The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center Lounge
Clubroom 2700 N. Woodland. District VI councilwoman led the meeting with six (6) District Advisory Board
members in attendance, nine(9) city staff and six (6) members of the public who signed in.

Swear-in of DAB members
DAB Members were sworn in by Karen Sublett, City Clerk to serve on the DAB 2012-2013 board before the
meeting.
Council Member Miller called the meeting to order at 6:34 p.m. welcoming everyone. Miller asked members to
introduce themselves and state their representation for serving on the board.
Approval of Minutes
The minutes for June 4, 2012 were approved as submitted. (Dunakey/Sanders 5-0)
Approval of Agenda

Public Agenda
1. Scheduled items: None at this time.
2. Off-agenda items: Mr. Barton Otti, 902 W. 29th St. N. stated in Feb. 2012 he met with Carlos Contreras
about a Falcon Car show at NoMar. It would be a free event for everyone.
Landwehr arrived at 6:40 p.m.
Mr. Otti said the NoMar was a beautiful site for folks in the neighborhood. He continued that he had agreed on a
date and time with Carlos and close to the time of the event began to canvass the area with flyers. Some of the
area businesses even provided money for prizes for the kids. Two weeks and two days before the car show,
Carlos called and told him that the cars would have to be displayed on the street due to the vendors that would be
coming later to the location. I felt that moving the cars onto the street was a breach of contract even though I

didn’t get it written. So I cancelled the car show. I’ve lived in this neighborhood for 75 years and wanted to
support the area and bring something nice to it. I believe this was poor management.
Miller told Mr. Otti she was sorry for his experience and continued saying The NoMar is operated by the NoMar
CDC. I can give your contact name to the chairman so they can contact you or give you their information and you
can contact them or I can let them know about your feelings.
Mr. Otti said he wanted Miller to contact the board and talk to them.
Staff Presentations
3. Fire Department Report
Battalion Chief Royse came with seven fire officers. Royse stated there had been 27 city-wide structure fires.
In District 6 there were three fires with two ruled as accidental. 1133 N. Pearce with $80,000 damage on July
8th and 1116 N. Pearce with $20,000 damage on July 1st. On July 30th the fire at 1703 N. St. Francis is still under
investigation. Royse left the June fire reports for DAB.

4. Community Police Report
Patrol South: Officer Schweithal reported continued larcenies in Old Town. There continue to be problems with
people gathering after the bars close causing problems. We have had to call out other officers to come help out
during this time and are now looking at other ways to curb this problem. We have thought about bringing in the
Mounted Unit to see if this would help but officers on that unit have to adjust their hours in order to help.
Patrol West: Officer Tejeda reporting for 11 Beat said they have had problems with teenagers congregating at
night. We are looking at putting signs up that we can arrest kids if needed. 64% of all crimes are due to auto
larceny with 62% on 15 beat and 50% on 12 beat. Since school has started larcenies are down on 14 Beat. We
do have three suspects that have been arrested.
Patrol North: Officer Lang reported the end of July was the summer youth camp finale. Officers participated
with children through physical activity. There were a lot of positive comments from parents and the kids.
Lang continued that at 525 N. Broadway there is an increase in criminal/drug activity and aggravated battery by
someone getting cut up in front of the church. Officers are now adding extra emphasis on this with cooperation
from the church. They removed the benches and put up the rod iron fence to include more church property.
There is an individual going around churches and vacant houses stripping the air condition copper wire. An
arrest was made and they were charged with numerous thefts and property damage. There were eleven (11) auto
thefts with six still outstanding. We know who is doing this we just haven’t been able to catch them.
Sanders said she was glad you caught the man stealing the air condition copper. Lang said the suspect description
was called in and that’s how we caught him.

5. Park and Recreation Updates
Evergreen: Matt Martinez stated that summer camp averaged 105 youth daily. The camp was very successful
and we had numerous helpers this year. We’re wrapping up our summer classes session which a lot were filled up
and Zumba continues to go well. If you have any ideas on what you would like to see added just let us know.
Our Fall classes will start in September with August registration.
Orchard Park: Mark Lowry reported Summer of Discovery was having 90 kids daily throughout the 11 weeks.
We are starting on Hooked on Golf this week. Orchard Park has increased its cost recovery and classes are going
well. This year we had wiffle ball, football and kick ball for youth and are working on a Sports league with ARC
for different activities.

Miller commented if you haven’t been to Miracle Field it’s really something to see. Sanders asked where it was
located. Response was it’s at 808 W. 9th/Anna.

New Business
Housing
6. Request for Resolution of Support for Application for Housing Tax Credits (The Commodore, 222 E.
Elm). Mark Stanberry, Housing Services presented the case background on the proposed project. Stanberry said
there was a change in scope and now the location would be serving senior citizens.
The general contractor stated this was to be IRS allowable and they would be doing the same type of rehab they
had previously planned to do before it was deemed for senior citizens. The age group is 55 and older and there
will be income divided age level requirements. There will be over 100 mixed units with renovations required
such as energy efficient storm windows, Star appliances and air conditioning for each unit. There will be no
washer or dryers as the apartments are too small. The rent will be slightly lower and studios will run for $400,
one-bedroom will be $500 and two-bedroom will run $600.
Miller asked with the DAB 6 recommendation would you want the approval with an 80/20 split. Yes.
The Board asked/made the following questions/comments: Responses in Italics
Will there be elevators? There are two now and we will add one small elevator in the lobby to comply
with ADA requirements.
What kind of ADA requirements? This will be on the 1st floor where everything will be different,
refrigerators and switches. Everything will be inspected while we’re remodeling and there are much
tighter restrictions. Also two hearing/vision impaired units.
Will there be a manager on site? Yes the manager will be on site to also coordinate education, classes
and government programs. The manager will also have life skills training.
Will a bus be provided? No.
Is there an activity room? Yes and multiple laundry facilities.
*****Action: The District VI Advisory Board made a motion to recommend to City Council Approval
(Claycomb/Sanders 6-0) of the adoption of the resolution of support for the Housing Tax Credit Application,
with waiver of the 20% market-rate unit requirement, subject to further review, in accordance with the City of
Wichita’s Housing Tax Credit Policy.
PLANNING
7. ZON2012-00019
The District VI Advisory Board (DAB) considered a City request for a zone change form MF-29 Multi-Family
Residential ("MF-29") to GO General Office ("GO") generally located on the southwest corner of 8th Street North
and Wichita Street, 839 N. Wichita.
The members were provided the MAPD staff report for review prior to the meeting. Jess McNeely, Planner
presented the case background, reviewed the staff recommendation and answered questions of members and the
public.
The Board asked/made the following questions/comments: Responses in Italics
Is the office use for Habitat for Humanity or do they plan on renting it to someone else? This is planned
for Habitat for Humanity office space.

There is open space before you get to the industrial area – do you know if they plan to build to the open
space? We don’t know as we haven’t seen the site plan yet.
Is the property immediately south of this property zoned LI (Limited Industrial)? Yes.
Is there a building plan available yet? Not yet as this request needs to be reviewed by the Historic
Preservation Board
There were no public to speak in favor or opposition of this request.
****Action: The District VI Advisory Board members made a motion to recommend to City Council
Approval (Weihe/Claycomb 6-0) of the zone change request subject to the findings listed in the staff report.
8. ZON2012-00020
The District VI Advisory Board (DAB) considered a City request for a zone change form MF-29 Multi-Family
("MF-29") and LI Limited Industrial ("LI") to SF-5 Single-Family Residential ("SF-5") generally located on the
southeast corner of 9th Street North and Wichita Street. 934 N. Wichita.
The members were provided the MAPD staff report for review prior to the meeting. Jess McNeely, Planner
presented the case background, reviewed the staff recommendation and answered questions of members and the
public.
The Board asked/made the following questions/comments: Responses in Italics
Sometimes the problem with new development is the building design. This requires Historic Preservation
Board approval with the building plan
I’m uncomfortable with the 5000 sq. ft. area as that is usually the size for suburban development. They
could be creative and may want to go with smaller lot sizes
There were no public to speak in favor or opposition of this request.
****Action: The District VI Advisory Board members made a motion to recommend to City Council
Approval (Landwehr/Claycomb 6-0) of the zone change request subject to the findings listed in the staff report.
9. ZON2012-00021
The District VI Advisory Board (DAB) considered City request for a zone change form SF-5 Single-Family
Residential ("SF-5"), l to GO General Office (“GO”), generally located on south of 25 th Street North and east of
Salina Ave. 1212 W. 25th St. North.
The members were provided the MAPD staff report for review prior to the meeting. Jess McNeely, Planner
presented the case background, reviewed the staff recommendation and answered questions of members and the
public.
The Board asked/made the following questions/comments: Responses in Italics.
When will the groundbreaking be? Hopefully is June 2013.
Is there any neighborhood opposition? No.
How much traffic will this cause for the residential streets? With two providers around 6600 visits per
year.
Will there be evening hours of operation? Hours of operation will be 8-5p.m. and if there is an emergency
care they will be referred to the urgent care after 5p.m.
This is awesome as it will be easy for parents and kids.
There were no public to speak in favor or opposition of this request.
****Action: The District VI Advisory Board members made a motion to recommend Approval (Sanders/Weihe
6-0) to City Council for the GO General Office zoning, subject to the findings listed in the staff report.
