CM Frye:
Last month we did the groundbreaking for the Northwest water treatment plant. Tomorrow at the Council
meeting, we will approve the second part of the loan. It will take about 5 years to build and we will start to
pay back the loan 5 years after it opens. It’s the single largest one-time infrastructure project the City has
ever done. The North Junction project received $21 million from the Federal Department of
Transportation. We are beginning to work on the budget already. COVID has impacted it. We are
planning to end the year with a balanced budget. We are still getting CARES funding to take care of a lot
of the COVID expenses.

Staff Reports
4. Wichita Police Department Report
Officer Lori Kimrey reported: Thursday will have special assignment at 9th and Tyler. Community policing
officers working with sheriff’s office to make sure polling stations are safe. We don’t expect any problems.
Increase in mail thefts. Time to think about locked mail boxes. Keep an eye out for people following mail
trucks.
5. Wichita Fire Department Report
Battalion Chief Pete Ridder reported:
District 5 had no fire incidents in October. 1, 2, 3, 4, and 6 had 17 fire incidents.

6. Park and Recreation Department Report
Cory Buchta reported on behalf of David McGuire:
Contracted mowing coming to an end. Limited work orders being let at this time.
On-going forestry work is steady due to all the weather related events of late, dead trees, etc.
The tennis court contractor got started painting the tennis courts at West Meadows Park this
week…got started on it over the weekend. Hope to be done by the end of the week.
Halloween event down at Watson Park went well. Good attendance for the drive through event.
Recreation is working on planning something for the Christmas…the Night With Santa event will
virtual this year…will be different than in years past.
Also, Watson Christmas Express will be starting and that tickets will be available to be purchased
online.
All of Botanica’s tickets for Illuminations will have to be purchase on-line and in advance.
7. Wichita Public Library Report
Tracie Partridge, Wichita Public Library, reported:
Advanced Learning Library will start socially distanced tech training this month. People need to register at
WichitaLibrary.org/events to register. Library partnering with YMCA to offer cooking matters series. Target
adults, parents, pregnant women. Showing how to shop and cook healthy meals on a budget. It’s a virtual
series. Participate in 3 classes and complete a survey will get a $20 gift certificate for groceries.
November is Kansas Reads to Preschoolers month. Groovy Joe Ice Cream and Dinosaurs. Available
through Scholastic Book Flicks. Online resource. Special promotion Sunday November 15 th with all kinds
of educational activities you can do on Library’s YouTube channel. NEA Big Read event. Mostly online.
Partnering with KPTS Channel 8 to do live Kickoff event. More information at BigReadWichita.org.
8. Public Works & Utilities Report
Steve Degenhardt, Public Works & Utilities, reported:
Projects Under Construction
13th Street, Cowskin Creek to 135th Street
Two-way traffic on 135th anticipated to be restored in both directions and 13th in both directions 119th to
135th.
Wrapping up sidewalk work. A lot of the asphalt down before the cold spell.
Will have to come back in second quarter of next year to put final layer of asphalt on top.
37th & Tyler Traffic Signal
Had a setback. Pole manufacturer sent a letter saying they had equipment issues. Delayed several
projects throughout the country. Scrambling to get back on track. Best we know, that will be early 2021.
Pavement Preservation work continues. Halfway through list of arterial streets. More in the works to get
completed this year. 2021 program was approved by council a couple weeks ago. In December we’ll have
full list of streets and maps put together.
Projects in Design
Harvest Park Pool demolition work in progress. Expecting it to be complete in time for pool season 2021.
