The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21, located at 2110 N. 135th St.
W., Wichita, KS 67235.

BOARD AGENDA
3. Updates, Issues and Reports
CM Frye:
Tomorrow council meeting, expansion of TIF District. Union station. Project restoration been
going on for some time. New construction. Expanding and renovating area. Pay as you go TIF.
Only pay if completed. No cost to taxpayers. Used to enhance property, specific parking. 650
people employed in Union Station. Parking has become a premium. $317,000 eligible back to
developer. Only happens if valued increased. Property called Ice House. Between Tonya Soup

Kitchen and Cargill. Just north of Protection One. Leased with Tenants coming in. Was an
abandoned property.
Fifth Stadium GMP – Guaranteed Maximum Price. Approval of expenses cost with the stadium
build. Completely designed now. Over budget due to street and utility infrastructure. There was
some utility work that wasn’t expected, and they are trying to make the street work really nice –
McLean and Texas.
Water facility will be on Agenda tomorrow. Two sources of water. One from Cheney, one from
Equus Bed. Those wells feed into transmission mains that go down to the city. Some of those
pipes are 80 years old. Not the water treatment plan, but this feeds into it.
Couple of properties we are declaring a surplus. One in D5 up by Chisolm Creek – 37th and
135th. It was in the flood plain that we acquired. We don’t need. There is currently a house and
someone is renting it.
Launched a new website. Wichita.gov/water – Wichita Water Partners will present their latest
estimate. Have to have 30% design done by end of month to submit to EPA to qualify for a low
cost loan program. Told would qualify for $279 million or 49% of project, whichever is less.
Can continue to fine-tune estimate and get that in later. Still going over everything to get number
down. $525 million is an estimate. Don’t want to go cheap. Want to do it right. Sensitive to rate
increase on customers. 3rd party – Garver – acting as rep to make sure everything is working
together – so is oversight committee.
Event that will probably get some attention. Drag queen story hour. New event Hello Queen
event. Not library sponsored. Designated public forum space. We have to allow it. This is not a
library sponsored event. The group is complying with the guidelines that we set.
o Tracie Partridge – The original event was sponsored by the library. It was for adults
only. It was modeled after an event libraries across the country had been doing.
C (DAB): Access Advisory Board – Group has concerns about accessibility with sidewalk cafes,
new baseball park and other things. Also concerned with ADA Coordinator position with City.
C (CM Frye): Working with AAB to create a second ADA compliant bus stop in New Market.
There is no ADA stop until you get all the way out on Maize Road. No shelter, no bench. We
found a piece of property on Walmart property that is already ADA compliant. Waiting on
Walmart Corporate to approve.
STAFF REPORTS
4. Fire Department Report
Capt. Ken Ast reported:
3 small fires. 35 service alarms. 257 medical alarms.
New recruit class in November 5-10 personnel added.
Fire prevention week started this week.
o Tomorrow 5th grade luncheon at Sedgwick County Zoo.
o Friday – smoke alarm blitz day. If you know someone that needs one. 268-4441 call
and we’ll get one installed for them.
Change your batteries in smoke detector.
Fire station 17 got a new brush truck. Helps to go off road. We can go into other areas.
Approved for a few more.

5. Community Police Report
Sgt. Steve Yarberry reported:
Neighborhood Cleanup – Country acres – big success
Open Streets – attendance was down a little bit but we had some bad weather in the morning.

Weather will get cold – which means auto thefts will go up. Auto thieves are looking for your
cars.
Patrol West – to reduce theft of license plates – increase in apartment complex. Purchased
security screws. Has card from WPD. If you’ve been a victim – we will contact apartment
managers and we will provide them and at times install them if you need help.
Patrol West dealing with felony domestic violence. Any felony crime that’s domestic related.
Last two years there have been 10 domestic homicides in Wichita. Two parts of this program. If
determined someone has felony crime, they issue a felony pickup. Put on a spreadsheet all
officers have access to. Now officers can access the spreadsheet at all times. Second part, victim
of violent crime goes on spreadsheet. We try to contact them within 24 – 48 hours. Has
information for help for victims. 91 cases in first 6 months and 99 victims. Successfully
delivered 66 packets to victims. Try to make contact again in 30 days. Not a lot of success in the
30 day. Lot of reasons for that. The packets aspect was very successful. Trying to do what we
can. If we save one person from being re-victimized then it’s all worth it. I tell officers nothing
else has worked up to this point, so it’s worth trying to do something more to save a victim.
Victim was victimized three times in a month. First time I went and saw her. She was assaulted
and strangled. After I give her the info, she is back on the list. He broke her jaw and fractured
her orbital. Found her in Oklahoma. Two weeks later, kicked severely, beaten badly. In hospital
for 5 days. Brought her another packet. Kept being persistent. Suspect in jail. She contacted our
resources the next day and is getting all kinds of assistance to help pay with
Capt. Givens promotion to Deputy Chief. We’ll get Captain Jason Stevens.
IS she replacing someone?
A: Troy Livingston retired.
C – There was a funeral this past weekend for Matt. I go to church with his aunt. They were very
thankful for what WPD has done for them.
6. Park & Recreation Department Report
David McGuire reported:
Open Streets wasn’t as attended as much as in the past, but still a very successful event. One of
the better events we do.
On Park and Rec page of City Website, new interactive park locator map.
Not too many other updates. Pracht Wetlands need mowed. We’re continuing to mow as long as
it stays warm and rainy.
Wicked Island – if you need a haunted event at Watson Park.
Kids Connection, some in-service days next week. Events for parents if they need child care
while school it out.
Trick or treat on the lake at Watson Park
All rec centers will have fall festivals and Halloween events.
Family campout – Nov 8th and 9th. Watson Park
7. Wichita Public Library Report
Tracie Partridge reported:
Big Read started beginning of October – this year reading Lab Girl – it’s a memoir about a
young woman with bipolar disorder and becomes a highly respected scientist
o Kickoff party on Sept 28. Over 360 people all got copies of Lab Girl. Have more to
give away at featured events. Next one at Botanica at 12:15.

Avoiding Scams – at ALL Consumer Credit Counseling and Better Business Bureau will tell
us how to avoid scams.
8. Public Works & Utilities Report
Mike Armour shared the following:
OP3 work – central from Shephard to maize. In progress now. Overlay next year. Same on Tyler.
Come 2020 with new budget, we’re getting a jump on that.
Sidewalk work Ridge Road from 29th to Cloisters.
Bike path signal constructed in spring of 2020 then path will follow.
13th street improvements to 135th. Early 2020. Easement that needs to be acquired. Need it.
Going through eminent domain process. Will be kicking off in November.
29th and Maize intersection improvements. Utility relocation and easement acquisition wrapping
up.
o Will be a sign at the intersection that will say turning improvements will be coming.
Holiday season that will get a lot more traction. Will be a four foot by four foot sign by
the light. While people are sitting there waiting for the sign. Wanted to give people
information that we are working on improvements there.
CM Frye: Tell us about your promotion
A: I’m the new traffic engineer for the City.
Action Taken: Motion to receive and file. Motion PASSED 6-0-0.
NEW BUSINESS
9. CUP2019-00034
Dave Yearout, Metropolitan Area Planning Department, presented on an amendment to CUP at 13th
and Maize. From the indoor storage facility. According to old CUP plan, it required on south property
line a masonry wall next to apartment complex to south. Contractor realized they would have to tear
down all those trees, so they reached out to the apartment complex and they both agreed they don’t want
to tear down those trees. They decided a better plan would be a wooden privacy fence along the south
line. They would still put up the masonry walls on the other sides. One phone call from property on west
side. Just wanted to know what was going on. They were good when they realized they weren’t affected.
Q (DAB): Upkeep for wood fence? Are there any regulations to keep them maintained?
A: CUP condition says owner of lot has to continue to maintain because it’s zoning code. Will be
required to maintain.
C (Public): Elaine Steven and I live in that complex. North side of complex there is a masonry wall that
is apartment complex. Trees are in between masonry wall and the other property. Masonry wall that
borders north and east side of complex. Any part that is boarding another property. We have rod iron on
our side because it’s a retention wall.
C (DAB): Thank you for that information.
Q (DAB): If there is a wall there, why would we put another wall there?
A: The masonry wall on the apartment complex doesn’t need to be there. This property owner is
responsible for a wall.
Q (DAB): Which property are the trees on?
A: On both sides.

Q (DAB): Is entrance to storage off Maize Court?
A: Exit will come down into Maize Court. By CVS and car wash there will be entrance by that.
Q (DAB): So there will be additional requirements for that barrier on that side?
A: They won’t close that off. Property that adjoins will have it.
Action Taken: Motion to APPROVE the application as presented made by Trevor Kurth. Seconded by
Rachel Thomas-Murphy. Motion PASSED 6-0-0.

Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the
Westlink Branch Library.

Public Works and Utilities Staff will give an update on District V projects.

NEW BUSINESS
9. CUP2019-00034
Dave Yearout, Metropolitan Area Planning Department, will present an application on behalf of CAP
Storage Pool 2, LLC (Owner)/ Centennial American Properties C/O Brody Glenn (Agent) to amend #3 of
DP-214 Brandt Property Community Unit Plan – Parcel 2B. The property is located at the southwest
corner of West 13th Street North and North Maize Road. The amendment concerns Parcel 2B, which was
the latest created southern parcel that will be developed with an enclosed, self-storage warehouse. The
parcel was created with the new use within the past year. This request is to modify the provision
regarding construction of a masonry wall along the south line of the subject parcel adjacent. The applicant
is requesting this language be modified to allow a six (6) foot privacy fence along the south property line
of Parcel 2B instead of the masonry wall. This is because the majority of the south line adjacent to the
Huntington Place Apartments has a mature tree line that would have to be removed to construct a
masonry wall. The applicant has discussed this amendment with the owners of the apartments who would
prefer the existing trees remain and the privacy fence be built rather than the masonry wall. This will not
change the requirement for the masonry wall along the west property line.
Recommended Action: Based on the information available prior to the public hearing, planning staff
recommends the proposed CUP amendment be APPROVED subject to the following:
1. The site shall be developed in substantial conformance with the development guidelines and
general provisions of the approved CUP and in compliance with all provisions of Unified Zoning
Code.
2. The applicant shall submit four copies of the approved CUP reflecting the amendment approval
within 60 days of final approval to the Metropolitan Area Planning Department or the amendment
shall be deemed null and void.
