Minutes 1 June 3, 2013 District VI Advisory Board Minutes www.wichita.gov Monday Evergreen Recreation Center June 3, 2013 2700 N. Woodland 6:30 p.m. Lounge Clubroom The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center Lounge Clubroom 2700 N. Woodland. There were five (5) District Advisory Board members in attendance, eight (8) City staff and two (2) members of the public who signed in. Bumgarner Station #7Fire Brandon Hall, Finance Rob Raine, Finance Council Member Miller called the meeting to order at 6:35 p.m. welcoming everyone. Miller asked members to introduce themselves and state their representation for serving on the board. Approval of Agenda The agenda was approved as submitted (VanWalleghen/Weihe 5-0) Approval of Minutes The minutes for May 6, 2013 were approved with an amendment (Sanders/VanWalleghen 5-0) Public Agenda 1. Scheduled items: None 2. Off-agenda items: None *****Action: Provide comments/take appropriate action. Staff Presentations 3. Community Police Report Patrol West: Officer Winder reported there had been 20 auto thefts and on May 25th two people were arrested for the auto thefts. They were known suspects and hopefully this will lower the auto thefts for June. In the 600 Block of Gordon there was a man killed by his twin brother and this case is now closed. *****Action: Receive and file 4. Fire Department Report Station 7: Lt. Bumgarner reported the fire calls have been in the same range as last year at this time. We have been inspecting apartment complexes hallways, exits and openings for any type of obstruction. This is being done Minutes 2 June 3, 2013 on all three shifts. Also, we are now on a water conservation effort which will not affect fighting fires but we will cut back on major cleaning and more intense training where we use a lot of water. Sanders stated her neighbor lady is elderly and drinks a lot. Her grand-kids stay with her and they are always grabbing her alert button and pushing it. That brings an ambulance and a fire truck out in just a few moments. Will she be charged for a false alarm call, if the situation continued and did he have any suggestions on how to make the kids understand they couldn't push grandma's alert button. Jerrell said he would check into it that plus he said there was a pamphlet at the back about false fire alarm calls. Patrol North: Officer Jerrell said on 42 Beat in the 500-600 Block of Topeka they were seeing an increase in crime so officers were doing a special assignment. On 49 Beat at 4400 N. Seneca Westar was hit. The Evergreen Summer Camp for Kids has begun and last week Channel 10 ran a news story. We have 120 kids with a waiting list of 98 more. On 48 Beat on May 17th there were 18 auto thefts. We arrested an individual on May 25th who is responsible and we are just waiting to charge them. It was mainly Honda’s and Monte Carlos. Sanders said her neighbor did a hit and run. When I came home the Sunday before Labor Day one of the officers was out taking photos of the car in my parking lot. He was parked lengthwise so I wasn't able to park, without him moving his cruiser. The officer asked me if I knew the person that owned the car, he was taking pictures of! I told him all I knew about the man. He said he knew his name, but they had just located the car he hit a young child with. The officer said the man stopped stood up and then got back into his seat and fled the scene. I was asking Officer Jerrell why the neighbor was out of jail. He said often they release people then rearrest them to charge them officially. It's through the DA's Office. Sanders asked if the child was getting better and Jerrell didn’t know. Sanders continued saying it's a good thing the officer had taken pictures of the car the night of the hit and run because first thing when Bill my neighbor got home he was out with a rubber mallet trying to knock the dents out of his car, so you couldn't tell he had hit something. Also the man’s car was apparently damaged pretty badly as the radiator was busted and leaked rusty fluid all over the parking area. I hope they prosecute him because someone who hits a child an flees the scene should be. Patrol South: Officer Schwiethale reported Old Town has been extremely busy with an increase in larcenies. Whoever is doing it knows where the cameras are because they are doing it outside of camera view. We have had some panhandlers and are working with the HOT team to address along with some outreach. We have spoken to bar managers and security to release the club patrons at different times before the 2 am curfew to see if this will help. If anyone wants to help with the homeless issue you can contact 854-3013. We’ll accept monetary donations, furniture and jobs. Miller asked if he knew about any homeless around 135 N. Exposition. Schwiethale said he didn’t know of any. *****Action: Receive and file New Business Zoning 5. ZON2013-00009 The District VI Advisory Board (DAB) considered a City request for a zone change from SF-5 Single-Family Residential to TF-3 Two-Family Residential, generally located ¼ mile west of West Street, between St. Louis Avenue and 3rd Street, on the west side of Young Street. Minutes 3 June 3, 2013 The members were provided the MAPD staff report for review prior to the meeting. Jess McNeely, Planner presented the case background, reviewed the staff recommendation and answered questions of members and the public. The Board asked/made the following questions/comments: responses in italics  Were there any calls about this from the neighbors? No  Was a MAPD sign posted? The sign goes up two weeks before the MAPC meeting. There were no public to speak in favor or opposition of this request. ****Action: The District VI Advisory Board members made a motion to recommend to City Council Approval (Sanders/ VanWalleghen 5-0) for the zone change, subject to the findings listed in the staff report. 6. ZON2013-00010 The District VI Advisory Board (DAB) considered a City zoning request from “B” Multi-Family Residential to “GC” General Commercial, generally located west of Market Street, north of 28th Street North, on the east side of Park Place. The members were provided the MAPD staff report for review prior to the meeting. Jess, McNeely, Planner presented the case background, reviewed the staff recommendation and answered questions of members and the public. The Board asked/made the following questions/comments: responses in italics  Has the applicant checked on the property next door to his, its more appropriate? The applicant doesn’t own that property.  Has there been any code enforcement on this property? No, not yet. Miller asked if the planning dept. makes a referral to code enforcement about the resident and what he’s trying to do. McNeely said they would be referring the address to OCI. Mr. Rosales, applicant said he parks the bus inside his property and the neighbor doesn’t want to sell the property next door. ****Action: The District VI Advisory Board members made a motion to recommend to City Council Denial (Dunakey/Sanders 5-0) for the zone change, subject to the findings listed in the staff report. 7. Budget Presentation Brandon Hall and Rob Raine presented on the preliminary overview of the current financial environment, and a review of City revenue and expenditures trends, as well as financial projections relative to the development of the 2014-2015 Proposed Budget. The Board asked/made the following questions/comments: responses in italics  Outsourcing from city staff to private contractors. Some of these jobs are being done by higher paid city staff to do yard work.  Would it be possible to display what the debt service amount is? You can go to the city website and look under the CIP and review the debt ratio. Miller stated the debt service operates separate from the general fund.  Does the Excise tax fund Parks and Recreation department?  City Housing-there are no funds to fix some of the public housing. Couldn’t Housing have a grant person search for money to assist them? The city has a subscription program available to different city staff called E-Civis to search for grant dollars.  With public safety performing well, I think it’s time we see changes to infrastructure. Streets are really Minutes 4 June 3, 2013 suffering and Transit is poorest performing. We need to balance some items. The city won’t grow if it doesn’t have good streets to drive on.  You need to improve the transit service. It takes two hours to get across town. We need to have the buses available for second shifts. Do we have Hybrid buses?  Will we receive any more detail than this before the DAB Budget presentation on the 26th?  The city needs to do a better job in getting budget information to the DAB’s before they want our input. *****Action: DAB 6 members provided comments regarding the 2014 – 2015 Proposed Budget. Board Agenda 8. Problem Properties Trees near signs such as Stop signs need to be trimmed so we can see. Addresses can be emailed to Terri so she can report them. Benjamin Hills: We’re going to discuss at our meeting about 21st street properties and them not mowing to the street. *****Action: Receive and propose appropriate action. 9. Neighborhood Reports I was at DAB 1 and saw that they have 20 people on their DAB. Miller asked Terri to confirm. *****Action: Receive and file. Updates from the councilmember  Miller said it’s time for reappointing members and anyone who wants to serve again just please let me know. Sanders said she wanted to serve again. VanWalleghen asked how much time he had left to serve before his eight years were up. Terri is to check and let him know how much time he has already served. Announcements The next DAB VI meeting will be held on Wednesday June 19, 2013 for three zoning cases a) ZON2013-00012 City zone change from SF-5 to TF-3 south of W. 23st., 200 feet E of N. Somerset Ave (NE of 21st and Amidon) b) ZON2013-00013 City zone change from SF-5 Single-Family residential to TF-3 Two-Family residential, generally located southeast of Central Ave. and West Street, east of Knight Street on the north side of St. Louis Ave. c) CON2013-00013 City Conditional Use for an Accessory Apartment in SF-5 Single-family residential zoning, generally located west of N. Fairview and north of 33rd Street North (3415 N. ZON2013-00009 City request for a zone change from SF-5 Single-Family Residential to TF-3 Two-Family Residential, generally located ¼ mile west of West Street, between St. Louis Avenue and 3rd Street, on the west side of Young Street. Staff will present the case background and answer questions. *****Recommended Action: Based upon information available prior to the public hearings, planning staff recommends that the request be Approved based on findings listed in the staff report. 6. ZON2013-00010 City zoning request from “B” Multi-Family Residential to “GC” General Commercial, generally located west of Market Street, north of 28th Street North, on the east side of Park Place. For Passenger bus terminal, other commercial uses. Staff will present the case background and answer questions. *****Recommended Action: Based upon the information available prior to the public hearings, planning staff recommends that the request be Denied. Budget Presentation This meeting will provide a preliminary overview of the current financial environment, with a review of City revenue and expenditures trends, as well as financial projections relative to the development of the 2014-2015 Proposed Budget.
