Page |1 District V Advisory Board Minutes December 2, 2019 www.wichita.gov The District V Advisory Board meeting was held at 6:30 p.m. at Fire Station #21, located at 2110 N. 135th St. W., Wichita, KS 67235. There is a five minute time limit for each speaker. 1. Scheduled Items NONE 2. Off-agenda Items NONE Action Taken: Motion to receive and file. Motion PASSED 7-0-0. BOARD AGENDA 3. Updates, Issues and Reports CM Frye provided an update on the Water Treatment facility project that will be heard by City Council on Dec 3. STAFF REPORTS 4. Fire Department Report Cpt. Vernon Rohlman reported: 1 Page |2  12 fire alarms, 56 service, total 332 alarms.  Keep an eye on your neighbors. Check on elderly. 5. Community Police Report Sgt. Steven Yarberry reported:  No stat numbers today.  Wanted to talk about big issue this time of year. o Don’t leave packages in your car where people can see them. o People walk through New Market Square just checking cars to see if there’s anything worth taking. o Lock your car. o Be careful when warming your car. Don’t leave unattended with keys in the ignition. o Thieves are out there looking for cars to steal. o Package thefts. o We get good feedback from citizens with video doorbells. o Let your neighbors know when you have a package coming. Ask them to get it for you. o UPS has a service where you can ask them to hold valuable packages. o People are driving around looking to steal your stuff.  Explained Officer Haught added an additional Beat – 199. 6. Park & Recreation Department Report David McGuire reported:  Botanica – light display, new carousel, 700 people showed up for the ribbon cutting of the carousel. 6,500 people showed up last Wednesday to go through the lights. Want to donate, make cookies to give out.  Zumba event at Botanica this Saturday.  Watson Park express.  Dec 5 night with Santa this Thursday. Free event for kids.  Mayor’s tree lighting last Sunday. The tree withstood the wind.  Kids Camp over Christmas break at all recreation centers. 7. Wichita Public Library Report Tracie Partridge reported:  December early closing, and complete closures. 24th close at 3pm, closed on the 25th. Close at 5pm on Dec 31st. Will be closed on Jan 1.  Story times end this week, will start back up Jan 13th.  Winter break coming up, lot of activities at Libraries. Visit website to find more.  Harry Potter Yule Ball Escape Room for teens. Dec 20 2-5:30 at ALL. Requires registration.  Jan 3rd at 2:30 – snowed in at Westlink. Lots of activities.  2 reading initiatives that will start in Jan. Winter reading challenge. Jan 1st – 31st. Competing against other libraries across nation to try and read as many books across nation. If we do well, we get free things like author visits and materials donated. Goal is for everyone to read 2 books that month. You can count books you read to your children,  #ICT read challenge. 8 people responded. 6 people read something qualifying.  Categories for next year will be announced Dec 29th. Next year will have monthly prizes. 8. Public Works & Utilities Report Bryan Frye shared the following on behalf of the Public Works and Utilities Department:  Tyler from maple to 2nd is finished  13th from Ridge to Scouller and 29th to Ridgeport nearing completion.  Next meeting will show 2020 street overlay projects – most ridge to central. Will be at Jan meeting, 2 Page |3  Haven’t finalized acquisition on 13th. Everything else is done, just need to get last bit of property. Still in court system.  Gary will be here next month to talk about streets in 2020 maintenance program  Hoover bike path from 21st to 29th zoo to 29th. Funding at City council tomorrow morning.  13th street slated to start next spring. Still trying to acquire one tract.  29th and Maize will start next year. North leg and east leg.  37th street lighting from Maize to Ridge will start next year.  Hoover and 21st will start next year, spring. Q (Public) Andrew Crane: Did you mention something about 13th and Tyler. A: Nothing on 13th and Tyler, 13th and Ridge. Q (Public) Andrew Crane: Are they looking at Tyler and 21st? Sidewalk needs to be redone there. A: Which side of intersection? Q (Public) Andrew Crane: Side where Pizza Hut is. Bricktown Brewery. Bricks they have. A: I’ll make a note and bring it up to Gary. Action Taken: Motion to receive and file. Motion PASSED 7-0-0. NEW BUSINESS 9. Riverfront Legacy Master Plan Susie Santo, President CEO of Visit Wichita, presented an update on the Riverfront Legacy Master Plan. Launched community engagement in July. Now in the presenting and listening phase. Will take information back to Populous and go back out to present in January. Showed a brief history of the riverfront area. Want to bring “grid” back to the site. Talked about planning principles for this area. Goal of cultivating a signature, distinctive, and authentic riverfront area. Cultural hub to attract and retain talent. How do you bring companies here and be a city of choice to millennials. Want to include green space. Convention center needs to be connected Hyatt. Performing arts can’t be interrupted. Connecting grid back to river. Want it to be revenue generating. Trying to create a “district” like how Old Town is a district. Want to create something iconic. Not creating for us, creating for kids and grandkids. Pedestrian bridge. Performing arts center. Opportunity to create something iconic for the community. Like Kaufman in KC. Ability to go from water to green space. Complete streets. Mid-section crosswalks. Bus and bike and parking. Transit stops. Proposed civic center in 1922 was to include a lot of green space. One scenario is to repurpose Century II. Talks of shortfalls of the structure. It is 250,000 square feet. Hard to find something comparable to repurpose in US. Library 100,000 square feet. Might be easier to repurpose that. Discussed costs generally. Discussed there are 40 different scenarios. Landed on 3 different main scenarios that have many variations. Explained the color coding in the diagrams. The scenarios have mixed use options for variation. Parking under green space. Mixed use would have sandwiched in parking. Q (DAB): Hyatt is gray square box? A – There in the middle. Q (Public) Andrew Crane – Did anyone mention ramps and ADA for blind and disabled community? A – Yes, will make it accessible to all. 3 Page |4 Option for Hyatt to build another tower. All scenarios give space for that. Needed for larger convention center. Cost for all scenarios roughly the same. Between 1 billion and 1.5 billion. Option 2 takes things above ground compared to option 1 where a lot of things were underground. Shows option to mix-use of old gander mountain and boat house. People have asked about the use of green space. How you program it. Options for people to gather. Critical to have it programmed. Option 2 similar cost with more mixed use development. Parking is underground. More contiguous green space. Parking underground. Moving some pieces around. Hearing from people on the website. Riverfrontlegacymasterplan.org. Share your thoughts there as you have them. Collecting that data. Hearing different thoughts. Some people really love open green space. Might be blocking off river too much for some people in this scenario. Scenario 3 keeps round dome. Not sure how to repurpose yet. Will still need to create a new performing arts space and convention space because it just can’t be used for that. Still looking at ideas. Unattaches things from round dome as it was originally. Keeps library and Century 2. Scenario 3B – keeps part of building. Explained the differences between 3B and 3A. Updates, Issues and Reports Opportunity is provided for the Council Member and the District Advisory Board members to report any activities, events, or concerns in the neighborhoods and/or Council District. STAFF REPORTS 4. Fire Department Report Fire Department Staff for fire stations in District V will report on specific concerns. 5. Community Police Report Community Police Officers for beat areas in District V will report on specific concerns. 6. Park & Recreation Department Report Park and Recreation Staff will provide updates for parks in District V and report on other activities taking place across the city. 7. Wichita Public Library Report Tracie Partridge, Westlink Branch Senior Librarian, will report on events and programs at the Westlink Branch Library. 8. Public Works & Utilities Report Public Works and Utilities Staff will give an update on District V projects. Recommended Action: Receive and file all Staff Reports Agenda 2 December 2, 2019 NEW BUSINESS 9. Riverfront Legacy Master Plan Update Susie Santo will present an update on the Riverfront Legacy Master Plan.
