Minutes 1 January 5, 2015 District VI Advisory Board Minutes www.wichita.gov Monday Evergreen Park & Recreation Center January 5, 2015 2700 N Woodland, Wichita, KS 67204 6:30 PM Lounge Clubroom The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation Center Lounge Clubroom 2700 N. Woodland, Wichita, KS 67204. Approval of Agenda The agenda was approved as submitted. Motion passed (6-0) Approval of Minutes The minutes for December 1, 2014, were approved. Motion passed (6-0) Public Agenda 1. Scheduled items: Lisa Blume, Stand Together Coalition, spoke to the DAB members opposing decriminalizing recreational marijuana use in the city of Wichita. Blume explained that the youth of the city are at the highest risk and have developed a false perception that marijuana is safe and fun to use. Blume mentioned that studies show that marijuana use lowers IQ, impairs judgment, and increases crime. Council Member Miller: On the issue of decriminalizing marijuana use, I have not stated my position, but I have been given the task to help the petitioning group to formulate and present a valid petition. *****Action: Received and file 2. Off-agenda items: None *****Action: Received and file Staff Presentation 3. Community Police Report Officer Jerrell, WPD Patrol North, gave a brief update on the activities in Patrol North. Lt. Chester Pinkston has been assigned as supervisor of Patrol North, second shift Community Policing. Beat 48 and 49 reported a few residential burglaries where intruders entered the property through the rear via doors and windows that were left opened or unlocked. Citizens are advised to dispose of electronics packaging Minutes 2 January 5, 2015 properly; thieves and robbers scan neighborhood trash bins for clues on potential valuable household items. Homeowners are advised to write down serial numbers of electronics and to lock their doors and windows. In the next few weeks, residents will begin to receive sensitive tax documents via mail. Residents are advised to check their mail box daily and not to leave mail overnight to prevent identity thief. Officer Nathan Schwiethale, WPD Patrol South, gave a brief update on the activities in Patrol South. The Homeless Outreach Team (HOT) has received an increase of complaints of individuals camping out in public restrooms. Individuals violating public restroom policies are given a warning and information on shelters. The Wichita Public Works department and HOT are working together to formulate a viable solution to the public restroom nuisance. HOT was recently contacted by the United States Federal Government, in recognition of outstanding best practice. The United States Federal Government will use the WPD/ HOT program as a model for other cities to adopt and implement with the aid of federal grants. *****Action: Receive and file 4. Wichita Fire Department Report Lt. Ignacio Ayala, WFD Station 7, gave a brief report on the activities at Station 7. The first house fire located in the 2200 block of north Market, caused an estimated $40,000 in damages. Investigations show that the fire was caused by a malfunctioning electrical outlet. Residents are advised not to overload electrical outlets or use extension cords as a permanent solution in the home. The 2nd house fire was located in the 3600 block of West 3rd street. The fire started with a parked vehicle on fire that spread to the home causing $26,000 in damages. The third fire was located in the 2000 block of north Park Place that caused $125,000 worth in damages by discarded cigarettes. In the past few weeks, Station 7 had numerous service calls involving carbon monoxide. CO gases are odorless, tasteless and colorless and are very toxic; residents are encouraged to have a CO detector installed in their home. Just as smoke alarms require yearly maintenance, CO detectors should have their batteries checked and be properly calibrated. Residents who need assistance with installation or calibration of a CO detector can contact their closest Fire Station. *****Action: Receive and file Board Agenda 5. Zoning 101 John Schlegel, MAPD John Schlegel, MAPD, gave a presentation on the purpose and classifications of zoning in the city of Wichita. The zoning classifications create districts of compatible land uses and sets standards for compatibility. They vary by community and do change over time, based on the evolving land use. The changes in zoning go through an application processes where each case is evaluated using the “The Golden Rules” approach. DAB? What is the typical process time to request a zone change? A: 70-90 days DAB? : Where can one find zoning classifications on properties? A: Zoning classifications can be found online at www.wichita.gov under the maps. *****Action: Receive and file 6. Street Maintenance 101 Aaron Henning, Public Works & Utilities Aaron Henning, Public Works & Utilities, gave a presentation explaining the scope of the maintenance division of Public Works & Utilities Department and the process of street maintenance for the city of Wichita. The maintenance division is divided into three subdivisions; pavement maintenance, signs & signals, pavement cleaning and pavement management. The maintenance division oversees a paved street network of over 5,000 lane-miles at a value at over $1.6 billion for the city of Wichita. Street repairs are prioritized using a combination of pavement condition index (PCI) factors that looks at the physical Minutes 3 January 5, 2015 conditions of the road and a life cycle model that indicates the remaining life of the road. The maintenance division is continually researching new cost effective methods to maintain and repair streets. DAB? How often are unpaved roads maintained? A: Unpaved roads are graded after every heavy rain. DAB? Why are there still unpaved roads in the city of Wichita? A: In order to pave an unpaved road the abutting landowners have to present a valid petition and agree to pay for the new road in the form of specials assessments to the property. Council Member Miller? Can you explain why two dump trucks and a single worker are used to fix pot holes? A: As an added safety measure we have developed a technique to have two dump trucks with a worker in between; this allows the worker to work freely without getting hit by other vehicles on the street. *****Action: Receive and file 7.
