The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Recreation Center
Lounge Clubroom 2700 N. Woodland. There were five district advisory board members in attendance,
eight city staff and four members of the public who signed in.

Public Agenda
Scheduled items:
Dan Warren, 601 N Doris, shared his and his neighborhood’s concern about the unpaved roads he lives
on. Warren brought a sample of the crushed lime stone poured it into a container illustrating the dust
plume that is caused when vehicles drive on the road. Warren also provided handouts illustrating the
health risk associated with crushed lime stone that contains silica, a cancer causing agent. Warren said
that the city did provide a solution for one year in 1998 but has ignored the problem ever since. Warren
is asking the DAB and the City Council to address this health issue that is affecting families and residents
of the neighborhood.
DAB: If I understand right, you would like all dirt roads to be paved in the City of Wichita? A: I would
like the City to address and start a correction process for our neighborhood.
DAB: Has the neighborhood banded together to run its own environmental test? A: No
DAB: Do you think a hot oil application would solve the problem? A: No, it would only be a short term
fix.
Council Member Miller: Since our last conversation I have contacted and shared your concern with
Alan King the Director of Public Works. Alan and his staff, along with other agencies, are working
diligently to provide a viable option.

Off-agenda items:
Jerry Warren, 607 N. Doris, shared his concern about the health risk that the dust from the unpaved
roads is causing. Warren mentioned that the majority of the community is comprised of elderly and
ethnic minorities that are middle to low income. Warren understands there is a high cost when it comes
to paving a road and running new storm water drainage pipes. Warren would like to propose that there be
a sliding scale for the individuals or families that meet certain guidelines. Warren also suggested that
setting lower speed limits on the dirt roads would help the dust.
DAB: Are there no side road ditches? A: Yes, but they have been filled in over time.
Council Member Miller: Said this concern is being looked at by Public Works and other agencies to
provide a viable solution.

Walt Chappell, Racial Profiling Advisory Board shared his concern regarding the 2015-2016 proposed
budget and the proposed sales tax for the City of Wichita. Chappell feels the public will not have ample
time to interpret and properly voice questions or concerns before City Council votes to adopt the 2015-
2016 budget or elect to add the sales tax to the upcoming November ballot.
Council Member Miller: I know you have shared this concern with me; I have been speaking with the
City Manger and the Greater Area Wichita Economic Development Corporation, asking them to provide
more detailed information on how the totals were derived and how the money will be spent.
Chappell: On July 15 the City Manager will present the new budget, and at present moment you have no
information on what the City Manger will propose? Council Member Miller: When the City Manger
releases the proposed budget, year one will be adopted in August and year two is more of a road map for
the City. It will not have any sales tax funds included.

Staff Presentations
1. Damon Holmes, WFD Station 7, reported that Station 7 is one of four fire stations in the city that
serve as an auxiliary paramedic service. I the event of a medical emergency, if Sedgwick Co. EMS is
delayed, Station 7 can fill in that gap. During the hot summer months, WFD reminds the public to stay
hydrated if playing or working outside. Firefighter Holmes also gave an update on the Fourth of July
holiday; he mentioned that Station 7 was busy answering dispatched calls mainly in regards to
unapproved fireworks being set off. There was also a commercial fire that occurred at 25th street and
Arkansas with an unknown cause and is still under investigation. Station 7 was also dispatched to several
grass fires over the holiday weekend.
Council Member Miller: There is a survey on Activate Wichita which is asking for input on fireworks.

2. Officer Nate Schwiethale, Patrol South, gave an update on the activity in the Old Town area. Since
the implementation of the new downtown ordinance, there have been 19 larcenies, 7 assaults, 5
vandalisms and 1 weapons case. Patrol South has also received complaints about panhandling in the
downtown area. In collaboration with HOT (Homeless Outreach Team), Patrol South is developing a
business card with information that citizens and or businesses can give out, instead of money, to inform
the panhandler where to get help. Another issue that is more prevalent in the warmer months is drinking
in public and at parks. Patrol South, along with HOT, is addressing the problem.
3. Officer Erik Guzman, Patrol North, gave an update on the activities in Patrol North. The summer
camps are in the seventh week of the nine week program. The Evergreen summer camp had 150 children
with many on a waiting list. On Wednesday the WPD Mounted Unit will be at Evergreen to give a
demonstration and allow the children to pet and see the horses. WPD will be hosting both the OJ Watson
cookout on July 24th and the Evergreen cookout on July 25th, providing grilled hamburgers and hotdogs to
the summer campers.

4. Officer Delana Long, Patrol West, gave an update on the activities in Patrol West which includes
the Delano and Riverside areas. There have been several cases of residential mail being stolen in the
Emerald Bay neighborhood. Officer Long explained mail theft is very difficult to track because many
times the homeowner is unaware of the missing pieces of mail. Officers attended a neighborhood watch
meeting to raise awareness of mail theft in the area. Officer Long also reported the salvage yard located
at 4700 W. 21th Street has problems with thieves’ entering the property and taking copper, radiators, and
other valuables. The County and WPD are working together to combat the issue at the multiple acre junk
yard. Orchard Breeze had a successful neighborhood cleanup this year and Riverside had a great pancake
feed. Patrol West is continuing to work closely with the HOT unit to help the homeless in the Riverside
park area, providing them with information on the different helpful resources in the Wichita area.

New Business
5. ZON2014-00011 Bill Longnecker
Jeff Pritchard (applicant/owner) Ruggles & Bohm, c/o Will Clevenger requested a zone change from
SF-5 Single-Family Residential to TF-3 Two-Family Residential, generally located south of Central
Avenue, east of West Street, on the southeast corner of St. Louis and McComas Streets. The applicant
proposed to keep the existing single-family residence on Lot 1 and build two duplexes on Lot 2 with a
future lot split. The subject site is within the character of the single-family neighborhood and will not
create a negative visual impact.
DAB: Has there been any complaint? A: We received some calls about the zoning; we informed them
about the DAB hearing and the public hearing as well.
*****Action: (Dunakey/ Sanders) made a motion to recommend approval for zone change.
Motion passed: 5-0

Council Member Miller made the announcement that there are a few open slots for the District VI DAB;
if anyone is interested please feel free to contact the Council Office or Evergreen NRC for more
information. Council Member Miller also thanked Charlie Claycomb for his service and commitment to
the DAB. He has served his full eight year term.
