Minutes 1 November 5, 2012 District VI Advisory Board Agenda www.wichita.gov Monday Evergreen Recreation Center November 5, 2012 2700 N. Woodland 6:30 p.m. Lounge Clubroom The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center Lounge Clubroom 2700 N. Woodland. There were seven (7) District Advisory Board members in attendance, five (5) City staff and only one (1) member of the public who signed in. Bradfield, Fire Officer Guzman, Patrol North Scott Dunakey called the meeting to order at 6:30 p.m. welcoming everyone. Dunakey asked members to introduce themselves and state their representation for serving on the board. Approval of Agenda The agenda was approved as submitted (Claycomb/VanWalleghen 6-0) Landwehr arrived at 6:31 p.m. Approval of Minutes The minutes for September 19 and October 1, 2012 were approved as submitted (Claycomb/Bruce 7-0) Public Agenda 1. Scheduled items: None 2. Off-agenda items: Richard Stevenson, 214 Rutledge Ct. went to City Council to make ordinance suggestions and wanted to find out where the council was on his suggestions. ***** Action: The neighborhood assistant is to contact Stevenson and find out what his suggestions were and seek answers. Staff Presentations 3. Fire Department Report Capt. Bradfield, Station 7 located at Coolidge stated the alarm volume is holding steady. During this dry period the structure fires are decreased. Bradfield advised members to watch with precaution on outside fires due to the wind and no moisture. With Christmas around the corner practice fire safety with lights on trees as they dry out quickly. Station 7 has been doing ALS training which is the same training that EMS receives. This is good for the citizens because the fire trucks arrive before the ambulances and we can start IV drugs including for cardiac cases but no narcotics can be administered. Once the ambulance arrives we will turn over the care to them. Station 7 is also now housing paramedics. Minutes 2 November 5, 2012 With the cold weather coming make sure your furnaces are serviced and cleaned. A heating company can check to make sure the heat exchange isn’t cracked. People can get carbon monoxide poison if the heat exchange is cracked. Also you need to check flues and chimneys from a professional chimney business before using your fireplace. If you have a space heater and it is not electric they can be dangerous because they can leak carbon monoxide. We recommend carbon monoxide detectors and encourage smoke detectors also. VanWalleghen asked who to call so he could put this information in his neighborhood newsletter. Bradfield said he would get him the information. *****Action: Receive and file 4. Community Police Report Patrol South: Officer Schweithal working in Old Town reported in the 200 Blk. N. Mosley at Doc Howard’s he has had random officers working in his building. Cameras were installed in Old Town, some are fixed and some are moveable. Officers soon will be trained how to use them. There have been four larcenies where four black males were targeting intoxicated individuals, beating them up and taking items. The four are now in custody now. Landwehr asked how does the camera work. Claycomb said the monitor is in the police substation and can hold a week’s worth of data. It is monitored on Thursday, Friday and Saturday from 11pm to 3am. Schweithal continued if there are problems they can go to the monitor rewind the DVR and check on tape to see a suspect. There is the possibility to web base the monitor from the laptop to a cell phone. Dunakey asked if the cameras had 360 degree capacity. Schweithal said yes they had that capacity and we will determine where the best area is to post them. Patrol North: Officer Guzman reported on 41 beat there has been increased auto thefts near 10 and 13th/Fairview- Larimer streets with five auto thefts of different models. Four of the five vehicles have been recovered. On 42 Beat there has been a special assignment with SCAT officers in 41 and 42 Beats, during Oct.21-25 along Central and 13th streets. In 48 Beat there were two non-essential burglaries with someone stealing copper. We have some people in mind for this. 49 Beat has continued gang graffiti at 29th/Market and Wellington and between 21st- 29th/ Broadway-Arkansas. We contacted a person to tell him he was being watched on the graffiti but didn’t have enough to charge him. In Oct. Guzman went on the Hispanic television station for channel 12 to report crimes. Patrol West: Officer Guzman reporting for Officer Tejeda who was ill said 1900 W. 23rd was a problem drug house and they were able to get the residents kicked out. There have been no Hot Spots except reports about motorcycles speeding near the 21st/Amidon bridge. Increased residential burglaries on 11 Beat. 12 Beat will be having Christmas in Delano urging shoppers to come and shop. They will be featuring local performers and musicians. Lights on the River will be Dec.1st; you can contact Nancy Lawrence at 640-2453 if you are interested in participating. There has been a decrease in burglaries due to special assignments. You can find that info on Facebook. Dunakey asked about getting the enforcement stepped up on the speeders. O’Leary-Seimer stated motorcycles start from 13th/McLean and head north. Guzman responded that Police have stopped chasing because motorcycles can crash more if speeding. *****Action: Receive and file New Business Planning 5. ZON2012-00027 The District VI Advisory Board (DAB) considered a City Zone change from SF-5 Single-family Residential (“SF- 5”) to B Multi-family Residential (“B”) on property located at the Northwest corner of the intersection of Zoo Boulevard and West 13th Street North. Minutes 3 November 5, 2012 The members were provided the MAPD staff report for review prior to the meeting. Bill Longnecker, Planner presented the case background, reviewed the staff recommendation and answered questions of members and the public. The Board asked/made the following questions/comments: Responses in Italics Have there been any comments from the public? Only inquiries as to what is happening. Is this for assisted living? Yes How will improvements on 235 impact this? Will this save property and keep traffic on 235/West? Was the public notified? Notification met the statue for public hearings. Brian Lindebak, applicant said he will re-plat the area and some buildings will be torn down and up graded on the existing property and there will be assigned parking area. *****Action: The District VI Advisory Board members made a motion to recommend to City Council Approval (7-0) of the zone change request subject to MAPD recommendation and platting within 1-year. (Bruce/Weihe) Proposed Water & Sewer Rates Ben Nelson, Strategic Services Manager presented on different options for funding the water/sewer utilities through the next decade. The new revenue is needed to support critical infrastructure projects that repair water lines and sewer pipes. Council requested that all DAB’S input be gathered before a final recommendation was proposed for year 2013 plus the nine (9) years following. WIN has also provided input to the Advisory Committee. The Board asked/made the following questions/comments: Responses in Italics With a wet summer the figures were decreased? No one used water. Last rate study was in 2006, 22 billion gallons/day. Then with a wet summer, conservation efforts went in to effect and this is where the shortfall came in. We want to offer a better service level of water as to what people are using. The two (2) years delay to not existing customers’ means you will not extend a new line to development and the developer would have to pay? Yes to extend a main we don’t have money to pay for it. Design for new development there is no money for two (2) years to offer. Would they be able to have benefit district specials? Something to look at. What about a moratorium on well permits in the city? There could be more demand and better control of supply. What about people on fixed incomes with the sewer rate tacked on to the water bill? There are other utilities that people with fixed income can receive assistance. When people stop paying their bill it’s not good for us. Nelson stated that the bills are confusing, people don’t know if they are being charged for water going onto their lawns or for water used in their homes and then charged when not watering so does that charge go to sewer. It’s possible we need to revamp the bills. Nelson said at the Nov. 20th City Council meeting they will not be voting for the ten-year rate increase but looking at a combined bill only for year 2013 of 5.8% increase. Meaning the residential increase could be 3½%. *****Action: The District VI Advisory Board provided comments regarding the proposed water and sewer rates. 7. Recommendations for FY 2013-2014 Funding Allocations: CDBG, HOME, ESG Funds Lesa Lank, Housing Dept. Program Coordinator provided background and identified spending priorities for the fiscal year which starts July 1, 2013 and ends on June 30, 2014. Lank stated that the City is required to prepare a five year consolidated plan but each year they are required to submit the annual spending plan. For 2013/2014 there is an 8% cut in funding and we wanted DAB’s input on their priorities. Minutes 4 November 5, 2012 The Board asked/made the following questions/comments: Responses in Italics What does it mean Planning and Administration is that for funding jobs? Yes, city jobs. I like the refund idea. If you supplement an existing program such as rehab, does that mean to regulate to ADA standards? If so how do you get the word out? OCI department can get the word out. Lank said we need to do more education to people about these programs. Is this a loan program? It’s a forgivable loan and puts a lien on the property. If they live there for five (5) years the loan is forgiven. It’s a benefit to the homeowner. Sound like great programs to help people that really need help. Lank said these loans are not for something repaired inside the house but more for structure or foundation. Do any of these programs cover weatherization? No Lank finished saying these programs only become a loan if they sell the house before the five years. *****Action: The District VI Advisory Board provided individual votes for a spending plan for CDBG and HOME fiscal year for 2013-2014. Board Agenda 8. Problem Properties 2257 N. Manhattan: Vehicles are parked on street and never move unless police are called. Once police come they move the cars and when police leave they put them back on the street. ***** Action: Receive and propose appropriate action. 9. Neighborhood Reports There were no neighborhood reports given. Updates from Councilmember Announcements The next DAB VI meeting will be held on Monday, December 3rd. Proposed Water & Sewer Rates Public Utilities staff will present on different options for funding the water/sewer utilities through the next decade. *****Recommended Action: The District VI Advisory Board should provide comments regarding the proposed water and sewer rates. Agenda 2 November 5, 2012 7. Recommendations for FY 2013-2014 Funding Allocations: CDBG, HOME, ESG Funds The City is soliciting community input to develop a spending plan with priorities for the fiscal year which starts July 1, 2013 and ends on June 30, 2014. Housing staff will give an overview of each program and answer questions. *****Recommended Action: It is recommended that the District Advisory Board provide recommendations for a spending plan for fiscal year 2013-2014. BOARD AGENDA 8. Problem Properties DAB Members are given the opportunity to identify and report problem properties throughout District VI. *****Recommended Action: Receive and propose appropriate action. 9. Neighborhood Reports DAB Members may report events/activities from the neighborhood/homeowners groups in their areas. *****Recommended Action: Receive and file.
