CM Frye: Budget was passed. CIP was passed. Will get an update tomorrow on Harvest Park pool
renovation design and Minisa Park pool final design and Linwood. Harvest Park pool is District 5. Have
been working with the artist on that. It will be really attractive for kids and adults alike. We’ve made
requests to the county to get reimbursement for funding for a lot of things due to the Corona Virus like
police staffing. We’ve used a lot of overtime. We’ll get that all back from the feds.

Staff Reports
4. Wichita Fire Department Report
CM Frye: There have been some questions and concerns for changes we’ve made at Station 17, which is
technically not District 5, it’s on the south side of Maple, but it does cover a lot of District 5. We are doing
a pilot program shifting some staff around and trying to cover Station 16 on Tyler and it’s become a
staffing issue. Early on we think it’s working. Right now the response time is almost exactly what it was
before this pilot program.
5. Wichita Police Department Report
CM Frye: I did a ride along with patrol west and this one had a lot of mental health calls. I got to see ICT1
in action quite a bit. We had a suicide call for a 16 year old girl that is also COVID positive and a
boyfriend that is a possible drug dealer. When ICT1 showed up it was a total dynamic change and much
better.

6. Park and Recreation Department Report
We put a Keeper on Parade at Buffalo Park and Pracht Wetlands. The sidewalk goes all the way around
Pracht Wetlands now.
7. Wichita Public Library Report
Tracie Partridge, Wichita Public Library, reported:
The library started doing virtual programs in September. We have a couple we want to advertise in
October. Business Planning for Nonprofits. Saturday October 24th from 1-2:30. It gives steps needed to
plan a successful nonprofit. Tuesday Topics – Confederate Monuments and Protests on Tuesday
October 27 from noon to 1. It will show both viewpoints. Programs are on Zoom. Library is an informed
voter webpage. Has information for voters. Go to WichitaLibrary.org. November is Kansas Reads to
Preschoolers Month. This year’s title is Groovy Joe Ice Cream and Dinosaurs by Eric Litwin. It is available
for free through Scholastic Book Flicks. NEA Big Read Wichita has been postponed this year to January
9 through February 21. It will be mostly virtually. The Book is Circe. There will be a kickoff event on
January 9.
8. Public Works & Utilities Report
James Wagner, Public Works & Utilities, reported:
Projects Under Construction
13th Street, Cowskin Creek to 135th Street
o 13th Street is open from 135th Street to Hickory.
o 13th Street is closed between Hickory and Azure
o 13th Street is two-way traffic from 119th Street to Azure
o Two-way traffic on 135th anticipated to be restored in October
o Two-way traffic estimated to resume late 2020 through whole project, but more work after
that
37th & Tyler Traffic Signal
o Signals supposed to be here this week. It will take about 3 days minimum to install. Lanes
closures will occur as necessary
Walking Path Repairs
o Construction at Sunset Park is complete.
Pavement Preservation
o 2020 Program
Asphalt Overlay – complete
Crack Seal
o Arterial Streets
o Finish up in October/November
Projects in Design
Harvest Park Pool in the works. Getting aesthetics approved.
Hoover bike path, signals are ordered. Plan is to bid that work in December and do install in
January. Not sure when delivery date for poles is. Hoping by end of February, but might be after that.
Working on getting acquisitions of right of way.
Ike Transportation Plan – City issued $21 million grant for North Junction Project. That is $4 million short
of what we asked for. We were one of the few communities selected.

New Business
9. CON2020-00029
Matt Williams, Metropolitan Area Planning Department, presented an application on behalf of
Reverend C. Jarrod Lies / Catholic Diocese of Wichita, Kansas (Applicant) Mary Carter (Agent). The
applicant is requesting a Conditional Use to allow Daycare, General as a use on property addressed 853
North Socora Street. This property is zoned SF-5 Single-Family Residential and is generally located two
blocks north of West Central Avenue and three blocks east of North Tyler Road. The day care will operate
out of an existing church building that currently houses a preschool.
Any outdoor play areas will have to comply with certain time limits. Sounds like play area will be aware
from all houses. Area around is zoned single family. It’s a good use for the area. Planning staff
recommends approval.
Action Taken: Motion made by Dennis Clary and seconded by Nancy Duling to APPROFVE the
application per staff’s recommendation. Motion to APPROVE PASSED 9-0-0.
Staff with the church in attendance thanked the DAB. They mentioned their appreciation of Westlink
Library and Harvest Park Pool.
CM Frye mentioned the Water Treatment Facility ground breaking event.
Nancy Duling mentioned Saint Catherine’s Open House event on October 11th.

RECOMMENDED ACTION: Based upon information available prior to the public hearings, staff
recommends that the request be APPROVED, subject to the following conditions:
1. All requirements of Article III, Section III.D.6.i of the Unified Zoning Code shall be met.
2. The site shall be developed and operated in compliance with all federal, state, and local rules and
regulations.
3. If the Zoning Administrator finds that there is a violation of any of the conditions of the Conditional
Use, the Zoning Administrator, in addition to enforcing the other remedies set forth in Article VIII
of the Unified Zoning Code, may, with the concurrence of the Planning Director, declare that the
Conditional Use is null and void.
