Minutes 1 September 19, 2012 District VI Advisory Board Minutes www.wichita.gov Wednesday Evergreen Recreation Center September 19, 2012 2700 N. Woodland 6:30 p.m. Clubroom /Lounge The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center Lounge Clubroom 2700 N. Woodland. There were seven (7) District Advisory Board members in attendance, seven (7) city staff and twelve (12) members of the public who signed in. Miller asked members to introduce themselves and state their representation for serving on the board. Approval of Minutes Approval of Minutes for August 6, 2012 were approved as submitted (Claycomb/ O’Leary-Siemer 7-0) and August 15, 2012 were approved as submitted (VanWaleghen/Sanders 7-0) Approval of Agenda The agenda was approved as submitted. (Dunakey/Sanders 7-0) Public Agenda 1. Scheduled items: Presented by Sarah Goetz, 4405 N. Maize Rd “Lights on the River” is a free family- friendly event that highlights the city’s Arkansas River during the holiday season. Goetz said this would be the first river parade to feature a variety of floating boats on Saturday, Dec. 1st at 6p.m. This event is presented by WRAPS (Watershed Restoration and Protection Strategy) and they are reaching out to sponsors to be part of this event. We picked this day as it’s early in the holiday season and there wasn’t much going on at this time. Sanders asked what if the water freezes. Goetz said that pontoon boats were best for this time of year but any kinds of crafts were invited to be decorated, make sure they have running lights and placed in the water. Miller said she was excited about this event. Goetz continued saying that Oklahoma City does this and it helps collect money for water quality. You will be able to text to vote for the best boats. The staging area will be south of Gander Mountain and the boats will float upstream between Kellogg and Douglas. We are allowing non-profit agencies to participate at no charge. 2. Off-agenda items: Greg Boyajian 3325 W. 9th and president of the La Placita Neighborhood Association said he wanted to talk about STOP SIGNS. Boyajian asked for two STOP signs to be installed along the Zoo Blvd. bike path with one on each side of west 9th street going North and South. Boyajian provided pictures and descriptions of the area showing what he was describing. Boyajian asked DAB members to forward his proposal Minutes 2 September 19, 2012 to the appropriate City department with comments relating to an investigation. Miller told Boyajian he could hand his pictures and documentation to Scott Wadle, Planning and Wichita Bicycle Master Plan staff who was present and he could look into his requests. ***** Action: Provide comments/take appropriate action. Staff Presentations 3. Fire Department Report Chief Newby reported for his department stating September is National Preparedness month and said all households should have communication plans and preparedness kits available in case of an emergency. Newby said you can get the information online about what you need for these kits. The kits should cover your home and family between 36-72 hours in case the power goes out. Also, the department encourages Fire Prevention Week in Oct. to be reviewed in your homes. We recommend your family to practice escape plans, teach children how to call 911. Newby said with new home furnishings in homes they are like liquid gasoline if a fire starts. They burn fast. This weekend Fri.-Sun. the dept. will hold the Regional Training School with eight states attending from Ohio, Oklahoma, Texas, Colorado and more with a total of 200 extra fire fighters in the city. Sanders asked if that what she was invited to for Sept. 28th. Newby said he thought that was the day of the graduation for new fire recruits. *****Action: Receive and file 4. Community Police Report Patrol West: Officer Tejeda reported on 11 Beat there are some COX green cable boxes that are being broken into for the batteries. They are like car batteries. This has been happening in the county but will probably be happening in the city soon. COX has lost close to $100.000 in batteries. There will be a Show n Shine program on Dec. 4th at WSU and is free. o 11 Beat there has been gang graffiti in the Benjamin Hills neighborhood and we have a suspect in mind. There are some incidents with ice cream vendors violating city ordinances so police are talking to them. o 12 Beat there have been three (3) incidents where a suspect has been grabbing females behinds near the river and on 11 Beat near 13th/Sheridan someone has grabbed breasts of females. Detectives think it’s the same guy. o 14 Beat Robbery with arson at an Estate sale. A woman set the drapes on fire and maced the lady with the cash box and left. She is a white female driving a Blue Ford Focus. There has also been an increase in residence burglaries. Patrol South: Officer Schweithal reported in Old Town last weekend there was an increase in police presence. We are doing special assignments to suppress the problem of violence outbreak when the clubs are letting out. We have held meetings with bars in Old Town and contacted the Law Dept. to see if there are any loop holes where bars are getting around these issues. The CP office has now moved to 200 Blk. N. Mead in the middle of where the area problems are. Miller said she was participating in the Task Force to deal with these problems and the Mayor, city council and staff are aware of the problem and are focused on it. Miller told everyone there was no reason to be afraid to go to Old Town. It is a safe place to go. There has been the increased police presence and the helicopter and mounted units are watching. The Old Town association has hired 10 officers to be present during these crucial hours and also the State is looking to see if there are any alcohol violations. Schweithal finished saying the problem is when the clubs are closing and so many intoxicated people come out at once. Patrol North: Officer Jerrell reported the docks near the Arkansas River were being removed to keep the homeless away and the docks were in much needed repair. There have been some residential burglaries between Minutes 3 September 19, 2012 53rd - 61st/N (W) of Arkansas. There were four incidents where doors were kicked open. Officer Lang is moving to 42 Beat and Officer Camp is going to the Law Academy. Officer Jerrell will cover 48 and 49 Beats for awhile. *****Action: Receive and file New Business 5. The Lord’s Diner Mobile Truck Jan Huberly, 520 N. Broadway reported the mission of the Lord’s Diner is to feed people in Wichita. They have been looking at other locations in the city that are in need of bringing food to the area. The Evergreen area was looked at because of the free-reduced lunch programs based here. They met with staff from the Park and Rec. and the Neighborhood City Hall that also told them there is a need for feeding children and families. Huberly, included they had already met with the district councilmember and had gotten her blessing. The Lord’s Diner staff will also need approval from the Park Board and DAB. Once they receive those approvals they will order the truck that the food would be served from. Huberly said they could feed kids and families on Monday – Thursday from 4:30-6:00 and go to another site for Friday and the weekend. They will hold 3-4 volunteers on the truck and will be responsible for picking up trash once they have finished serving. Sanders asked if they would also serve adults and have you looked at serving the food on something other than styrofoam? Huberly told her yes they would serve adults and they have looked at other products to serve the meals on but they are very expensive. When asked the starting date, the response was hopefully Spring 2013. The truck has to be ordered and once it arrives than adapted for our needs. *****Action: The District VI Advisory Board made a motion to endorse the Lord’s Diner Mobile Ministry at Evergreen Park and Recreation Facility. (Bruce/Dunakey 7-0) Planning 6. PUD2012-02 The District VI Advisory Board (DAB) considered Request for a Planned Unit Development from property currently zoned as “B” Multi Family Residential, generally located south of 13th St. N and east of Meridian Avenue. 2425 W. 13th Street North. The members were provided the MAPD staff report for review prior to the meeting. Jess McNeely, Planner presented the case background, reviewed the staff recommendation and answered questions of members and the public. The Board asked/made the following questions/comments: Responses in Italics o How much parking would there be in the back? The ancillary parking will continue to be used but they will have to meet code and there will be the additional parking in back. o Why is there more sq. footage listed than going to be used on this site? There is a larger part of this property but they are modifying only a small part. o Were the neighbors notified? Yes any residence within 350 ft. was notified and we did get some calls. o Since the existing trees were trimmed, will you be planting more shrubs? o Do these trees meet the screening requirement? The design has to be submitted to be reviewed. o What is the plan for the trash companies, will each tenant have a different company do pick-up? The applicant will leave selecting a trash service to the tenant. o I don’t believe it’s necessary for a lighted sign as this location isn’t open at night. o Meridian is sometimes used as a shortcut which may increase traffic. o Requesting this for General Commercial, does the applicant want to make sure he has other services available for use on this site? Minutes 4 September 19, 2012 Margaret Harshfield, 1338 Tahoe Trail spoke on this request stating she is concerned with looking at more trash dumpsters from her home and hearing trash companies coming to pick-up the trash at very early hours of the morning. If it is not adequately screened she will have to deal with this. ****Action: The District VI Advisory Board made a motion to recommend to City Council Approval (Dunakey/Claycomb 7-0) of PUD2012-02 subject to the following revisions: 1) Uses to be restricted to those allowable by right in the (NR) Neighborhood Retail Zoning District; plus outdoor storage, display and warehousing ancillary to uses occurring on Lot 1 of the Indian Hills 2nd Addition and Parcel 1 of the PUD2012-02 application area. 2) Require-solid screening along Tahoe Trail tree line in lieu of or in conjunction with the existing tree line. 7. DER2012-00007- City of Wichita Bicycle Master Plan Scott Wadle spoke on the City of Wichita Bicycle Master (Plan) which is a 10 year guide for the provision of bicycle infrastructure, policies, and programs in both the City of Wichita (City) and the Wichita 2030 Urban Growth Area. After meeting with more than 4,000 individuals who provided input for the Plan by completing surveys, serving on committees, volunteering for community events, participating in community meetings, and attending open house events, Wadle, said they were now looking at Priority Bikeway Network map of more than 150 miles of recommended new bicycle facilities over a 10 year period. Wadle showed a slide with the top street locations for the path. Wadle continued the plan includes the following three goals. o Goal 1: Increase the amount of bicycling in Wichita Goal 2: Improve the safety of bicyclists in Wichita Goal 3: Foster and promote a culture where bicycling is a viable and acceptable form of transportation In order to accomplish the goals - the Plan contains recommendations related to infrastructure, polices, and programs. The public asked the following or made comments: responses in Italics. o When would the plan begin? This will take individual action by the city council. It has to be endorsed first. o There are lots of bike trails but they don’t connect. o How are the trails being prioritized? Through meetings, people have made decisions. *****Action: The District VI Advisory Board made a motion to recommend to the City Council endorsement of the Bicycle Master Plan. (Bruce/Sanders 7-0) Board Agenda 8. Problem Properties 2606 Hyacinth-Tall weeds/grass and near the chain link fence they didn’t mow. *****Action: Receive and propose appropriate action. 9. Neighborhood Reports O’Leary-Siemer reported on an Alzheimer’s and Maude Carpenter - Against Human Trafficking race and the neighborhood didn’t know anything about it. Streets were closed and they were never notified. The neighborhood assistant is to ask John D ‘Angelo about the street closings. INDIAL HILLS – will hold a Celebrate Safe Communities event 10-2-12. *****Action: Receive and file. The Lord’s Diner Mobile Truck The Lord’s Diner staff will present on a Mobile Food Ministry to be served out of the Evergreen Park and Recreation Facility to help feed the hungry. *****Recommended Action: The District VI Advisory Board should endorse the Lord’s Diner Mobile Ministry at Evergreen Park and Recreation Facility. Agenda 2 September 19, 2012 PLANNING 6. PUD2012-02 Request for a Planned Unit Development from property currently zoned as “B” Multi Family Residential, generally located south of 13th St. N and east of Meridian Avenue. 2425 W. 13th Street North. Planning staff will present background and answer questions for members and the public. *****Recommended Action: Based upon information available prior to the public hearings, planning staff recommends that the request for a PUD be APPROVED, subject to the findings listed in the staff report. 7.
