Minutes 1 January 16, 2013 District VI Advisory Board Minutes www.wichita.gov Wednesday Evergreen Recreation Center January 16, 2013 2700 N. Woodland 6:30 p.m. Lounge Clubroom The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center Lounge Clubroom 2700 N. Woodland. There were four (4) District Advisory Board members in attendance, six (6) City staff and three (3) members of the public who signed in. Members Present Members Absent Charlie Claycomb Joel Weihe John VanWalleghen Cathy Landwehr Denice Bruce Denise O’Leary-Siemer Deborah Sanders Scott Dunakey Staff Present Terri Dozal, Neighborhood Services Officer Schweithale, Patrol South Lt.Gaston Sta. #3, Fire Officer Tejeda, Patrol West Officer Guzman, Patrol North Dave Barber, Planning Council Member Miller called the meeting to order at 6:30 p.m. welcoming everyone. Miller asked members to introduce themselves and state their representation for serving on the board. Approval of Agenda The agenda was not approved due to a quorum present to vote. Approval of Minutes The minutes for of Minutes for December 3, 2012 due to no quorum present to vote. Public Agenda 1. Scheduled items: None 2. Off-agenda items: Richard Stevenson 214 Buckridge Ct. said he had been to DAB before asking about getting an ordinance drafted to have a Citizens Review Board when there is officer involved shootings. There never is any kind of meeting for the public after these shootings. What will it take to get an ordinance for this? Miller said if there was interest amongst other councilmember’s then it would be carried forward but at this time we don’t believe it’s necessary. You could contact our legal dept. and try to petition for that kind of ordinance. Stevenson asked Miller why you think it’s not necessary. Miller stated she was not prepared this evening and would possibly make comment from the council bench at a later time. Minutes 2 January 16, 2013 Staff Presentations 3. Fire Department Report Lt. Gaston, Fire Station # 3 on North Broadway along with B shift crew presented on statistics for 2012 and compared them with 2011. 2012 2011 4 fire deaths 8 fire deaths 232 fire scenes investigated 284 fire scenes investigated 69 arson 75 arson 23 arrests made 28 arrests made $118 million loss $17 million loss For Dec. 2012 the accidental fire total was $365,500 with incendiary totaling $1000 that was an undetermined structure. With a complete fire Total of $1.425, 000 for structure and contents. Total fire calls for 2012 were: Accidental -131 - Incendiary - 69 – Undetermined cause - 28 and still under investigations are four (4) with a total of $11,061.710 for structure and contents. Gaston said that when 911 is called both fire and EMS are dispatched with the fire dept. on the scene first in less than six minutes. It was asked when nursing homes call 911 does the Fire department also go? Gaston said yes. *****Action: Receive and file 4. Community Police Report Patrol South: Officer Schweithale-Old Town reported they have added another four (4) cameras at present in high profile areas. A female reported she was battered and we were able to zoom in and get a description of the suspect including a car tag number. For now, crimes are decreased for the area and we are happy with that. Sanders said she was glad the cameras are working out. Schweithale said the cameras automatically switch at night for night vision and that has really helped. Sanders asked there were any problems working with the bouncers from the clubs. Schweithale responded there had been no problems from the club bouncers. Also, the 1st/week of Feb. Colorado Springs officers will work with us in training on Homeless Outreach to help keep them out of jail. Sanders asked if the DAB could attend and Schweithale responded there were only 50 seats and he would have to check if there were any extra and if so he would email her. It was asked if the cameras could be for public access. Schweithale said he was not sure, at present they record 24-hours a day/7 days at a time for two weeks and then start over. Miller stated the camera system was purchased by the private sector. Schweithale said the police are working in partnerships with the businesses and are keeping the camera equipment in the community police office. Miller continued there is a perception that Old Town is a dangerous place to be from the TV and newspaper and yes there have been some problems between 12-2 a.m. but overall it is a SAFE place to be. There are no police HOT SPOT’S in Old Town as there is in other areas of town. Patrol West: Officer Tejeda 11 Beat reported along 21st/Amidon all was good. At the neighborhood meetings we have been comparing stats from previous year to date. More accurate numbers percent wise shows four (4) rapes. The Indian Hills car wash has been burglarized four (4) times in the last 5 weeks. We have talked to the owner and believe it’s because there are no residences close to the car wash. On 12 Beat larcenies have been reported in the museum area but it’s because victims had left items in plain sight. On 14 Beat there were four (4) auto thefts because people left their vehicles running. In the Orchard Park area there have been larceny to vehicles because items are left in plain sight. Minutes 3 January 16, 2013 For 2012: 73% of all crimes were for larceny with 10% residential and 6% burglaries. Tejeda also stated that Patrol West has face book pages for specific beats and hopes people will use them to find out information in their area. Tejeda included this was not like Crime Stoppers. Patrol North: Officer Guzman-49 Beat reported that some officers this evening were taking the Detective test. On 41 Beat there have been 11 residential burglaries and on 48 Beat there have been 7 residential burglaries. They are taking small items such as electronics. We think we have a couple of suspects and this continues to happen. On Beats 41 & 42 there have been aggravated assaults. You will see more than one officer riding together in Hot Spots. Beats 42, 48 & 49 increased auto thefts and on Beat 42 they are taking 90’s Hondas and Nissans both north and south of Central. Along Beats 48 & 49 from 25th/Amidon-Broadway to south of 27th/ to 21st/ people are leaving their vehicles running to warm and they are getting stolen. *****Action: Receive and file New Business 5. Briefing on the new Community Investments Plan Initiative and the WSU Community-wide Survey Dave Barber, MAPD gave the District Advisory Board members an update on the plan development process for spending dollars on public infrastructure and facilities and to authorize approval for city/county development. He commented the forthcoming WSU community-wide survey would be reviewing all these issues. Sanders asked if there any plans to improve transportation services. Miller said she hopes the community will review this again. There are two million rides per year and we know that transportation is a needed service. If we had better service we could increase the ridership and it would be easier for people who wanted to travel to Wichita. Barber said to go to the project website, read information in the newspaper, watch Channel 7 to inform yourself before filling out the survey if you are one to receive it. Barber also said anyone could send him comments if they didn’t get a survey and the results will be tabulated in March and then WSU will hold public meetings to inform the public. *****Action: It is recommended the District Advisory Board receive and file. Board Agenda 6. Problem Properties There were no problem properties to report. *****Action: Receive and propose appropriate action. 7. Neighborhood Reports Water rationing: Will they raise our water rates because they didn’t sell enough? Miller said the increases were based on other factors and not on seasonal/annual rain fall. *****Action: Receive and file. Updates from the Councilmember Announcements  Library Focus Group Invitation - Wednesday, January 23, 6:00-7:30 p.m. in the auditorium of the Central Library. Miller asked all too please attend if they could and share the information with your friends.  The next DAB VI meeting will be held on Monday, February 4, 2013. Minutes 4 January 16, 2013  Redistricting boundaries changed 1-2 precincts with Mirror Ridge across the Big Ditch. The SW part of the boundary has evened out and now we have Orchard Breeze and more of Sunflower/Delano neighborhoods. Briefing on the new CommunityInvestmentsPlan Initiative and the WSU Community-wide Survey Dave Barber, MAPD will brief the District Advisory Board members on the plan development process; the forthcoming WSU community-wide survey; important trends and forecasts impacting the future of our community; and, an assessment of our current public infrastructure assets and liabilities. *****Recommended Action: It is recommended the District Advisory Board receive and file.
