1 Minutes January 18, 2012 District VI Advisory Board Minutes www.wichita.gov Wednesday Evergreen Recreation Center January 18, 2012 2700 N. Woodland 6:30 p.m. Clubroom /Lounge The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center Lounge Clubroom 2700 N. Woodland. District VI Council Member Miller led the meeting with seven (7) District Advisory Board members, seven (7) city staff and sixty-nine (69) members of the public present Members Present Members Absent Cathy Landwehr Pat Randleas Denise O’Leary-Siemer Denice Bruce John VanWalleghen Scott Dunakey Charlie Claycomb Joel Weihe Staff Present Deborah Sanders Officer Steve Jerrell, Patrol North Alexis Johnson-youth Megan Buckmaster, Neighborhood Assistant Battalion Chief Sid Newby Bill Longnecker, Planning Don Harrison, Park and Recreation Doug Kupper, Park and Recreation Officer D. Williams, Patrol West Council Member Miller called the meeting to order at 6:35 p.m. welcoming everyone. Approval of Minutes The minutes for December 5, 2011 were approved as submitted. (Sanders / VanWalleghen 6-0) Approval of Agenda The agenda was approved as submitted (Claycomb /Johnson 6-0) Public Agenda 1. Scheduled items: None at this time 2. Off-agenda items: None at this time Staff Presentations 3. Community Police Report Patrol North: Officer Jerrell reported that the community beat boundaries had changed city wide. New maps were available on Wichita.gov Patrol West: Officer Williams reported there was a crime hot spot at 21st and Amidon: 19 contents in car burglaries in Dec. In January there had been 3 car thefts in Benjamin Hills area. *****Action: Receive and file 4. Fire Department Report Battalion Chief Newby reported on 2 fires in the area in December both were due to unattended cooking. There had also been a dog house fire due to an unattended heat lamp. *****Action: Receive and file 2 Minutes January 18, 2012 New Business 5. CON2011-00038 3940 W. Douglas – Bill Longnecker City Conditional Use for Outdoor Vehicle Sales in LC Limited Commercial zoning; generally located north of Douglas and east of West Street. The members were provided the MAPD staff report for review prior to the meeting. Bill Longnecker, Planner presented the case background, reviewed the staff recommendation and answered questions of members and the public. The Board asked/made the following questions/comments: Responses in Italics In the original site plan the owner was supposed to have put in landscaping on this parcel. Status? The landscaping requirements are still in effect as part of the site plan. Code enforcement would monitor. Since there was no protest during the 2 week protest period- does a DAB vote impact the outcome? No. The catering business next to this parcel, will they lose parking spots? The parking for that business is not impacted by this case. This was originally approved for an event center, what happened? The event center went out of business. *****Action: No action taken. Discussion item only 8. 37th Street North Improvement, between Broadway and Hydraulic North of I-235/K-96 and 40th Street North, on the west side of Seneca Street- Bill Longnecker. City request for Amendment #2 to the GC General Commercial (“GC”) zoned CUP DP-86, Duke’s Diamonds Community Unit Plan’s Parcel C to allow a storage yard for operable school busses. The members were provided the MAPD staff report for review prior to the meeting. Bill Longnecker, Planner presented the case background, reviewed the staff recommendation and answered questions of members and the public. The Board asked/made the following questions/comments: Responses in Italics Is it possible to open 41st street to allow alternate access? There are no plans in the CIP to extend 41st at Amidon farther west. Is this case currently in the highest court? No. The Kansas Supreme Court is the highest. This is currently in Court of Appeals. When might this case be heard or resolved? Lawyers for each side of the case gave different answers- one year/ three to four months. What is the current status of parking? USD 259 is operating this storage lot and can park busses during the school year, but not during the summer months. After the Court’s decision will this return back to MAPC and the DAB? Yes. *****Action: the Board moved to defer a vote on this case until the Court decision had been made and the case returned to DAB. Deferral (VanWalleghen/ Claycomb 6-0) Councilmember Miller made note to the public that because of the deferral, they would not take public comment at this time, but thanked them for attending and asked the public to return to the DAB VI meeting when the case returned. 9. Golf Fund Sustainability Recommendation Dr. Cindy Claycomb, Park Board Member Dr. Claycomb provided a report on the Park Board’s suggestions for the sustainability of the City’s golf fund. The Board asked/made the following questions/comments: Responses in Italics What other park improvements will be deferred or eliminated from the CIP if these recommendations go forward? 2.5 million dollars will be reduced from a project in Planeview Park from the 2017 CIP. There will still be 1.2 million to start the improvements and then staff will go out to the neighborhood to receive input on what improvements are still desired in the area. 3 Minutes January 18, 2012 What is the twilight golfing program? It is a discount given to the golfer because of the time of day. Can only get in 9-13 holes before dark. Members of the public made the following questions/comments: Responses in Italics Bill Morton, 1110 Royal Road- thanked Dr. Claycomb for her presentation. Commented it was a well thought out plan. Denise Moorhead, Cleawater, KS- commented that the junior Golf program had been a part of Wichita courses since 1972. This program has made an impact on those golfers. It gives youth an opportunity to learn life skills learning rules and an alternate to video games. Harry Gregory, 1138 Amidon- Will there be any changes for season pass holders? It has been recommended there are additional discounts for season passes rather than the elimination or increase on those passes. Mr. Gregory added a suggestion about adding a birthday program. Gregory Boyajan, 3325 (unknown street) - what process is in place to review revenues in the future so appropriate adjustments can be made? There will be a Golf Advisory Sub Committee appointed by the City Council to regulate and review all aspects of the golf program- revenue, expenses, programming, etc. Councilmember Miller asked Doug Kupper to briefly discuss the directive given to staff to study privatization. City Council may or may not appoint an independent advisory committee to look at privatization. Staff is asking for further clarification of the Council’s vision. *****Action: the Board moved to support / endorses the Park Boards suggestions. Approval (Sanders/Claycomb 6-0) Board Agenda 10. Woodland 6:30 p.m. Lounge Clubroom ORDER OF BUSINESS -- Call to Order -- Approval of Minutes for December 5, 2011 -- Approval of Minutes PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five (5) minute time limit for each speaker. 1. Scheduled items: None at this time. 2. Community Police Report Community Police Officers will give brief reports on District VI issues, problems and events. *****Recommended Action: Receive and file 4. Fire Department Report Fire Officers will give a brief report on District VI events. *****Recommended Action: Receive and file NEW BUSINESS 5. CON2011-00038 City Conditional Use for Outdoor Vehicle Sales in LC Limited Commercial zoning; generally located north of Douglas Avenue and east of West Street (3940 W. Douglas Ave). *****Recommended Action: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED, subject to the conditions listed in the staff report. Agenda 2 6. CUP2011-00041 City request for Amendment #2 to the GC General Commercial (“GC”) zoned CUP DP-86, Duke’s Diamonds Community Unit Plan’s Parcel C, located north of I-235/K-96 and 40th Street North on the west side of Seneca Street, to allow a storage yard for operable school busses. *****Recommended Action: Based on the factors stated in the staff report, plus the information available prior to the public hearing, staff recommends the request be DENIED. 7. Golf Fund Sustainability Recommendation Dr. Cindy Claycomb, Park Board Member, will give a report on the Park Board’s suggestions for the sustainability of the City’s golf fund. BOARD AGENDA 8. Problem Properties DAB Members are given the opportunity to identify and report problem properties throughout District VI. *****Recommended Action: Receive and propose appropriate action. 9. Neighborhood Reports DAB Members may report events/activities from the neighborhood/homeowners groups in their areas. *****Recommended Action: Receive and file.
