1. Updates, Issues, and Reports

Passed budget and CIP a couple of weeks ago. Still working on ARPA funding. Using part for public
infrastructure, lost revenue and hiring back staff. Still have about 20mill over next 4 years trying to figure
out. Program on workforce looking at. Looking at homelessness solutions. Looking at affordable housing.
Land Bank board of trustees filling out. Seeing a lot of road construction over the next few weeks. Trying
to get it all done before it gets cold. Stoplight at Zoo and Hoover ready to go. Awarding construction
contract two weeks ago. NDO, working on KLC on civic event to talk about concerns with different
groups. Looking to create a sustainability board.
Q (DAB): When is the land bank board of trustees finalized?
A: Still making appointments. Every council member has an appointment. Two have been identified. I’m
still interviewing people. Not everyone has made appointments yet. There will also be an advisory
committee. Hopefully we can get that done in the next month. I still need someone for the Ethics Advisory
Board and eventually
C (DAB): RSCK submitted a few names for that.
A: They did and I’m interviewing the one that lives in District 5 this week.

Public Agenda
2. Scheduled Items
Renee Davis – International Rescue Committee presented information about their organization. IRC helps
people whose lives have been shattered by conflicted and disaster to survive, recover, and gain control of
their future. IRC in Wichita opened in 2011 and has resettled 1,590 refugees. Offer several programs in
Wichita. Provide safe affordable housing, financial assistance, and case workers for recently resettled
refugees. Help with naturalization process. Employment services offered to refugees up to 5 years after
arrival. Offer civics courses and English as a Second Language classes. Financial services established in
2021. Financial literacy classes open to the public, not just refugees or clients of IRC. Includes one on
one coaching.

August 2021 in D5, 5 fire alarms, 182 medical, 46 service, 45 other, total of 278 total incidents.

5. Wichita Police Department Report
Officer West reported:
CP Officer for 17 and 18 beat. Covering both areas. West of meridian and south of Maple. Some
burglaries in garages. People leaving garage doors open. People are leaving valuable items in their
vehicles while parked in the garage. They’ll take your garage door remote and come back later.
September 18 Rainbow Lakes neighborhood is having a night out.
September 19 Open Streets ICT down on Douglas. Noon to 5pm. Come on out.
September 30th Second Chance Thursday. Going very well. Been able to partner with the State and had
them out there. Within 4 hours 6 people were able to get their DL back.
Captain Duff:
Trying to pass new ordinance next month about street racing. One of the biggest complaints out west.
Found state laws and city ordinances are very outdated. Done a lot of research on other cities. Learned
from their mistakes. Anyone who is doing illegal street racing. Misdemeanor. Mandatory house arrest and
impound vehicle for 3 days. 2nd time mandatory house arrest for 30 days and impound car for 20 days.
Found impound is very effective. Have a system set up for exceptions. State law is just for highways.
Changing it so it’s like a DUI and enforceable in parking lots. Hoping to bring it to council next month.
Have a lot of support for it. Includes motorcycles and stunt driving. Other places are seizing vehicles, but
we don’t want to do that. Don’t expect too many second arrests on this.
C (DAB): Congratulations on the drag racing event.
A: We want to promote that there’s a legal way to do this. It was a great event.
Appreciate you’re looking at still allowing people to use vehicles and using house arrest instead of
incarceration. Applying some leeway while enforcing the law.
Q (DAB): Catalytic converter etching, what was the turnout?
A: Turnout was great. Want to do it again out West. It’s a big issue out here more than rest of city. We
had over 1,000 vehicles show up and even more after we left. Want to do it again. Some of the laws are
lax and people take advantage of that. We want to fix the loophole.
C (CM Frye): The ordinance will be coming to the council this month. If you hear anything about it, let me
know. Modeled it after some great programs and Captain Duff has done his research.
6. Park and Recreation Department Report

Harvest pool will close this weekend. The design elements are all in. Talked about doing a master plan for
all of our rec centers. 7 in the city, none in D5. Will start with one remodel at McAdams. Hoping to
address the others. Since 08 there’s been a recommendation to do something.
Issued the RFP for golf privatization. Got several proposals. We did the same thing in 11 and decided not
to outsource. Right now golf is doing very well. Said they will finish the year in high 6 figures which allows
us to buy some equipment that is sorely needed. Each course is getting something. Redoing the roof at
Tex, doing some drainage at MacDonald. Otherwise the season is wrapping up on a lot of Park programs.
7. Wichita Public Library Report
Tracie Partridge reported:
The Children’s Learning Garden at the Advanced Learning Library is nearing completion. This space is
funded by a gift from Spirit Aerosystems through the Wichita Public Library Foundation. The interactive
playground will feature several different play stations that relate to STEAM education (science,
technology, engineering, art and mathematics). The garden is located on the south side of the Advanced
Learning Library attached to the Children’s Pavilion. Follow along on social media for more information.
Story times are back this fall! For health and safety reasons, we are hosting our story times outdoors in
the cool fall Kansas weather, weather permitting. We have several story time series scheduled at different
locations. Visit www.wichitalibrary.org/events to learn more.
Learning Circles are lightly facilitated study groups for learners who want to take online courses together.
These classes meet once a week for multiple weeks (usually 4-6 weeks). They are free courses with
materials and curriculum compiled from experts of the topic of the course. The Library will hold several

Library staff created welcome packets in English, Spanish, French and Vietnamese for Immigration
Support Services Network (ISSN). Each year in September, ISSN hosts Welcome Week, a week
dedicated to introducing new residents to Wichita and its services. The Library is a longstanding partner.
These welcome packets will be made available for new residents, and Library staff is working on a short
introductory video to be played at this year’s virtual Welcome Week event this month.
September is Library Card Sign-up Month. The Wichita Public Library issues full benefits cards and e-
cards to adults and minors. Full benefits cards provide the holder with access to all of its physical
materials, digital materials, computers, and Wi-Fi. E-cards provide the holder with access to its digital
materials, computers, and Wi-Fi. The Wichita Public Library also issues State Library cards. State
Library cards provide the holder with access to all of the State’s e-books, e-audiobooks, and databases.

Collaboration rooms are now open at the Advanced Learning Library and study rooms are now open at
the Alford and Westlink Branches. Individuals and very small groups can utilize the spaces. Actual
meeting rooms are not open at the Wichita Public Library.
C (CM Frye): We will be able to advance the schedule on the Westlink Library to 2023 due to the ARPA
funding. It will double the size at Westlink and add more meeting rooms. It will have an outdoor reading
area and a teen meeting room.
