Minutes 1 December 1, 2014 District VI Advisory Board Minutes www.wichita.gov Monday Evergreen Park & Recreation Center December 1, 2014 2700 N Woodland, Wichita, KS 67204 6:30 PM Lounge Clubroom The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation Center Lounge Clubroom 2700 N. Woodland, Wichita, KS 67204. Approval of Agenda The agenda was approved as submitted. Motion passed (6-0) Approval of Minutes The minutes for November 3, 2014, were approved. Motion passed (6-0) Public Agenda 1. Scheduled items: None *****Action: Received and file 2. Off-agenda items: None *****Action: Received and file Staff Presentation 3. Fire Department Report Captain Daniel Feil, WFD Station 7, gave a brief report on the activities at Station 7. There were 906 service calls, 24 were fire related. Eight of the 24 related calls were structure fires. Seventy percent of the service calls were on the scene within five minutes with the majority of the fires stopped at the room of origin. This year, The City of Wichita had nine fire related fatalities. Studies show that 60% of the deaths did not have a smoke alarm or were nonfunctioning in the home. In a few weeks 17 new fire recruits will be joining the WFD. 2014 marks the 46th anniversary of the Yingling Chevrolet Fire that took the lives of Wichita Fire Chief Tom McGaughley, firefighters Merle Wells, Jimmy Austin, and Dale Mishler. The WFD continues to learn from past fire incidents to increase the safety of firefighters and the public. Citizens who need assistance purchasing or installing smoke alarms can contact any of the fire stations or the Fire Prevention Department. 4. Community Police Report Minutes 2 December 1, 2014 Officer Nathan Schwiethale, WPD Patrol South, gave a brief update on the activities in Patrol South. Community Police Officers from the Delano and Old Town area are working with clubs and bars to alternate the time they close. Alternating the time when clubs and bars close will help mitigate the crowds as they exit facilities in the Delano and Old Town area. The Homeless Outreach Team (HOT) has received four new boxes of the panhandler cards that will be delivered to the four police substations. Citizens are able to pick up a few at a time to hand out. Public? Who should we contact if we need to dispose prescription drugs? A: The Sedgwick County Household Hazardous Waste Facility at 801 Stillwell St. Council Member: I will forward you the volunteer coordinator email address that leads that program with Sedgwick County. Officer Michael Roets, WPD Patrol North, gave a brief update on the activities in Patrol North. WPD officers are able to view “hot spots” for criminal activities around the city through the City of Wichita’s Geo Crime Mapping. Once hot spots are identified, WPD is able to allocate resources and formulate a plan of action to combat the criminal activity. WPD also relies on the community to report any suspicious activity in their neighborhoods. Citizens may choose to disclose information openly or anonymously by calling 911 or to any of the four police substations. During the Thanksgiving Holiday, Patrol North was able to deliver 100 turkey dinners to families and individuals needing assistance. *****Action: Receive and file New Business 5. ZON2014-00030 Dale Miller Dale Miller, MAPD, explained the applicants are requesting for rezoning to Central Business District (CDB). The current zoning is Limited Commercial (LC) and the proposed site is approximately 9,500 square feet which is located at 914 and 924 West Douglas. The DAB members were provided with the MAPD staff report with a recommendation to approve. Tim Austin from Kaw Valley Engineering representing the applicant was present to answer or clarify any concerns. Member of the DAB and the public asked the following questions: DAB: What types of residential uses are allowed in CBD zoning? A: CBD zoning allows all the residential uses from Single-Family through Multi-Family. DAB: If the applicant develops residential apartment units, will they have to provide dedicated parking for the tenants? A: If CDB zoning is approved, the applicant doesn’t have to provide dedicated parking to residential or business tenants. Council Member Miller: The applicant has the same opportunity to use the public parking along Douglas Ave, just like customers, citizens, tenants, and other property owners in the area have. ***** Action: (Dunakey / Weihe) made a motion to recommend approval for the rezoning of the site. Current zoning is Limited Commercial (LC) and proposed site is approximately 9,500 square feet and is located at 914 and 924 West Douglas *****Recommended Action: Based upon the information available at the time the report was prepared, staff recommends approval of the zone change.
