new recruits graduated last month  New apparatus coming to station 21 from downtown  Station 21 Firefighter Curt Mohr – Diagnosed with brain cancer last week. Support funds have been established with Wichita Federal Credit Union and a GoFundMe page 3. Community Police Report: Community Police Officer Bradley Haught, reported.  Lip Sync Challenge video filmed last week by off-duty officers  Neighborhood Night Out – Tuesday, August 14  Open Streets ICT – September 23  Officer involved shooting on Stoney Point  IMPACT meeting held with neighborhood  Officer and family are doing ok  Good reminder to keep your garage doors closed  Larceny to autos – suspects arrested 4. Park and Recreation Department Report: David McGuire, Division Manager, reported.  Pracht Wetlands update  New footings for boardwalk to be installed soon  Perimeter bike path is in progress  West Meadows Park improvements – new surfacing installed  Pawnee Prairie Park – New bike trails coming soon  Registration for Fall classes opens August 13  Pools close in the next couple of weeks  Floating on the River has been extended  Swanson Park signage has been improved 5. Wichita Public Library Report: Tracie Partidge, Westlink Branch Senior Librarian, reported.  Summer reading program – Over 8,800 children and teens participated. 3,500 from Westlink Branch  Westlink statistics  54,000 visitors  700 new library cards  109,000 items checked out  178 total library programs in July  Westlink programs  Fall Gardening Series on Tuesdays  Retro Game Night – Aug. 23  200th anniversary of Frankenstein – Aug. 30 6. Public Works Report: Julianne Kallman, Senior Engineer, reported.  Tyler Road & 2nd Street  Project complete, sod scheduled for summer  Signal pole relocated – 5’8” on east side; 2’10” on west Page |3  OP3 Micro surfacing - 21st from Hoover to Maize Road – later this month  Ridge Rd. sidewalk to 29th to Cloisters in 2019  Hoover Road Bik Path – Still working on design  13th, Azure to 135th – in 2019 – Meet with neighborhoods later this fall  29th & Maize Intersection  Staff evaluated northbound right turn movements – over 8 hours, distribution was split between through and right turns; adding additional pavement would require closing the ditch and relocating traffic signal  Proposed CIP includes design funding in 2018 and construction funding in 2022 for full intersection improvements  Staff will continue to monitor traffic counts and movements, evaluate for interim improvements Action Taken: Motion made to Receive and File all Staff Reports. Motion PASSED 7-0. PUBLIC AGENDA 7. Scheduled items Gary & Tonya Krenek, 645 N. Boyd: Roads and excessive traffic in our neighborhood  Issues  Excessive traffic – especially Boyd to Newell, east to Gilda, across to on ramp for SB 235  Increase in reckless driving and excessive speed around the “S” curve on Boyd and elsewhere  Incresased dust and erosion  Illegal parking on Boyd  Causes  Motorists avoiding traffic on Central to get to on ramp for SB235  Motorists using corner of Boyd and Linder as a turn around  To park west of the QT  Additional single and multi-family housing in neighborhood  Effects  Unbearable dust in the air continuously  Increased dust in homes  Unsafe to walk on roads due to motorists speeding and reckless driving  Additional expense to City to maintain roads (frequent grading and filling material)  Decreased property values  Previous Actions  Verbal complaints to the City. Resulted in spraying of brine to help control dust  Verbal and written complaints to WPD  Contacting various commercial companies about their vehicles in the neighborhood  Possible solutions  Close Boyd Street south to Linder  Make Boyd Street from Linder a one-way north  Regularly scheduled dust control for the area  Pave parts of or the entire area Page |4 Susan Shimkovitz, 6001 Linder  Damage to property  Lived there for 13 years  Replaced multiple fences, mailboxes, signs  Dust is a nuisance but the dangerous road is the bigger problem Connie Nichols, 610 N. Boyd  Lives on “S” curve  Much damage to property from speeding traffic and commercial vehicles Paulette Baker, 6021 W. Linder  Lived there for 45 years  Whatever they have been treating the roads with is dirty and dusty. Need to go back to sand David Evans, 620 N. Eisenhower  Lots of serious accidents involving reckless driving and speed Candice Griffith, 504 N. Eisenhower  Wants a 4-way stop sign  Safety is the #1 concern CM Frye: Will request a traffic study to determine if any improvements can be made Action Taken: Motion made to receive and file. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 2. Scheduled items: Gary & Tonya Krenek, 645 N. Boyd: Roads and excessive traffic in our neighborhood Recommended Action: Receive and file 3. Off-agenda items: Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file STAFF PRESENTATIONS 4. Fire Department Report Staff will give a brief report on District V issues, problems and events. 5. Community Police Report Community Police Officers will give a brief report on District V issues, problems and events. 6. Park and Recreation Department Report David McGuire, Assistant Recreation Supervisor, will provide update for parks in District V and report on other activities taking place across the city. 7. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the Westlink Branch Library. 8. Public Works Report Gary Janzen, City Engineer, will give an update on District V projects. Recommended Action: Receive and file all Staff Reports Agenda 2 June 4, 2018 NEW BUSINESS 9.
