Minutes 1 January 21, 2015 District VI Advisory Board Minutes www.wichita.gov Wednesday Evergreen Park & Recreation Center January 21, 2015 2700 N Woodland, Wichita, KS 67204 6:30 PM Lounge Clubroom The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation Center Lounge Clubroom 2700 N. Woodland, Wichita, KS 67204. There were eight District Advisory Board members in attendance, three City staff and two members of the public who signed in. Approval of Agenda The agenda was approved as submitted. Motion passed (8-0) Approval of Minutes The minutes for January 5, 2014, were approved. Motion passed (8-0) NEW BUSINESS 1. CON2014-00033 Bill Longnecker, MAPD Bill Longnecker, MAPD, explained that the applicant Ronald and Michelle Goodwin, Aarons Recycling have requested a conditional use permit to allow rock crushing. Current zoning of the proposed site is General Industrial (GI), located at the northeast corner of North Broadway and East 25th Street North. The DAB members were provided with the MAPD staff report with a recommendation to approve. The applicant’s agent was present to answer or clarify any concerns. The agent explained that the main purpose for the rock crusher was to demolish and recycle a concrete silo on an adjacent property owned by Mr. Goodwin. Members of the DAB and the public asked the following questions: DAB? Is the three year period for the conditional use permit, the standard protocol? A: The three year sunset date is in place to review and evaluate if the applicant is abiding by the conditions listed by the state and federal regulations. Several members of the DAB showed concerned on how the applicant proposes to control the dust that is produced in rock crushing. Minutes 2 January 21, 2015 Council Member Miller: I request that CON2014-00033 be seen before the City Council to review and clarify how applicants propose to control dust that is produced by rock crushing. A: Your request is accepted. *****Action: (Dunakey/ Weihe) made a motion to recommend approval of the conditional use subject to the conditions listed in the staff report. Motion passed: (8-0) 2. CON2014-00034 Bill Longnecker, MAPD Bill Longnecker, MAPD, explained that the applicant David and Palmer Properties have requested a conditional use permit to have outdoor vehicle sales. The current zoning of the proposed sites is Limited Commercial (LC), located at 3402 -3410 W. Central Ave. The DAB members were provided with the MAPD staff report with a recommendation to approve. The applicant’s agent was present to answer or clarify any concerns. Member of the DAB and the public asked the following questions: DAB? Is there a limitation on how many vehicles are allowed on the property? A: The number will depend on the approval of the parking layout. Members of the public were concern that the influx of auto dealerships to the area will lower property values. *****Action: (Mason/ O’Leary-Siemer) made a motion to recommend approval for a conditional use permit subject to the sixteen conditions listed in the staff report. Motion passed: (8-0) 3. Issues of Concern There were no issues of concern submitted 4. Woodland, Wichita KS 67204 6:30 p.m. Lounge Clubroom ORDER OF BUSINESS -- Call to Order -- Approval of Agenda -- Approval of Minutes for January 5, 2015 PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 1. Scheduled items: None *****Recommended Action: Provide comments/take appropriate action. 2. Off-agenda items: *****Recommended Action: Provide comments/take appropriate action. NEW BUSINESS 3. CON2014-00033 Dale Miller, MAPC Ronald and Michelle Goodwin, Aarons Recycling, are requesting conditional use permit to allow rock crushing. The proposed site is currently zoned General Industrial (GI) and located at the northeast corner of North Broadway and East 25th Street North. The site is approximately 2.45 acres in size. *****Recommended Action: Based on the information available prior to the public hearing staff recommends approval of the conditional use with the ten conditions listed in the staff report. 4. CON2014-00034 Kathy Morgan, MAPC David and Palmer Properties are requesting a Conditional Use permit for outdoor vehicle sales. The proposed sites are currently zoned Limited Commercial (LC) and located at 3402 -3410 W. Central Ave. Both sites are a total of 0.67 acre in size. *****Recommended Action: Based on the information available prior to the public hearing staff recommends approval of the conditional use with the eight conditions listed in the staff report. BOARD AGENDA 5. Issues of Concern DAB members have the opportunity to ask questions regarding City topics and identify issues of concern to be addressed. *****Recommended Action: Receive and propose appropriate action. 6. Neighborhood Reports DAB members may report events/activities from the neighborhood/homeowners groups in their areas. *****Recommended Action: Receive and file.
