The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center
Lounge Clubroom 2700 N. Woodland. There were seven District Advisory Board members in attendance,
five City staff and three members of the public who signed in.

Staff Presentations
1. Deputy Chief Hassan Ramzah has been newly promoted to the Investigation Division, which is
located on the 6th floor of City Hall. Deputy Chief Ramzah gave a brief update on the restructuring of the
Investigations Division and crime trends in the city. In late 2013 the WPD embarked to restructure the
Investigations Division. The goals are to map out workflow, pinpoint deficiencies, and improve customer
services. This year the division has added the Accident Follow-up Unit (AFU). The Investigations
Division has seen a growing trend in the lack of witnesses coming forward. The trend is alarming and
troublesome because the division relies on witnesses to solve cases and to prevent crimes in our
community.

New Business
2. IdeaTek Jill Droge gave an update on IdeaTek technology and the proposed agreement with the
City of Wichita. IdeaTek is a Colorado based company with over 15 years of experience in fiber optic
communications. Within the last several years they have developed a new wireless communications
system where they create a fiber optic “ring” linking large cell towers with small noninvasive cell towers.
The fiber optic antennas can be mounted on existing utility poles or new poles that are no more than 35 ft
tall. The fiber optic antennas are strategy placed within neighborhoods to increase coverage and
bandwidth to local consumers. IdeaTek and the City of Wichita have entered into a franchise agreement
where IdeaTek will pay the City of Wichita 5% of revenues generated and $1000 for each utility pole
used.
DAB? When is the expected deployment? A: We will install in phases and be fully functional in 18-24
months.
DAB? How many towers will District 6 have? A: About 16 of the 110
DAB? Is there any cost for the City? A: No.
DAB? With small cell technology we would see less of the 200 ft towers? A: Yes, the current ones won’t
go away but the City should see less of a need for the 200 ft plus towers.
DAB? What is in it for IdeaTek? A: We will be able to broaden our market; provide services to new
customers and receive new revenues. In turn the City would receive 5% of the new revenue made.

ZONING
3. ZON2014-00006 Bill Longnecker
The applicant is requesting TF-3 Two-Family Residential (TF-3) zoning on the platted 0.51-acre SF-5
Single-Family Residential (SF-5) zoned site. There is a vacant single-family residence (built 1952) on the
north half of the subject site. The applicant proposes to either tear down the single-family residence and
build a duplex or convert the single-family residence into a duplex. The site is large enough for three
duplexes, with two lot splits. The site is located two blocks east of Interstate Highway 235 (I-235), north
of Central Avenue on the west side of Elder Street. TF-3 zoned single-family residences and duplexes are
scattered though the single-family neighborhoods. Staff has recommend approval based on the six
findings listed in the staff report.
DAB? Have you received any letters of protest for the zone change? A: Yes, just one the applicant has a
copy.
*****Action: (Weihe / Claycomb) made a motion to recommend approval for zone change.
Motion passed: 6-0

The City of Wichita and IdeaTek are entering into an agreed upon franchise agreement allowing IdeaTek to
construct small cells in the City for a wireless carrier to provide better wireless coverage throughout Wichita

Single –Family Residential to TF-3 Two-Family Residential , generally located north of central and west of N.

recommends that the request be approved based on findings listed in the staff report.
