Minutes 1 June 4, 2012 District VI Advisory Board Minutes www.wichita.gov Monday Evergreen Recreation Center June 4, 2012 2700 N. Woodland 6:30 p.m. Clubroom /Lounge The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center Lounge Clubroom 2700 N. Woodland. District VI councilwoman led the meeting with eight (8) District Advisory Board members in attendance, one (1) youth DAB member, seven (7) city staff and two (2) members of the public who signed in. Jeff Towes, Fire Charlie Claycomb Terri Dozal, Neighborhood Services Denice Bruce Officer Buzzard, Patrol North John VanWalleghen Officer Schwiethale, Patrol South Alexis Johnson-youth Officer Haught, Patrol West John Schlegel, Planning Director Council Member Miller called the meeting to order at 6:35 p.m. welcoming everyone. Miller asked members to introduce themselves and state their representation for serving on the board. Miller also recognized Alexis Johnson who graduated from North High and would be attending the University of Kansas in the fall. Alexis has served three years on the Mayor’s Youth Council and received the largest amount of three scholarships that were given. Thank you for serving on DAB. Approval of Minutes The minutes for May 16, 2012 were approved with an amendment (Sanders/Claycomb 8-0) Approval of Agenda The agenda was approved as submitted (VanWalleghen/Landwehr 8-0) Public Agenda 1. Scheduled items: None at this time. 2. Off-agenda items: None at this time. Staff Presentations 3. Community Police Report Patrol North: Officer Buzzard 47 Beat was reporting tonight for Beats 41-42-48-49 stated there had been a series of 21 shed burglaries. He said they had a suspect stealing items and then selling them within 20 minutes of stealing. 17 IMPACT meetings were held by Officer Jerrell to talk to the neighbors on what to look out with the burglaries. The suspect told the homeowner he would do yard work but did not have tools and ask the owner to use his tools and then go out and sell them. He has been caught numerous times for doing this. With no serial numbers on the tools they are hard to identify if they are a homeowners. The suspect is in jail at present with no bond and since then the burglaries have stopped. During the meetings the neighbors also shared other concerns. Patrol West: Officer Haught was reporting for Beat 11-12-and 14. Haught stated on 11th Beat at West dale there had been traffic accidents and clean ups were held at 3600 W. 13th / Madison Park and Minutes 2 June 4, 2012 2626 W. 9th. On 12 Beat on May 10th a white male in Sims Park was grabbing female joggers, we put female officers in plain clothes and he has not been back to grab anyone. On 14-Beat the Sunflower and Delano associations were to hold a clean up in June. Patrol South: Officer Schwiethale -Old Town reported an increase in larcenies so officers were doing special assignments and caught three people breaking into cars on Thursday. There were no break-in’s on Friday or the week-end. Lock up your valuables as homeless people check car doors. These break-ins are about one per day. *****Action: Receive and file 4. Fire Department Report Battalion Chief Royse and Capt. Jeff Tabes presented on three fires in District 6. 425 N. Topeka – the Old Catholic Charities building due to cooking with damage outside. 815 N. Litchfield- Accidental smoking -$100.000 damage Near 31st/May- 2050 W. 11th Small fire near the golf course. Remember this is grill season so please practice safety especially at apartment complex- no grills on balconies. *****Action: Receive and file New Business Planning 5. CON2012-00025 On Monday, June 4, 2012 the District VI Advisory Board (DAB) considered a City Conditional Use request for a night club in the city within 300’ of a church in the Central Business District (“CBD”) zone district, generally located northeast of the intersection of North St. Francis Avenue and East Douglas Avenue The members were provided the MAPD staff report for review prior to the meeting. John Schlegel, Planning Director presented the case background, reviewed the staff recommendation and answered questions of members and the public. The Board asked/made the following questions/comments: Responses in Italics Has there been any communication from the church this will be located near? None. Will the majority of the revenue be from the food sales? Yes, but now he wants to add live music. Was there a sign posted to announce this upcoming case, I didn’t see it when I went by there. The owner stated he thought the sign was to go up after the DAB meeting. Staff said they would check to see if a sign was posted. There were no public present to speak in favor or opposition of this request. ****Action: The District VI Advisory Board members made a motion to recommend to the City Council Approval (Claycomb/ VanWalleghen 8-0) of the conditional use request based on the staff recommendation subject to the conditions listed in the staff report. 6. ZON2012-00016 On Monday June 4, 2012 the District VI Advisory Board (DAB) considered a City request for LC Limited Commercial zoning on property zoned B Multi-Family Residential and amp: SF-5 Single-Family Residential, located midway Central Avenue and 2nd Street, south of St. Louis on the east side of West Street. The members were provided the MAPD staff report for review prior to the meeting. John Schlegel, Planning Director, presented the case background, reviewed the staff recommendation and answered questions of members and the public. The Board asked/made the following questions/comments: Responses in Italics Why hasn’t the city changed this part of property to LC already? This is up to the land owner and not the city. Minutes 3 June 4, 2012 There were no public to speak in favor or opposition of this request. ****Action: The District VI Advisory Board members made a motion to recommend to the City Council Approval (Bruce/Sanders 8-0) of the zone change request based upon planning staff recommendations the site is subject to platting within 1-year. Board Agenda 7. Problem Properties 2606 N. Hyacinth: Weeds-Tall grass –this is a vacant house. 2120 W. 25th/St. N.: Weeds-Tall grass W. of Century II: Abandoned Rest Room - the copper roof was removed. 2046 Park Place: Tall grass –Weeds in front yard. 1356 N. Emporia: Business-Not rented -Bus stop-unattractive-debris. Young & 700 block N.: cars are parking too close to Stop signs. *****Action: Receive and propose appropriate action. 8. Neighborhood Reports Indian Hills NA/Orchard Park NA and West Big River NA on 6-19-12 from 7-8 pm will be holding a Political Rally. We will have Brenda Landwehr, Jean Schordorf, Carissa Jarbo-Gale, Judge Journey and Linda Kirney. Also the Non-Partisan-League of Women Voters will be present. Midtown Citizens, Riverside Citizens Association and North Riverside Neighborhood will hold their Tri- Neighborhood picnic on Saturday June 9 from 5-7 pm at Minisa Park. Please bring a covered dish. I recommend Citizens Fire Academy next year. It is a one night a week for 8 weeks class. You will really appreciate what they do. Safe Streets Community Garden Event on Friday – June 8th at 6 pm. behind St. Pat’s Catholic Church. *****Action: Receive and file. Updates from Councilmember DAB Budget meeting will be held on 6-27-12, info should come soon. No mid month DAB meeting. Time to renew terms for DAB. Announcements All DAB Public Budget Meeting –Wednesday June 27, 2012 from 6-8 p.m. at City Hall Council Chambers.
