Discussed City Manager compensation adjustment that is up for approval at City Council on Jan 4. Wichita Fire Department Report Chief John Eck presented: December 2021 in D5, 14 fire alarms, 329 medical, 65 service, 72 other, total of 480 total incidents. Significant fire on west warren on NYE related to fireworks. Fireworks put in trashcan and later burnt up the siding of the house. Partnership coming up with WSU student. Recruit class starting in January. 5. Wichita Police Department Report Officer Nikki Woodrow reported: Working on year end numbers. Special assignment with undercover cars for porch pirates. Way down this year. Not nearly the call as in years past. Planning special assignments for unattended cars left running. Don’t do that. Auto thefts. Or at the gas station when people leave the car running in the parking lot. Second Chance Thursday back in February. Will be doing it quarterly. Q (DAB): How did the toy drive turnout? A: Filled a trailer full. Got a lot of donations of gift cards and checks. Fulfilled all presents and then some. Donated to Harbor House the extras. They were stockpiled in case new families come in. DAB 5 • January 3, 2022 •Minutes• Page 2 Q (DAB): Can we donate to that early? A: Yes, this year it will be through Wichita Police Foundation. Starting collecting all year round so we don’t have to wait for Christmas. If someone wants to donate early, we can ask them which program they want it to go to. We see the need for help all year round. CM Frye talked about the Cultural Awareness Program for police recruits. Q (DAB): How many recruits do you accept? A: Depends on space and retires, but we’ve been holding steady around 30. C (Frye): We’re having a harder time finding fire recruits than we are for PD. 6. Park and Recreation Department Report David McGuire reported: New Evolve brochure is out. Talked about renting facilities at parks. Wind storm in December wiped out forestry department for a couple of weeks. Not mowing now, but have tons of winter park maintenance work to do. Q (DAB): Just approved basketball court repair at Harvest? A: I believe so we just did a few basketball courts. 7. Wichita Public Library Report Tracie Partridge reported: In October 2021, the Library received an American Rescue Plan Act (ARPA) grant from the Institute of Museum and Library Services (IMLS) for a project that will collect submissions relating to community members’ lives and experiences during the COVID-19 pandemic, including written memories, photographs, videos and more. This project is called “Tell Your Covid Story.” An online submission form is available on the Library’s website for residents submit their stories. Once the stories are compiled, staff will upload content to an online platform that residents will be able to access. The new year means a new #ReadICT Reading Challenge. This year, we are once again partnering with Suzanne Perez of KMUW to provide this annual challenge that encourages adult readers to read 12 books from 12 different categories in 12 months. This is the sixth year of the challenge. Participants can read regular books, e-books or listen to audiobooks. Track your monthly progress online at wichitalibrary.org/readict and be eligible to win prizes throughout the year. This year, categories include: a book by a debut author, a book that intimidates you, an immigration story, a genre-blending book, and a book set at sea or on the beach. DAB 5 • January 3, 2022 • Minutes • Page 3 This month’s Tuesday Topics program will be held noon-1 p.m. Tuesday, January 25 on Zoom. This month, we will discuss political redistricting. Every 10 years following the U.S. Census, Kansas state legislators draw new political district boundaries that will remain in place for the next decade. How will district lines be drawn to ensure all voters are fairly represented? WSU Professor Brian Amos will present this session. Visit wichitalibrary.org/events to register. Swanson Park Bridge Replacement Public Works Engineering Staff along with Park and Recreation Staff presented information regarding the Swanson Park Bridge replacement project. This presentation was shared with those in attendance: https://www.wichita.gov/Council/DABAgendasMinutes/2022-01- 03%20DAB%205%20Swanson%20Ped%20Bridge%20Presentation.pdf Showed aerial images of the park and where the bridge crosses the Cowskin Creek. Showed images of different styles of prefabricated bridges for the replacement. Showed images of examples for what the new bridge will look like. The rails run up and down instead of sideways. Hopefully this is a little safer and kids won’t be able to climb up as easy. Permit and design wrapping up at end of March. Then we will bid it out. It will take several months to complete. Start of construction is August. Completion is end of October. People might be upset when we start cutting a path into the area and clearing trees to get the bridge in. Will try to keep that to a minimum. Action Taken: Received and filed. 9. Northwest Water Facility Project Update Public Works Engineering Staff presented an update on the Northwest Water Facility electrical substation. We still have to do a sealant on the wall due to graffiti. We have a standardized color. We try to draw attention away from the substation which is why we have this neutral color. What’s the timeline for substation construction? A: Scheduled to be finished before March of 2023. DAB 5 • January 3, 2022 • Minutes • Page 4 The lines from there to the water treatment facility will be buried. Yes, they will be buried. Q (Public): Will they run into the park? A: No, along 13th and Windmill. Action Taken: Received and filed. 10. CON2021-00060 Metropolitan Area Planning Department staff presented an application on behalf of Joselito and Imelda Magno (owner/applicant). The applicant is requesting a Conditional Use to build an accessory apartment in the SF-5 Single-Family Residential zoning district. The site is currently developed with a single-family home and a detached garage. The accessory apartment will be located in a new detached garage (4200 square feet) approximately 31 feet north from the south property line and 32 feet east from the west property line of the site. The subject property is generally located on the west side of North Ridge Road, within one-quarter mile south of West 21st Street North (1945 N. Ridge Rd). Q (DAB): I’m curious, Section 3.104 would they have had to plat that 5 years ago? A: No the site was already built prior to it being platted. The accessory apartment cannot be more than 30% of the floor area of the primary structure. The accessory apartment is less than 30% of the floor area of the primary structure which is one of the emptions. There’s another exemption in the zoning code. There’s a date set for certain development in the city that if you meet standards you don’t have to plat. Q (DAB): Would it be out of the question to ask for right-of-way? A: This could be the time to ask for that. C (DAB): I’m just curious why the planner on that didn’t ask for the 10 foot on Ridge or the 10 foot on Bittersweet Ln. A: Bittersweet, I didn’t look at the right-of-way. The thing about imploring right-of-way, if the government doesn’t want right-of-way, and they make a non-conforming placement of the structure, that property won’t be penalized. But I can certainly look and ask the planner do we need to acquire additional right-of- way. Q (DAB): Those are big garage doors. Can they put commercial trucks in there? A: If they do, that would be a good place to put them. We don’t want them in the driveway, we don’t want them in the yard, and we don’t want them at the curb. That’s what a garage is for. There’s nothing in the zoning code that says you can’t park a commercial vehicle the garage of a single-family residential. It’s not unusual to see a garage larger than the main living structure. There’s nothing in the zoning code that says your house has to be larger than your garage. We do need more information in regards to the materials used on that garage making sure it’s compatible with the structures within the neighborhood. Q (DAB): Isn’t there a house right there on Bittersweet that has a full metal structure? A: That’s a garage. Steel structures for garages are common. Part of this is going to be an accessory structure, which means a portion of that is going to have to be dressed out similar to what you’re seeing in the neighborhood. I don’t recall seeing any steel siding on any houses in this area. C (DAB): We don’t address that with an accessory apartment except for when it’s in an existing HOA. DAB 5 • January 3, 2022 • Minutes • Page 5 A: We don’t have any jurisdiction over HOA rules that are more stringent than the zoning code. That’s the same supplemental use regulation for all accessory apartments. They have to have similar materials and design as the single family residence. Q (DAB): This won’t require another access or drive? A: Condition number 2 says development of the site shall be in conformance with the approved site plan. No additional access drives will be allowed on the subject property. Q (DAB): I assume the neighbors were notified? A: There’s a notification radius that grows with the size of the property. We send letters out to everyone within 200 feet. We publish in the Wichita Eagle as well. We have had no opposition to this application (as of 1/3/2022). Q (DAB): Are residents aware of the protest period? A: Additional letter will go out informing the applicants and the neighbors the action of the planning commission and will note there is a two-week protest period. Action Taken: Motion to APPROVE the application with the following conditions:  Dedicate 10-foot of street right-of-way slog the subject site’s North Ridge Road frontage.  Dedicate 10-foot of street right-of-way along the subject site’s Bittersweet Lane frontage.
