Minutes 1 June 19, 2013 District VI Advisory Board Minutes www.wichita.gov Wednesday Evergreen Recreation Center June 19, 2013 2700 N. Woodland 6:30 p.m. Lounge Clubroom The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center Lounge Clubroom 2700 N. Woodland. There were six (6) District Advisory Board members in attendance, two (2) City staff and eight (8) members of the public who signed in. Members Present Members Absent Denise O’Leary-Siemer Charlie Claycomb John VanWalleghen Denice Bruce Scott Dunakey Joel Weihe Staff Present Deborah Sanders Terri Dozal, Neighborhood Services Cathy Landwehr Jess McNeely, Planning Council Member Miller called the meeting to order at 6:30 p.m. welcoming everyone. Miller asked members to introduce themselves and state their representation for serving on the board. Approval of Agenda The agenda was approved as submitted (VanWalleghen/Dunakey 5-0) Approval of Minutes There were no minutes for approval. Public Agenda 1. Scheduled items: None 2. Off-agenda items: None *****Action: Provide comments/take appropriate action. New Business Zoning 3. ZON2013-00012 The District VI Advisory Board (DAB) considered a City zone change from SF-5 to TF-3 south of W. 23st. located 200 feet E of N. Somerset Ave. The members were provided the MAPD staff report for review prior to the meeting. Jess McNeely, Planner presented the case background, reviewed the staff recommendation and answered questions of members and the public. The Board asked/made the following questions/comments: Responses in italics  Was there notification sent out to the neighbors? As the residents across the street said they didn’t receive any notice. Yes notices were sent, but if the residents are renters they wouldn’t receive any notice as it would go to the property owner.  Where would the entrance to the property be? The entrance will be off of 21st street.  Will Garland become a thru street? At present there are no plans for that. Minutes 2 June 19, 2013 One member of the public asked:  Will Garland be paved? It’s not likely to be paved unless someone wants to carry a petition for paving the street.  Will there be any additional taxes because of the sewer? No ****Action: The District VI Advisory Board members made a motion to recommend to City Council Approval (VanWalleghen/Sanders 6-0) for the zone change, subject to the findings listed in the staff report. 4 ZON2013-00013 The District VI Advisory Board (DAB) considered a City zone change from SF-5 Single-Family residential to TF-3 Two-Family residential, generally located southeast of Central Ave. and West Street, east of Knight Street on the north side of St. Louis Ave. The members were provided the MAPD staff report for review prior to the meeting. Jess McNeely, Planner presented the case background, reviewed the staff recommendation and answered questions of members and the public. The Board asked/made the following questions/comments: Responses in italics  Flooding –will there be any impact on Sheridan and West St. Louis? This area is not on the flood plain.  The drainage won’t be allowed to leave the site faster than it does now, correct? That will need to be looked at.  Is this the same developer from down the street? No  I don’t see any public health or safety addressed. There were three members of the public to speak in opposition of this request stating: Responses in italics  There will be increased traffic.  Where will the rain go and it will flood.  Would you want this in your back yard?  Don’t believe we need this in our neighborhood.  We already have one duplex in the area and have problems with those renters. Police come to the duplex a lot.  This won’t benefit my property.  This will bring in lower income people and I don’t want to lose my power tools, lawn mower, etc. Dunakey stated we can’t discriminate by law because people are renters or live in duplexes. The home values will increase since it’s no longer a vacant lot. This really should generate less traffic. ****Action: The District VI Advisory Board members made a motion to recommend to City Council Approval (Dunakey/Sanders 6-0) for the zone change, subject to the findings listed in the staff report. 5. CON2013-00013 The District VI Advisory Board (DAB) considered a City Conditional Use for an Accessory Apartment in SF-5 Single-family residential zoning generally located west of N. Fairview and north of 33rd Street North. The members were provided the MAPD staff report for review prior to the meeting. Jess, McNeely, Planner presented the case background, reviewed the staff recommendation and answered questions of members and the public. The Board made no comments or asked questions on this case. There were no public to speak in favor or opposition of this request. ****Action: The District VI Advisory Board members made a motion to recommend to City Council Minutes 3 June 19, 2013 Approval (Landwehr/Sanders 6-0) for the zone change, subject to the findings listed in the staff report. Board Agenda 6. Problem Properties 1954 N. Arkansas: is holding yard sales every other weekend and possibly selling food. 2524 Hyacinth: Pothole 19th and Wellington Place: Pothole Between St. Francis and Topeka on 12th street: potholes - very rough At 25th street N on the south side of the 235 exchange (near the ramp): the area needs to be cleaned due to weeds and tall grass. They said someone took care of the north side but didn’t do anything for the south side. *****Action: Receive and propose appropriate action. 7. Neighborhood Reports Indian Hills/Riverbend and North West Big River Neighborhood Associations will be hosting a Police Appreciation Picnic at Sycamore Park on Thursday June 20th at 6p.m. Everyone is invited. *****Action: Receive and file. Updates from the councilmember  DAB appointments-please let me know if you are interested in serving for another year.  District 6 Coffee will have a Central Library presentation.  We will be holding the Budget Presentation at City Hall on Wednesday June 26th from 6-7:30p.m. Please come early as you will have to go thru security first. You should be receiving the materials soon. Announcements The next DAB VI meeting will be held on Monday, July 1, 2013. There is a five (5) minute time limit for each speaker. 1. Scheduled items: None at this time 2. Off-agenda items: None at this time *****Recommended Action: Provide comments/take appropriate action. NEW BUSINESS ZONING 3. ZON2013-00012 City zone change from SF-5 to TF-3 south of W. 23st., located 200 feet E of N. Somerset Ave (NE of 21st and Amidon). Staff will present the case background and answer questions. *****Recommended Action: Based upon information available prior to the public hearings, planning staff recommends that the request be APPROVED, with a no protest petition for the paving of Garland and based on the findings listed in the staff report. 4 ZON2013-00013 City zone change from SF-5 Single-Family residential to TF-3 Two-Family residential, generally located southeast of Central Ave. and West Street, east of Knight Street on the north side of St. Louis Ave. Staff will present the case background and answer questions. *****Recommended Action: Based upon the information available at the time this report was prepared, staff recommends that the request be APPROVED based on the findings listed in the staff report. 5.
