The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center
Lounge Clubroom 2700 N. Woodland. There were six District Advisory Board members in attendance,
seven City staff and eight members of the public who signed in.

Council Member Miller called the meeting to order at 6:30 p.m. welcoming everyone.
Approval of Agenda
The agenda was approved as submitted.
Approval of Minutes
The minutes for March 3, 2014, were approved.

DAB members were informed of a Petition to stop massive incarceration for marijuana use.
Information shared on the Art Exhibit at WSU Ulrich Museum on Juvenile Incarceration.

Staff Presentations
3. Community Police Report
Patrol North: Beat Coordinator: Officer Jerrell, 48, Beat reported a significant decrease in auto thefts
on 41, 48 and 49 beat. The North Broadway Corridor has an increase in crime including prostitution,
fights and jay-walking in the Lord’s Diner area. An update was given on the Summer Activity Camps to
be held at the Park and Recreation facilities. Evergreen had an average of 127 kids attending last year.
Adams Park will open to accommodate an extra 100 kids. Change in Command Staff. Captain White is
new to Patrol North.

Patrol West: Officer Tejada, 11 Beat, reported the River Park has seen an increase in the homeless
population. They will address the issue by using the Bike unit to help control the homeless along with the
HOT program. There is a Juvenile Intervention Program at the Orchard Park.

4. Fire Department Report
Firefighter, Amy Stockham, Fire Station #7, reported three accidental fires at the following addresses: 400
W. Central, electrical malfunction; 900 N. Market, extensive fire damage and 700 E. 21st St., electrical.

New Business
5. Housing and Community Services Department
Mark Stanberry, Housing and Community Service, presented a request for Resolution of Support for
Application for Housing Tax Credits (Mesa Verde Phase II). Stanberry presented the background
information, along with two aerial photographs. He introduced Andy Bias, President and CEO of
Mennonite Housing Rehabilitation Services, Inc. Richard Lopez, President and CEO of SER Corporation
was also present. Bias gave additional information on the project.
****Action: Sanders /Claycomb made a motion to recommend approval for the resolution.
Motion passed: 6-0
6. CON 2014-0004
Bill Longnecker, MAPD, presented a request for a conditional use to permit Sand Extraction on SF-
Single Family Residential zoned property generally located north of 45th St. N. and west of Hoover Rd.
The members were provided the MAPD staff report for review prior to the meeting. Longnecker, MAPD,
presented the case background, reviewed the staff recommendation and answered questions of members
and public.
The following questions and comments: responses in italics.
What are the prices of the homes in the vicinity? Around $150,000-$190,000.
Will this impact the environment? It is approved by KS and will not negatively impact the
environment.

O’Leary-Siemer asked for more information on environment impact and access to water.
Council Member Miller needs more information on who is responsible for state licensure on water
rights.
****Action: Dunakey/O’Leary-Siemer made a motion to recommend approve for conditional use
permit.
Motion passed: 5-1.
7. CON 2014-00001
Bill Longnecker, MAPD, presented a request to amend CON2012-23 (nightclub in the city) to remove
restriction on days when alcohol is served, remove restriction on hours of operation and remove affiliation
with a fraternal order on LC zoned property generally located east of Zoo Boulevard on the northeast
comer of Mt Carmel and Central Avenue.
Longnecker, presented the case background, reviewed the staff recommendation and answered questions
of members and public.
The following question was asked: response in italics.
What is the total occupancy of the building? It depends on the Fire Marshall. It may drop the
number. A new person is coming in. It could lower the number but I don’t see a higher number.

9. Neighborhood Reports
Denise O’Leary-Siemer reported that her Neighborhood Association, Indian Hills River Bend has
disbanded due to the lack of support. It’s always the same people attending.

for adoption of the resolution of support for the Housing Tax Credit Application.

5. CON2014-00012 Bill Longnecker
City request for a Conditional Use to permit sand extraction on SF-5 Single-Family Residential zoned property
generally located north of 45th Street North and west of Hoover Road.
*****Recommended Action: Based upon information available prior to the public hearings, planning staff
recommends that the request be APPROVED based on the conditions listed in the staff report.
