CM Frye:
Working on the ’21 budget right now. Cuts being discussed. $12 million shortfall for next year
Contract management for Century 2 and Wichita Animal Shelter getting the most email attention.
Community prioritizes public safety and infrastructure

Discussed emails about defunding police coming in
August 11 will revisit mask mandate
Can’t talk about Century 2 petition now that it has gone to court.
Q (DAB): When you mentioned staffing at Century 2 does that include event staff?
A: Yes
C (DAB): Most of the event staff was laid off last week.
Q (DAB): Is there a chance the City can still use the baseball stadium for public events or functions since
it’s so big and people can socially distance?
A: Once we give the team the certificate of occupancy, then we have to start charging rent with no events
scheduled in the next year. They staff it and own all the equipment. We cannot run their equipment.
Q (DAB): Can you speak to any long term concerns you have about the stadium with everything that has
gone on?
A: I’m nervous when you look at development agreement with Wichita Baseball. They are supposed to
start construction of the first 30,000 square feet of commercial development within 90 days of opening
day 2021. A lot has to happen for that to occur. Prospects are tough right now. I will say the ownership
group is very strong. This is a very important market for baseball.

Staff Reports
4. Wichita Fire Department Report
Wichita Fire Department, reported:
No fires in the district 5
July throughout city we had 12 fires with $176,000 structural damage. $32,500 in content damage
Recruit class starting August 10. 14 position offers with 6 on waiting list.
4 new engines. 2 new trucks. 2 truck units have been refurbished and placed back into service.
Investigation unit received body cams. Will use those at their own discretion.
Captain on dive rescue team has obtained master certification in paddy diving. Huge step in improving
safety and service for community.
5. Wichita Police Department Report
Officer Lori Kimry, Wichita Police Department, reported:
Community policing units have been dealing with protests
Speeding complaint at 8100 West Thurman
After protests slow down, will hit hotels for illegal activity with special investigations.
Larcenies and larceny to auto up. Will look into this again soon. Busy with officers out on COVID and
quarantining.
Q (DAB): Have the protests been peaceful or violent?
A: They’ve been pretty peaceful. The one last week got a little out of hand so the department is reviewing
the video for that one.
C (DAB): We watched two hours of that live video. There were some heated moments but no one got
hurt. I saw them blocking the street. I didn’t think that was legal.
A: That’s part of what we’re watching as well. We want to address the issues without there being a big
fight on social media. We don’t want to be confrontational. We were monitoring the situation and several
officers were ready to step in if they needed to.
6. Park and Recreation Department Report
David McGuire Davidson, Park and Recreation Department, reported:
West Meadows Park tennis court repair project keeps getting delayed
Recreation division with summer camps and school getting pushed back decided to extend summer camp
program through the end of August. Had to limit number of participants.
Maintenance and forestry work is moving along. Mowing and trimming weeds. A lot of medians have
been looking shabby so we made some phone calls and a lot of them are now getting cleaned up.
Biggest issue has been illegal dumping in parks. Mattresses, sofas, tires, and illegal trash in parks and in
trash containers.
Pool at Harvest Park is getting refurbished. In the design phase now. Moving along. Started construction
tear down at several other parks. Next summer should have some new pools.
Pracht Wetlands the lotus is all bloomed out. Check it out.
Q (DAB): What features will Harvest Park pool have?
A: I believe it will have spray park feature added to the pool itself inside the fence.

A (CM Frye): It will have zero depth entry, another slide possibly with a double loop, and a climbing wall
on the pool deck. It will take out the wading pool. Some other surprises they are working on now. Will
have lap swimming lanes there as well.
Registration for fall classes happening and the new Evolve magazine is out.
C (CM Frye): A lot of people have been out using the parks this year. Getting quality time outside. That
leads to increase in trash, but seeing more people in parks which is great. They are noticing things and
making suggestions.
7. Wichita Public Library Report
Tracie Partridge, Wichita Public Library, reported:
Fall gardening series is virtual this year with K-State Extension of Sedgwick County Center. Will record
the series and it will be available on the library Facebook page at a later time.
Big Read Wichita will be postponed to January/February 2021. The book is Circe. Will have to figure out
how it will be offered.
Library open for normal hours but not all services are available. Public wifi, copying, scanning services
offered.
Cannot browse selection. Concierge service is offered. Library staff will pull items from collections for
customers.
Grab bag service for youngest customers. Board books, picture story books, early readers. Forms on the
website. Customers can use online catalog and place holds by calling.
8. Public Works & Utilities Report
James Wagner, Public Works & Utilities, reported:
Projects Under Construction
29th & Maize Intersection
o Project complete. Have to do sod installation. Maybe end of September. Added a median
for the gas station entrance.
13th Street, Cowskin Creek to 135th Street
o In storm water and paving process. 13th street closed west of 135th intersection.
o 2-way traffic to resume in late 2020.
37th & Tyler Traffic Signal
o All parts are in production. Supposed to be here by October. Should be complete minus
the equipment. October will put in the equipment.
Walking Path Repairs
o Sunset Park. Construction to begin late August. Complete by late 2020.
