1. Updates, Issues, and Reports
In the budget and CIP process right now. Thursday night we will have an evening meeting for those that
can’t make the daytime meeting. Only thing on the agenda. Going over the highlights. 21st from 119th to
135th is in the CIP scheduled to be widened in 2028. Traffic starting to demand it. Important connector.
Both intersections are already done. Something that was added to 10 year CIP. Update on NDO – asked
for a pause on it. Contracted with KLC to help facilitate talks with various groups.

4. Wichita Fire Department Report
Chief John Eck presented:
July 2021 in D5, 6 fire alarms, 182 medical, 38 service, 76 other, total of 302 total incidents.
Station 16 made majority of alarms, then station 17, and 21.
Shared joint response with County diagram. 157 alarms with County last month.
Major fire – apartment fire in North Silversprings. Anything out on deck or balcony, flammable items are
very dangerous. Don’t BBQ or smoke out there.
Did Salvation Army boot box 3 weekends in a row. Collected $18,400 during those 3 Saturdays.
5. Wichita Police Department Report
Officer Perkins reported:
199 Beat. Received some eBikes at Patrol West Bureau. Answering some 911 calls on these. NNO next
Tuesday. Can still get your party in if requested by tomorrow. Second Chance Thursday coming up later
this month. Thursday, August 26 at Bethel Life Church. NOTE complaint – Neighborhood Oriented Traffic
Enforcement. Take information and open a complaint. Use stealth stat to get data in the complaint area
and try to confirm if there is an issue and see if they need to increase patrol in the area. Vehicle larceny is
an ongoing issue. Most of the cars are not locked. That is some peoples’ full time jobs. They go around
and check for unlocked door handles. Lock your car in the garage if possible. Don’t leave your garage

door opener in your car. Don’t leave anything in sight. They are out nothing to break your window even if
it’s just to find your dirty gym clothes.
C (CM Frye): Thank you for mentioning NNO. I will send the list out when we get it. I try to make it to all of
them. In ’19 we had 16 or 17 parties in D5. It’s fun to do and gets neighbors together.
6. Park and Recreation Department Report
David McGuire reported:
Summer camps ended last week. Had good attendance. The fall guide is coming out that will have all the
recreation classes. You can go online and see all the classes. McAdams offering free concert August 7th.
Offering a bunch of free programs at Naftzger Park so it stays busy. Trevor Stewart concert. Tree
climbing competition was well attended at Riverside Park. NNO if you have a park you want to use, let us
know if it needs to get mowed.
Q (CM Frye): Is Harvest Pool finished?
A: We only got about half of the tables that need to be anchored down. We’ve installed them. Waiting on
the rest of the tables and chairs.
Q (CM Frye): When will the pool season end?
A: We decided to move it to Labor Day weekend. Pushing it back a little bit.
7. Wichita Public Library Report

The Fall Gardening Series kicks off Thursday, August 5, 6 p.m. online via Zoom. Each Thursday for five
weeks, our friends with the K-State Research and Extension – Sedgwick County Master Gardeners
program will discuss different fall gardening topics to help you get your yard ready for the spring. You can
register for these virtual programs at wichitalibrary.org/gardening. Here are the topics:

Now is the time to start shopping for back-to-school supplies. A Wichita Public Library card is a great item
to add to your supply list. Your student’s library card gives them access to online resources for school
projects, e-books, digital magazines and so much more. You can learn more about registering for a library

We are wrapping up our summer Candid Conversations series, “Wichita’s Diverse History of Baseball,”
with an exhibition softball game on Sunday, August 15, 6-8:30 p.m. at McAdams Park. This softball game
will celebrate Wichita’s history of baseball and the longstanding impact of the McAdams urban park.
Wichita Urban Professionals is organizing the event that, in addition to the game, will include a DJ, games
and activities for children, free giveaways and more!

The fall Evolve guide will be available soon at all Wichita Public Library locations. This is the joint
activities guide with the Library, CityArts and Park and Recreation. The guide will highlight programs from
September-December. Make sure you pick yours up the next time you’re in the Library.

9. ZON2021-00036
Philip Zevenbergen, Metropolitan Area Planning Department, presented an application on behalf of Titan
Realty, Inc. (Applicant), KE Miller Engineering (Agent). The applicant is requesting a zone change from
SF-5 Single-Family Residential to GC General Commercial for the south 0.685-acre portion of a parcel

generally located on the west side of I-235 Highway and within one-half mile south of West Central
Avenue (5800 West 3rd Street North). The entire site is 1.14 acres.
C (CSR): I received a call this afternoon. The caller said they would prefer an 8 foot fence, 6 feet is not
good enough. They would prefer a solid wall if possible.
Action Taken: Motion to APPROVE the staff recommendation as presented made by Dennis Clary.
Seconded by Trey Rios. MOTION PASSED 8-0-0
10. Signalization of the Intersection of Ridge Road and Village Circle
Shawn Mellies, Public Works and Utilities Department, presented a petition to signalize the intersection of
Ridge Road and Village Circle and reconstruct the shoulder pavement that was previously used to widen
Ridge Road at the intersection of Village Circle. The intersection of Ridge Road and Village Circle
currently meets warrants for the installation of a traffic signal. The petition is signed by 72.72% of the
resident owners, representing 72.92% of the improvement district area and was submitted in support of
the proposed improvements. The petition is valid per Kansas Statute 12-6a01. The estimated project cost
is $350,000, which will partially be assessed to the benefit district area. The method of assessment is the
fractional basis, with 50% paid by the City, and the other 50% split by the improvement district, equally
between both sides of Ridge Road. The estimate does not include financing costs that will be incurred
during the design, construction, or bonding phases of the project.
Q (DAB): How’d you come up with 50/50? I know when I had to do one 20 years ago we had to come up
with 100%.
A: It’s fairly standard when you have a partially developed area like this.
Q (DAB): Beyond the petition aspect, does the signal make sense?
A: Anywhere we are going to install a signal, it has to meet warrants.
Q (DAB): What’s the minimum?
A: I’m not a traffic engineer, so I don’t know all the warrants, but it takes into account a whole lot of things.
C (DAB): I’m thrilled.
C (CM Frye): We’re seeing a whole lot of development right there. It’s only going to get busier.
Q (DAB): I’m curious about context. I’m thinking about 34th cross street, where the Scooter’s is. There
have been some accidents there.
A: I’m guessing it doesn’t meet warrants, but I would have to double check.
A: I think it got reviewed when there was a traffic death there a few years ago.
Q (DAB): If the petition is approved, what happens next?
A: If it gets approved by City Council, we would do all the work to get it ready to install.
Q (DAB): What’s the turnaround for something like that?
A: It varies. This one, if it gets approved in August, I would say 6 months. Most of that is wait time on the
equipment.

11. Single-Use Plastic Bag Impacts in the Wichita Area
Lori Lawrence presented.
The Plastic Bag Task Force was established on January 28, 2020 to assess and better understand the
impact of single-use plastic bags in the Wichita area as well as explore possible mitigation strategies that
Best fit the Wichita community.
Plastic Bag Task Force members have met monthly to discuss, research, explore, and plan how to best
quantify single-use plastic bag impacts, attitudes surrounding single-use plastic bags, and possible
reduction methods. Some of the group’s efforts include:
Developing outreach and education materials
Working with University of Kansas School of Medicine – Wichita thesis student on a community
survey to assess single-use plastic bag perception and possible reduction methods
Working with the Wichita State University Environmental Finance Center to initiate a litter study in
the Wichita area with the intent to determine the role of single-use plastic bags in the litter
landscape
Conducting broader research regarding impacts of plastics on health and environment as well as
legislation mitigating plastic bag usage in other communities
Creating outreach and education materials to share information learned with community leaders
and residents.
A considerable amount of work has been accomplished since the task force was appointed last January,
but members acknowledge much work is still required before a formal recommendation can be made to
City Council members including:
Assessment of multiple mitigation strategies
o Pros/Cons evaluation
o Economic impact study
Q (DAB): I order groceries online and pick them up. Do we have to go early and drop our reusable bags
off for them?
A: You can request no plastic bags and they will help you fill up your reusable bags when you get there. I
know Dillon’s will do that, not sure about the others. And if you if you forget your reusable bags at home,
just put your groceries in the car and fill up your bags in the driveway when you get home. By 2025 all of
Kroger will be plastic bag free.
C (DAB): We’re used to it at Aldi’s.
Q (DAB): Your work concludes with a recommendation to Council?
A: After we get done with all studies and everything.
Q (DAB): What’s the primary opposition? Oil and gas industry?
A: Yes, primarily. Some states are trying to preemptively ban any bans on single use plastic bags. We
have home rule here, so I’m hoping something like that won’t pass here.

9. ZON2021-00036
Philip Zevenbergen, Metropolitan Area Planning Department, will present an application on behalf of
Titan Realty, Inc. (Applicant), KE Miller Engineering (Agent). The applicant is requesting a zone change
from SF-5 Single-Family Residential to GC General Commercial for the south 0.685-acre portion of a
parcel generally located on the west side of I-235 Highway and within one-half mile south of West Central
Avenue (5800 West 3rd Street North). The entire site is 1.14 acres.
Recommended Action: Based upon the information available at the time the staff report was completed,
staff recommends APPROVAL of the request, subject to Protective Overlay #376:
Protective Overlay #376
1. Allowed uses permitted by-right in the SF-5 Single-Family Residential zoning district in addition to
Warehousing as permitted in GC General Commercial.
2. Warehousing shall be for operable vehicles and equipment only. Warehousing for distribution is
prohibited.
3. Outdoor storage is prohibited.
4. No garage
5. Screening shall be per the Unified Zoning Code Section IV-B.1-3; however, any fences or walls
shall be constructed of a consistent pattern and color.
6. Compatibility height and setbacks shall adhere to Section IV-C of the Unified Zoning Code.
7. A landscape buffer on the north zoning district line and the west property line shall be in
compliance with the Wichita Landscape Ordinance.
8. All signs shall be limited to signs that would be allowed in the NR Neighborhood Retail zoning
district.
9. The applicant shall submit a site/landscape plan to the Planning Department for review and
approval prior to the issuance of building permits.
