Wichita Fire Department Report Chief John Eck presented: November 2021 in D5, 11 fire alarms, 277 medical, 59 service, 70 other, total of 417 total incidents. 5k in damages. Shared which stations made most alarms in D5. Shared which stations responded in county. Working on updating mutual response agreement with Colwich. Gave update on recruit class. Just finished up with Salvation Army boot drive. Collected over $19k. Q (CM Frye): How is recruitment for fire? Can you find people easy enough? A: It’s down. When I was trying to get hired, there were 500-600 applicants. It’s not like that anymore. Now we interview about 30-40 people and hire around 10. 5. Wichita Police Department Report Officer Darrin Williams reported: WPD for shelters. Program to get gifts for kids in DV shelters. IF anyone can get gifts $20 and under Q (Kailer): How many kids? Q (CM Frye): Are you familiar with ACE Program? Auto theft prevention program. It was a pilot program for 90 days. Recovered over a million dollars I believe. Extending it. A: Sending four more officers to assist with that. 6. Wichita Public Library Report Tracie Partridge reported: Residents with a Wichita Public Library card can now stream movies, documentaries, foreign films and TV series with Kanopy. Kanopy is a video streaming platform dedicated to thoughtful and thought-provoking films. Each month, customers can check out seven films, access two free courses from The Great Courses, and watch content on Kanopy Kids. Kanopy is available on many devices, including Apple TV and Roku. Customers can also access Kanopy through the mobile app and through the Kanopy website. Customers will register for an account using their library card number. If at any time customers have difficulty registering their account, they can call the Advanced Learning Library, 316-261-8500, and ask for a technology trainer. The Wichita Public Library received American Rescue Plan Act funding from the Federal Communications Commission (FCC) to put 250 internet bundles into circulation for customers to borrow. The Library received $150,000 through this program. The internet bundles feature a wireless hotspot and a Chromebook. Each bundle comes with a Chromebook 3100, a T-Mobile hotspot, information about DAB 5 • December 6, 2021 • Minutes • Page 3 Library services, a copy of the Library’s internet and acceptable use policy, and how-to guides for using these devices. Customers can call (316) 261-8500 or visit catalog.wichitalibrary.org to place a hold on an internet bundle. Customers must have a library card in good standing to use this service. Bundles can be picked up at any Wichita Public Library location and will check out for 28 days. As a recap, the Wichita Public Library has introduced Steam to Go kits for children grades 4 and up, radon detectors, hotspots, and telescopes to its circulating collection in 2021. The Wichita Public Library will be closed December 24th and 25th and December 31st through January 2nd. CHECK VIDEO ON QUESTIONS. Can you inactivate you hold? Do they need internet for the chromebooks? A: The bundles come with a hotspot. FY2022-2023 Funding; CDBG, HOME, ESG Brad Snapp, Housing and Community Services, presented the Consolidated Plan for the 2019 through 2023 program years. Staff is soliciting comment regarding funding priorities for the fiscal year beginning July 1, 2021, and ending on June 30, 2022. HUD has not announced the City’s allocation amounts for the upcoming program year. Preliminary plans will be based on estimated funding at current levels and will be adjusted to reflect actual allocation amounts. Q (DAB): Any money for dilapidated homes? A: There are programs for that, but not with this. Q (DAB): Question about land bank program. A: Don’t think there’s been guidance established on land bank program yet. It has a different funding stream for it. Still working on how it will work. Incentive piece hasn’t come to council for approval yet. This is federal funding we get every year. Last year we got substantially more than we ever expected because of COVID. A lot of focus will be given to homeless solutions. COVID made it worse. Keeping the HOME program, and keeping people in their homes, rental assistance, that’s the first step really. CDBG block grants are great, but it’s about keeping people in their homes. But those are the two lower funded. Jill has been on it and so has JV. It was very educational. How they allocated money. Businesses came and gave a presentation on where they will actually spend the money. The only issue is it’s during the day. DAB 5 • December 6, 2021 • Minutes • Page 4 Q (DAB): Under emergency solutions grant, homeless prevention. Is there any type of expectation for families to repay those funds? A: With homeless preventions we fund organizations like center of hope, and they give rental assistance for just a couple of times. Money never goes into applicants hands, it goes directly to landlord. No expectation for family to pay it back. Action Taken: Provided comment regarding community needs and funding priorities for the 2022-23 Fourth Year Annual Action Plan. 9. Nomination of Grants Review Committee Representative – District 5 The Grants Review Committee includes representation from all District Advisory Boards, Wichita Independent Neighborhood Association, the United Way, Sedgwick County, USD #259, Wichita State University, as well as large and small businesses. The 14 GRC members are appointed annually by the City Council. Housing and Community Services Department staff meets with GRC members throughout the proposal evaluation period. After review of the applications and proposals and public comments, the GRC makes recommendations to the City Council for HOME, ESG and CDBG funding for the next program year. DAB 5 • December 6, 2021 • Agenda • Page 3 Agenda Item No. ________ City of Wichita District Advisory Board Meeting, District V December 6, 2021 TO: Bryan Frye, City Council Member District Advisory Board Members SUBJECT: FY2022-2023 Funding; CDBG, HOME, ESG INITIATED BY: Housing and Community Services Department AGENDA: New Business Recommendation: Provide comment regarding community needs and funding priorities for the 2022-23 Fourth Year Annual Action Plan. Background: The U.S. Department of Housing and Urban Development (HUD) considers the City of Wichita to be an entitlement city and as such, Wichita receives annual allocations of Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. In order to receive these funds the City is required to prepare a Consolidated Plan every five years. In addition, the City is required to submit an Annual Action Plan which addresses the priorities identified in the Consolidated Plan. Analysis: The City submitted a Consolidated Plan for the 2019 through 2023 program years, and staff is soliciting comment regarding funding priorities for the fiscal year beginning July 1, 2022, and ending on June 30, 2023. HUD has not announced the City’s allocation amounts for the upcoming program year. Preliminary plans will be based on estimated funding at current levels and will be adjusted to reflect actual allocation amounts. A presentation regarding programs funded during the last program year is attached. District Advisory Boards and the general public are being asked to provide comment regarding changes that should be made if the actual funding allocations are increased or reduced, and to provide comment regarding urgent needs that may not be addressed under the current funding plan. Public comments will be used by staff to finalize the annual plan after HUD has provided final funding amounts. Financial Considerations: The 2022-23 funding is proposed at current levels for discussion purposes: CDBG: $2,968,676; HOME: $1,519,843; ESG: $250,208. There is no impact on the General Fund. Legal Considerations: The comments provided by DAB members, citizens, and various community groups will be used to identify community needs and develop the City’s annual spending plan when actual allocation amounts are determined, as required by HUD for CDBG, HOME and ESG funds. Recommendations/Actions: It is recommended that the District Advisory Board provide comment regarding community needs and funding priorities for the 2022-23 Fourth Year Annual Action Plan. Attachment: Presentation. 1 FY2022-2023 Funding; CDBG, HOME, ESG Housing & Community Services/Community Investments Division December 2021 1 Background • The City receives an annual allocation of funds from the U.S. Department of Housing and Urban Development (HUD). • Funded activities align to the City’s goal of creating a livable and sustainable community. • These funds are used to create strong, sustainable, inclusive communities and affordable housing. 2 Types of Funds • Community Development Block Grant (CDBG) – used for a wide range of community development needs. The 2021-22 award amount is $2,968,676. • HOME Investment Partnerships (HOME) – used to create affordable housing for low-income households. The 2021- 22 award amount is $1,519,843. • Emergency Solutions Grant (ESG) – used to address homelessness. Background: The U.S. Department of Housing and Urban Development (HUD) requires that cities involve citizens in the allocation process for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. The City of Wichita accomplishes this through a series of public hearings before the City Council and through the appointment of a Grants Review Committee (GRC) which reviews proposals and applications. Analysis: The Grants Review Committee includes representation from all District Advisory Boards, Wichita Independent Neighborhood Association, the United Way, Sedgwick County, USD #259, Wichita State University, as well as large and small businesses. The 14 GRC members are appointed annually by the City Council. Housing and Community Services Department staff meets with GRC members throughout the proposal evaluation period. After review of the applications and proposals and public comments, the GRC makes recommendations to the City Council for HOME, ESG and CDBG funding for the next program year. The 2021-22 GRC representative from District IV was Troy Palmer. Attached is a tentative schedule of meetings along with the nomination form; please note that all meetings will be held electronically this year, out of an abundance of caution for COVID-19. Additionally, all applications will be submitted through, reviewed by, and ranked by the GRC though a new online platform this year called ZoomGrants. ZoomGrants training will be provided to the GRC. Financial Considerations: City staff is projecting the same level of funding for 2022-2023 as the current fiscal year. CDBG: $2,968,676; HOME: $1,519,843; ESG: $250,208. There is no impact to the General Fund. Legal Considerations: HUD requires citizen participation in the development of spending plans for CDBG, HOME and ESG funds.
