The District VI Advisory Board (DAB) considered a City Conditional Use request to allow a playground for a
daycare facility located on an adjacent property: generally located south and west of Zoo Boulevard and N.
Illinois Street
The members were provided the MAPD staff report for review prior to the meeting. Derek Slocum, Planner
presented the case background, reviewed the staff recommendation and answered questions of members and the
public.
The Board asked/made the following questions/comments: Responses in Italics
Is the daycare facility already built? It will be open soon.
Why is this being requested as a conditional use? The playground is required to have a conditional use
permit since it is considered a part of the daycare.
Will there be fencing for the playground? Yes, the fence will be chain link facing East/West.
Minutes 2

Will Illinois Street be paved? The street will be used for emergency purposes only. In order to get paved
it would need a petition.
There were no members of the public to speak in opposition of the request.
****Action: The District VI Advisory Board members made a motion to recommend to City Council
Approval (VanWalleghen/Claycomb 8-0) of the conditional use request.
4. 21st to 29th Street along Amidon Improvements
Gary Jansen and Carl Haas, Public Works staff presented how the Amidon Street improvements will be
reconstructed to provide two lanes of traffic in each direction and a continuous center left turn lane along with
how each intersection from 21st to29th Streets will be constructed. Jansen also stated they had held a
neighborhood meeting on January 17th to gather input from the property owners.
The Board asked/made the following questions/comments: Responses in Italics
At 29th street would you divert traffic through the neighborhood? Try to figure out how to get traffic to
school, possibly a temporary widening.
How soon will you know about the size of acquisition? We will approach the neighbors in May/June.
Will there be tons of driveways consolidation? We are looking at the 29th intersection some we propose
not close and others that have circle drives to keep.
I live South in Indian Hills/riverbend, do you see this attracting more traffic at 15th/McLean and 13th?
I’m comfortable McLean can still handle the traffic but not sure about 15th.
Will trees be affected? Some when we do the drainage improvements.
Miller asked about mid-block pedestrian crossing with signal, how we make those decisions. Jansen responded
the traffic and pedestrian counts would determine if a light is continued to be needed.
Will you change traffic speed? There are no plans at present to change.
Pete DeFazio, DeFazio Restaurant asked when changing the drainage plan is there a chance to pave 26th/ Street
Drive as I want the road paved. I would like to put in outdoor dining so what does it take to get the road paved?
You need to circulate a petition in the benefit district and will need 51% of the area in favor to pave the road.
Carl Sevard, Sweetbriar Shopping asked if there will be property acquired there. Not near Sweetbriar.
Will there be sidewalks on both sides? Yes.
VanWalleghen stated the neighborhood was interested that people were happy and there was no negativity. I’m
in favor.
Will sweetbriar have better drainage? This should improve Sweetbriar a lot. At present the water can’t get
underground now.
*****Action: The District VI Advisory Board made a motion to recommend Approval (Dunakey/Sanders 8-0)
of the proposed project.
