Minutes 1 February 6, 2012 District VI Advisory Board Minutes www.wichita.gov Monday Evergreen Recreation Center February 6, 2012 2700 N. Woodland 6:30 p.m. Clubroom /Lounge The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center Lounge Clubroom 2700 N. Woodland. First Pro-tem Dunakey led the meeting with five (5) District Advisory Board members, seven (7) city staff and three (3) members of the public who signed in. Bumgartner, Fire Derrick Slocum, Planning Julie Irwin, OCI Mark Manning, Finance First Pro-tem Dunakey called the meeting to order at 6:35 p.m. welcoming everyone. Dunakey stated there was no quorum present to vote on the agenda and minutes so we need to wait for another member to arrive. Landwehr arrived at 6:37 p.m. Approval of Minutes The minutes for January 18, 2012 were approved as submitted. (Claycomb/VanWalleghen 5-0) Approval of Agenda The agenda was approved as submitted (VanWalleghen/Claycomb 5-0) Public Agenda 1. Scheduled items: None at this time 2. Off-agenda items: None at this time Staff Presentations 3. Community Police Report Patrol North: Officer Jerrell reported on 48 Beat and 41, 42, and 49Beats with an increase in burglaries both residential and non-residential. We have been tailing six or seven suspects and working on filing charges. Backyard sheds continue to being looked at and items stolen. Patrol South: Officer Schwiethale reporting for Old Town said officers are addressing larcenies to autos and caught one homeless individual with belongings from six of the autos. Please do not leave your purse Minutes 2 February 6, 2012 or cash in plain site as they see these items, break in and steal whatever is in view. There were suspects caught on 21 beat for a burglary and now we expecting to see burglaries to decrease. *****Action: Receive and file. 4. Fire Department Report Lt. Bumgarner along with two other firefighters from Station #7 reported the Citizen’s academy will be holding its next session starting May 3rd/ July 5th. The class size is for 20 citizens meeting for three (3) hours once a week. The can apply online and once we receive the application it will have to go through a background check. In January there were six (6) fires investigated which do not appear to be arson and there is no pattern. Already this year we have been busy and the fire at 21st/Waco is still under investigation. *****Action: Receive and file 5. Park and Recreation Quarterly Updates Matt Martinez, Assistant Director for Evergreen reported the Park Department will begin to do a quarterly update and present on any special recreational leisure opportunities at the Evergreen Park Recreation Facility. Martinez said the winter classes were still in session until March. 19 and they Still have a lot of people signing up for Zumba. Jr. Basketball has between 80-90 kids. We’re interested in hearing from residents if they would like for us to start some new classes. Bids have gone in for the kitchen renovation. Our focus is to continue to promote classes and keep the building busy. *****Action: Receive and file New Business Zoning 6. ZON2011-00045 The District VI Advisory Board (DAB) considered a City Zone Change from SF-5 Single-Family Residential to TF-3 Two-Family Residential; generally located south of West St. Louis Avenue and west of North Sheridan Ave. The members were provided the MAPD staff report for review prior to the meeting. Derrick Slocum, Planner presented the case background, reviewed the staff recommendation and answered questions of members and the public. The Board asked/made the following questions/comments: Responses in Italics If there were any protests, negative comments or phone calls against the case? I believe there is a protest petition that is being passed around the neighborhood The water amount leaving the site can’t exceed the amount entering. If this were platted for SF Single-Family homes, how many structures would this be? Almost eight (8) structures could be placed on this property. The area is horrible; I would think the neighbors would want some form of improvement. There is a strong need for rental property due to the economy Mark Hill, 347 JoAnn Street stated the there would be to much concrete-drainage and the neighborhood Streets flood at St. Louis and Sheridan. The drainage is not good and it has already been worked on by the City. There will be no room for children to play. St. Louis Street is very busy and they could get hurt. My property is close to where the duplexes would be built. Renters are bad for neighborhoods. Please consider not letting this happen. Minutes 3 February 6, 2012 Bob Breedlove 338 N. Joann stated he agreed with Hill about this project. ****Action: The District VI Advisory Board members made a motion to recommend to City Council Approval (5-0 Landwehr/Weihe) of the zone change request subject to platting and the 30ft dedication per MAPC recommendation. 7. OCI Annual Data Update Julie Irvin, OCI Supervisor reported there have been lots of changes taking place in OCI in 2011 with 20 people being laid off with some taking early retirement and we continue to lose more people. Since September 2011 housing inspectors are now responsible investigating trash, swimming pools, sewage and standing water. We have more duties with less staff and we are trying to do the best we can so please be patient with us. The tall grass and weeds were down to 520 cases last year due to the hot weather and we saw a better response from citizens to mow their property. Landwehr asked if there is anything the neighborhoods serving on DAB can help with neighborhood nuisance. Irvin responded many of the cases are continued repeat violations. VanWalleghen stated he appreciated the department’s vigilance. Dunakey said there is nothing that can hurt with community growth when you see lots of trash blowing. People that visit look at the City/neighborhoods to see if they are clean. It’s a reflection of who we are. Irvin continued there still is talk about City/County merge and we do not want that. The issue for merging is about funding. The new computer system Hansen has been up and running and it’s a faster system. We also now have Donte Martin as our Interim Director and Deb Legge working with Neighborhoods and Rick Stubbs on the Building side. *****Action: Receive and File 8. 2011 – 2020 Proposed Capital Improvement Program (CIP) Budget Mark Manning, Budget Director discussed the draft CIP document that was prepared by staff. The 10 year CIP includes $2.4 billion in improvements to City infrastructure over the next decade which includes 72 arterial street projects, including bike paths, intersections, street sections and neighborhood improvements. A total of $80 million would fund bridges, including a new bridge over the Big Ditch. Freeway projects total $247 million, and would include a Kellogg and Webb interchange, a Kellogg and Greenwich interchange, as well as design and right of way expenditures to the west City limits. Public Facilities expenditures of $237 million are budgeted, with $30 million to fund a new central library and $90 million for a new Heartland Preparedness Center. Dunakey asked if other fund special assessment-how does it affect bonding? Manning responded the level of debt the lower the credit worthiness which does have impact to us. VanWalleghen asked when would be the ground breaking for the 13th St. flyover Manning responded this summer. *****Action: Receive and File Board Agenda 9. Problem Properties Benjamin Hills: We had our own problem properties process with a good rate of residents fixing the problems. We had success but now people have moved and it’s not the same. Minutes 4 February 6, 2012 Weihe stated that all neighbors should do clean-up. The councilmember could do some form of informal notification to involve neighbors to do more. 345-343 Joann: Cars sitting on blocks on the property. *****Action: Receive and propose appropriate action. 10. Neighborhood Reports No neighborhood reports were made. *****Action: Receive and file.
