The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center
Lounge Clubroom 2700 N. Woodland. There were five District Advisory Board members in attendance,
seven City staff and eleven members of the public who signed in.

Council Member Miller called the meeting to order and welcomed everyone.

Public Agenda
Scheduled items
Walt Chappell (Vice Chair), Racial Profiling Advisory Board, spoke to the DAB about the mission of
the Racial Profiling Advisory Board. The Racial Profiling Advisory Board meets every 3rd Thursday of
the month at McAdams Park at 6:30pm. The Racial Profiling Advisory Board provides assistance,
information and educational outreach to the community on constitutional rights when stopped by law

Off-agenda items
Pat Randles, 1211 W 35th Street N, spoke to the DAB about a complaint regarding a neighbor located at
1235 W 35th Street N operating a tree service business out of their home. Randles mentioned that the
neighbor’s business is causing concerns for safety, loud equipment noise, and tree waste left on the
property.

Staff Presentations
Community Police Report
Officer Matt Lang (Patrol North), reported that there is an ongoing special project in the North
Broadway corridor to help reduce crime. There has also been an increase of gang graffiti activity within
49 beat, but no real crime associated with it. Office’s from Patrol North will host activities during the
summer youth camps at Evergreen and McAdams.
Officer Nathan Schwiethale, (Patrol South), reported that officers are continuing to look at new
strategies to make Old Town a safer area during the evenings in and around clubs and bars. A special
assignment has started in Old Town to address panhandlers in the area. During the special assignment
Officers are going to provide resource and community outreach to address the underlining needs with the
panhandling.

New Business
Aquatic Master Plan
Karen Holmes (Park and Recreation Department), gave a brief update on the Aquatics Master Plan.
Key highlights from the presentation were:
City neighborhood pools have exceeded their life span and are in need of repair and updating.
Neighborhood pools are single purpose use only and some are non ADA compliant.
Overall attendance to public pools has continued to decline.
Proposed new aquatic facility will take a year to fully construct.
New Aquatic Park will offer family friendly activities, shaded areas, and zero depth entry.
The aquatic park will also be multipurpose hosting activities, classes and events.
The proposed Aquatic Master Plan also includes the permanent closure of McAdams and Boston pools.
Public? Has there been any discussion with the neighborhoods surrounding McAdams? A: Yes, citizens
would like have a family friendly activity that would attract the youth back to McAdams.

Kansas Wildlife Exhibit
Karen Holmes (Park and Recreation Department), give a brief update on the Kansas Wildlife Exhibit
located in Central Riverside Park. The exhibit has over 25 different species native to Kansas, which are
on display year around at no cost to the public. Kansas Wildlife Exhibit is in need of significant
renovations and enclosure improvements.
Public: The wildlife exhibit serves many children and exposes them to native wildlife at no cost.
Public: The Kansas Wildlife Exhibit is part of Riverside heritage and a tour destination for visitors.
Public: The Riverside community is willing to engage and provide support to keep the exhibit open.
Council Member Miller: The $60-$70 thousand cost deficient to maintain the exhibit is an item we need
to review and continue to engage the community to find a solution.

MOVE 2040
Gloria Jeff (WAMPO) gave an update on The Wichita Area Metropolitan Planning Organization
(WAMPO). WAMPO serves 22 cities and all or part of three counties in South Central Kansas. WAMPO,
along with federal, state and local planning partners, is responsible for transportation planning in the
metro area. WAMPO will hold six workshops and citizens are encouraged to attend.

CON 2014-00009
Delma Collins (owner), AT&T (applicant), Selective Site Consultants c/o Justin Anderson (agent)
submitted an application for a conditional use permit for a wireless communication facility at a site
currently zoned as limited commercial(LC). The site size is four acres located at the northwest corner of
West and of 3rd Street North (435 N. West St.). The conditional use permit is for a 120-foot wireless,
monopole cell tower and equipment. Planning staff recommend that the request be approved subject
to the seven conditions listed in the staff report.
DAB? Is there a tower on site or nearby? A: No
Council Member Miller: To clarify on co-location we can only ask the tower owner to allow co-location
of other wireless carriers but we can’t mandate it. A: Anderson (Agent) That is correct.
Council Member Miller: Are you familiar with the fiber optic small tower technology? A: Anderson
(Agent) It’s a new technology that we have not engaged in yet.
*****Action: (Dunakey/ Claycomb) made a motion to recommend approval of conditional use.

City Conditional Use request for a wireless communication facility with a 120-ft tall monopole on LC Limited
Commercial zoned property, generally located south of Central Avenue, north of 3rd Street on the westside of
West Street (435 N West Street)
*****Recommended Action: Based upon information available prior to the public hearings, planning staff
recommends that the request be APPROVED based on findings listed in the staff report.
