The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation Center
Lounge Clubroom 2700 N. Woodland, Wichita, KS 67204. There were five District Advisory Board
members in attendance, nine City staff and two members of the public who signed in

Council Member Miller called the meeting to order and welcomed everyone.

Staff Presentation
3. Wichita Fire Department Report
Captain Dan Feil, WFD Station 7, gave a brief report on the activities at Station 7. As of this year,
there are four fires that are under criminal investigation. In the next few weeks, 18 new fire recruiters will
be going to the WFD.
Council Member Miller? Does the department know if the fires under criminal investinagion are
related? A: Not at this point.

4. Community Police Report
Officer Vanessa Rusco, WPD Patrol North, gave a brief update on the activities in Patrol North. There
are eight auto thefts this year reported in Beat 41, the majority being late model Hondas. Metal theft from
commercial buildings and junk yards, continue to be an issue in the 21st and Broadway area. Beat 48 had
an increase of gang graffiti in the third quarter of 2014. WPD is working with Public Works to remove
and cover up graffiti as it comes up.
DAB? Does the increase of gang graffiti indicate rival gangs moving into the area? A: Yes, It is a strong
indication there are different gangs.
Officer Nathan Schwiethale, WPD Patrol South, gave a brief update on the activities in Patrol South.
Crime trends have stayed relatively low in the Old Town area in part due to the cold weather. WPD will
have a special assignment to have the mounted unit out in Old Town. The mounted unit will help with
managing large crowds after bars and clubs close. The Homeless outreach team (HOT), participated in the
city of Wichita homeless point in time count. The results from the count will help gain an understanding
of the homeless population in Wichita.
Officer Darrin Williams, WPD Patrol West, gave a brief update on the activities in Patrol West As of
this year, there has been 38 auto thefts reported, impart to citizens leaving their vehicles unattended in the
cold weather. Patrol West has formed a special assignment with the USPS to combat mail theft in the
area. Officers of Patrol West teamed up with the local domestic violence shelters to provide 150-180 kids
presents and holiday gift cards for the holiday season.

5. Housing Tax Credit Mark Stanberry
Mark Stanberry, Housing and Community Services Department, gave a brief explanation on the proposed
Section 42 housing apartment complex. The apartment complex is applying for Housing Tax Credit
(HTC) to provide affordable housing at a lower rental rate. The complex will house 48 apartment units,
playground area, club house, and a computer center with internet access. The proposed site is located at
West 33rd Street North and Arkansas Ave. The applicant is requesting a letter of endorsement from the
City of Wichita to submit with their section 42 housing application and a waiver to have 10% set aside for
standard rental rates, which will equal five apartment units. The City of Wichita is not financing this
proposed project. The applicant’s agent was present to clarify or answer any questions or concerns.
Members of the DAB and the public had the following questions or concerns:
DAB? Are the tax credits issued by the City of Wichita? A: The tax credits are issued by the Federal
Government
DAB? Why the reduction to the 20% set aside? A: Based on our evaluation of the market rental rate it
would not be financially stable to proceed with the proposed project.
DAB? The 20% set aside rental rate, is that a standard with the city? Council Member Miller: The 20%
allocation is not a national or state standard but a starting point that the City Council has adopted.
DAB? Are the units ADA compliant? A: The lower level units can be converted to meet ADA
compliance if there is a need.
DAB? How long will the property offer low income housing. A: The term will be for 15years with the
option to renew our tax credit application for an additional 15 years.
*****Action: (Mason/ O’Leary-Siemer) made a motion to recommend endorsement of the
proposed low income housing and to waive the 20% set aside rental units to 10%.

5. Housing Tax Credit Mark Stanberry
Mark Stanberry, Housing and Community Services Department, will give a presentation requesting resolution of
support for Housing Tax Credit for the Sunnydale Point Apartments.
*****Recommended Action: Based on the information prior to the presentation, the Housing and Community
Services Department recommends approval in accordance with the City of Wichita’s Housing Tax Credit Policy.
