Minutes 1 May 16, 2012 District VI Advisory Board Minutes www.wichita.gov Wednesday Evergreen Recreation Center May 16, 2012 2700 N. Woodland 6:30 p.m. Clubroom /Lounge The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center Lounge Clubroom 2700 N. Woodland. District VI councilwoman led the meeting with six (6) District Advisory Board members in attendance, four (4 city staff and seven (7) members of the public who signed in. Fleming, Fire Officer Jerrell, Patrol North Council Member Miller called the meeting to order at 6:34p.m. welcoming everyone. Miller asked members to introduce themselves and state their representation for serving on the board. Miller apologized to anyone who may have shown up for the May 7th DAB meeting that had been cancelled. Approval of Minutes The minutes for April 18, 2012 were approved as submitted. (VanWalleghen/Claycomb 6-0) Approval of Agenda The agenda for May 16, 2012 was approved as submitted. (VanWalleghen/Sanders 6-0) Public Agenda 1. Scheduled items: No topics were presented. 2. Off-agenda items: No topics were presented. *****Action: Receive and file Staff Presentations 3. Fire Department Report Battalion Fire Chief Snow introduced Lt. Fleming from fire station 7 on Coolidge street. Snow reported on the The Multi-Cultural Celebration Association that the Fire department is in involved in. They will have water canons spray anyone coming to the Lawrence Dumont Park for the baseball game who would like to be squirted with water. There will also be a parade, informational booths, costumes and dancing. After the game there will be a softball game between Police and Fire. Arson Awareness Week with police doing a daily briefing on any open cases of arson. We still have smoke detectors to give away and you can call 268-4410 if you need one. They are free and we will install them. Minutes 2 May 16, 2012 Last Friday we started a program Duty to Call which involves juveniles in the court system that have to do community service. We had teenagers clean the fire station. This gives us an opportunity for mentorship. Urban League will be having part-time summer youth jobs and we will put them to work and also do fire education. We enjoy doing all these things. Lola Howard, neighbor asked if the kids would get paid for working. Snow continued she didn’t know all the places the kids would be employed. The baseball game is at Lawrence Dumont with food booths near the gate. You pay for the game and can get to the booths. The gates open at 1pm and the truck will spray the water at 1:30pm. The following are the March statistics comparing 2012 to 2011. District 6: 2012= 27 fires 2011=24 fires 2012= 7 structure 2011= 9 structure 2012= 540 EMS 2011= 492 EMS 2012=206 Service Alarms 2011= 200 Service Alarms Total March 2012 - 773 2011 - 716 Lt. Fleming reported for District 6 there had been two fires with one being a construction trailer and the other at 215 N. St. Frances which is still under investigation. It had $4000 damage to the structure and $100 to the contents. At 400 W. Central on the balcony someone put a cigarette discarded in a plastic bottle causing a fire with $30,000 to the structure and $5,000 of contents. Remember as you are starting to grill or smoking on wooden decks; please be aware how easy it is for a fire to start O’Leary-Siemer reported there were numerous pallets near SE Blvd. ***** Action: Receive and file 4. Community Police Report Patrol North: Officer Jerrell said he wanted to thank the fire department as there was a vehicle on fire in front of his house and they gave a quick response putting it out. Jerrell reported there were 19 shed and garage burglaries in April. The thief’s were using the bike paths to transport on bike $1800 of power tools. We think we have a suspect from a previous burglary that sells at night. He is currently homeless and moves around. He is White male-6 ft.–190 lbs. with dark hair. There were three more burglaries reported today. Please call 911 if you see anything suspicious. Jerrell continued that the Summer Activity Camp for kids starts on May 29th and police will be working with them again this year. The camp will be offering scholarship dollars for children to attend and have extended the program hours. *****Action: Receive and file New Business Planning 5. CON2012-00023 The District VI Advisory Board (DAB) considered a City Conditional Use to permit an Event Center in the City in LC Limited Commercial ("LC") zoning. The members were provided the MAPD staff report for review prior to the meeting. Bill Longnecker, Planner presented the case background and reviewed the staff recommendation. The Board asked/made the following questions/comments: responses in Italics Minutes 3 May 16, 2012 Would there be sound outdoors? No and you can include that in the final recommendation. What would the neighbors like to see go in this location? A new home would be nice. Would there be screening and landscaping requirements? If it’s required in the staff report. What kind of event would be held for children to last until midnight? I don’t know. Will the setbacks be sufficient for this location? Yes. Why didn’t the applicant come to this meeting? I don’t know. Traffic will be a detrimental impact. Five members of the public spoke in opposition of the request stating: I have a concern about traffic and trash. We have problems already in this neighborhood and don’t get help from the city. This is an older generation neighborhood that looks out for each other. I guarantee you there will be drinking at this location. This location will be in my back yard. When the church was there and they held events outdoors the sound would rattle my windows. There will be parking up and down our street as we live right across from Plaza Mexico and they park out front of our homes now. ****Action: The District VI Advisory Board members made a motion to recommend to the City Council Denial (VanWalleghen/Sanders 5-1 Bruce) of the conditional use request considering the Golden Rules #2 the suitability of the subject property for the uses to which it has been restricted, #3 the extent to which removal of the restrictions will detrimentally affect nearby property and # 8 the opposition of the neighborhood residents. 6. CON2012-00010 The District VI Advisory Board (DAB) considered a Conditional Use for a wireless communication facility generally located on the southwest corner of 17th Street North and Broadway Avenue. The members were provided the MAPD staff report for review prior to the meeting. Bill Longnecker, Planner presented the case background and reviewed the staff recommendation. The Board asked/made the following questions/comments: responses in Italics Would 40ft of the old tower remain on the site? This would be used to test other antennas. There were no members of the public to speak in favor or opposition of this request. ****Action: The District VI Advisory Board members made a motion to recommend to the City Council Approval (Weihe/Sanders 6-0) of the conditional use request for a wireless communication facility generally located on the southwest corner of 17th Street North and Broadway Avenue. 7. Budget Presentation Mark Manning, Budget Officer provided preliminary budget projections and issues that would shape further discussion on the 2013-2014 Proposed Budget. Manning stated that revenue was not growing enough and we are facing more challenges and asked members to think about his overview. We will be hosting an all DAB and public meeting on June 27th to show more of the budget. Sanders asked if it would help to get hybrid busses. Manning responded they were converting the fleet to natural gas. VanWalleghen said we are given very little to work with so how can we ask questions. ***** Action: DAB members provided comments regarding the 2013 – 2014 Proposed Budgets. Fire Department Report Fire Officers will give a brief report on District VI events. *****Recommended Action: Receive and file 4. Community Police Report Community Police Officers will give brief reports on District VI issues, problems and events. *****Recommended Action: Receive and file NEW BUSINESS PLANNING 5. CON2012-00023 City Conditional Use to permit an Event Center in the City in LC Limited Commercial ("LC") zoning, generally located south of 25th Street North and west of Shelton (2557 N. Shelton). MAPD staff will present background and answer questions. *****Recommended Action: Based upon information available prior to the public hearings, planning staff recommends that the request for an Event Center be APPROVED, subject to the conditions listed in the staff report. 6. CON2012-00010 Conditional Use for a wireless communication facility generally located on the southwest corner of 17 th Street North and Broadway Avenue. MAPD staff will present background and answer questions. *****Recommended Action: Based upon these factors and the information available prior to the public hearings, planning staff recommends that the request be APPROVED subject to the following conditions: Agenda 2 May 16, 2012 7. Budget Presentation Mark Manning, Budget Officer will provide preliminary budget projections and issues to shape further discussion on the 2013-2014 Proposed Budget. *****Recommended Action: DAB members are to provide comments regarding the 2013 – 2014 Proposed Budgets.
