Minutes 1 November 03, 2014 District VI Advisory Board Minutes www.wichita.gov Monday Evergreen Park & Recreation Center November 03, 2014 2700 N Woodland, Wichita, KS 67204 6:30 PM Lounge Clubroom The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation Center Lounge Clubroom 2700 N. Woodland, Wichita, KS 67204. There were seven District Advisory Board members in attendance and seven City staff. Approval of Agenda The agenda was approved as submitted. Motion passed (7-0) Approval of Minutes The minutes for September 17, 2014, were approved. Motion passed (7-0) Public Agenda 1. Scheduled items: None *****Action: Received and file 2. Off-agenda items: None *****Action: Received and file Staff Presentation 3. Community Police Report Officer Vanessa Rusco, WPD Patrol North, gave a brief update on the activities in Patrol North. There were eight non- residential burglaries. Two arrests have been made and the suspects are being investigated in connection with the recent non-residential burglaries. WPD has issued a special assignment to address concerns and crime in the North Broadway corridor with a goal to improve traffic safety. In Beat 48 there were several gang related drive by shootings. SCAT will provide additional support to follow-up and investigate the drive by shootings. Several suspects have been arrested and linked to the drive by shootings. WPD, Public Works and OCI are working together to combat the increase of graffiti in the area, removing it as soon as it’s spotted. Officer Nathan Schwiethale, WPD Patrol South, gave a brief update on the activities in Patrol South. There is a newly formed committee involving WPD to address the littering and cleanness of Old Town Minutes 2 November 03, 2014 and Downtown. The committee will strategize with residents and businesses to improve the appearance of Old Town and Downtown Wichita. HOT (Homeless Outreach Team) has begun to distribute business cards to residents and business of Old Town instead of money to panhandlers. The cards have contact information for shelters, clothing and food pantries. Residents and businesses can pick up additional cards at Patrol South substation. HOT has received a request to help the Salt Lake City Police Department to establish a HOT program. This will be the 3rd city to implement a HOT program based off the WPD. *****Action: Receive and file 4. Fire Department Report Lt. Ignacio Ayala, WFD Station 7, gave a brief report on the activities at Station 7. WFD is continuing to inform the public on the importance of having functional smoke alarms in their homes. If citizens need assistance installing or replacing batteries in their smoke alarms they can contact the closest WFD station to receive help. As the Thanksgiving holiday is approaching, WFD would also like to remind citizens to take proper fire safety precautions when frying turkeys. *****Action: Receive and file New Business 5. Nomination of Grants Review Committee Representative Housing & Community Services The U.S. Department of Housing and Urban Development (HUD) requires that cities involve citizens in the allocation process for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. The City of Wichita accomplishes this through a series of public hearings before the City Council and through the appointment of a Grants Review Committee (GRC) which reviews proposals and applications DAB: What are the requirements? A: Committee representative will need to attend three engagement meetings. *****Action: (Weihe/ Sanders) made the motion to nominate DAB member Steve Mason as the Committee Representative. Steve Mason accepted the nomination. Motion passed: (6-0) 6. FY 2015-2016 Funding Allocations: CDBG, HOME, ESG Funds Housing & Community Services The U.S. Department of Housing and Urban Development (HUD) considers the City of Wichita to be an entitlement city and as such Wichita receives annual allocations of Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. In order to receive these funds the City is required to prepare a Five Year Consolidated Plan. Then each year the City is required to submit an annual spending plan which addresses the priorities identified in the five year plan. *****Action: The District Advisory Board recommended to increase funding for housing activities and programs if there is additional funding. If funding is cut, the District Advisory Board recommends to reduce funding to all programs and services except from program administration. 7. ZON2014-00024 Bill Longnecker Bill Longnecker, MAPD explained that the 0.466 acre site would be remodeled for an existing Quik Trip Store to the New Generation Quik Trip 24 hour convenience store and fuel center. The site will have two drives into Broadway, a single drive into Murdock Ave and two drives into Topeka Ave. The applicants have also chosen to abate their portion of the alley way and voluntarily install a screened fenced. The applicant was present to answer any questions. Minutes 3 November 03, 2014 Council Member Miller mentioned that the applicant met with the Midtown Historical Neighborhood Association to seek input and answer any concerns. They recommended board approval for the zone change. DAB: Will the new development effect the proposed bike path on Topeka Ave? A: No. ***** Action: (Dunakey/ Sanders) made a motion to recommend approval of the zone change. Motion passed: (7-0) 8. CUP2014-00032 and ZON2014-00025 Bill Longnecker Bill Longnecker, MAPD explained that applicant Amidon 1 LLC and Market Parking Inc. are requesting to add land to CUP DP-7 (Parcel 1); rezone Parcel 4B from Limited Commercial to General Commercial; rezone a portion of Parcel 9 from Single-Family Residential to Limited Commercial and rezone Parcel 10 from General Office to Limited Commercial. The proposed 19.04 acre site is located at the northwest corner of North 21st Street West and North Amidon Ave. DAB: Will re-zoning affect parking at the shopping center? A: At this site there are areas that are over served and some that are under served. Parking concerns will be addressed in the platting stage. Public: Will the entrance located on the southwest side of the property be closed off? A: No ***** Action: (Weihe / Dunakey) made a motion to recommend approval for the rezoning of the parcels. Then each year the City is required to submit an annual spending plan which addresses the priorities identified in the five year plan. *****Recommended Action: It is recommended that the District Advisory Board provide recommendations for funding priorities and contingency spending plans for fiscal year 2015-2016 and comment on affordable housing strategies in the housing policy. 7. ZON2014-00024 Bill Longnecker Applicant Betzen Family Trust & Quiktrip West Inc. are requesting General Commercial (GC) zoning change. The site is approximately 0.466 acres in size, zoned “B” Multi-Family Residential and General Office (GO) and is located at a block east of Broadway Avenue, south of Murdock Avenue on the west side of Topeka Avenue. *****Recommended Action: Based upon the information available at the time the report was prepared, staff recommends approval of the zone changes, subject to a replat within a year and the conditions listed in the staff report. 8.
