The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation
Center Lounge Clubroom 2700 N. Woodland, Wichita, KS 67204. There were seven District Advisory
Board members in attendance, six City staff and five members of the public.

Council Member Miller called the meeting to order and welcomed everyone.

Staff Reports
Police Report
Officer Nate Schwiethale, Homeless Outreach Team, reported Patrol South had not seen any big
increases in crime trends, but that typically crime in Old Town increases with warmer weather. He also
reported that National Public Radio (NPR) did a program on HOT and he encouraged everyone to look it
up.
Officer Schwiethale explained that citizens may observe more homeless people camping out with warmer
weather. He said WPD can only enforce the camping ordinance if there is an available shelter for the
homeless person to go to. The overflow shelters close the first of April, so there aren’t near as many

available beds; therefore, if there isn’t an available bed, the police can’t enforce the camping ordinance.
HOT Officers are currently providing training to all WPD staff at the Mandatory In-service Training
sessions.
One DAB member asked if the tents pitched on sandbars on the river could be addressed as a safety
issue. Officer Schwiethale said sometimes they can. He also explained that before cleaning up an
abandoned camp site, police must post a 72 hour notice in order to avoid being sued by the ACLU.
To report a campsite or to refer a homeless person to the program, citizens can call the Homeless
Outreach Team at 854-3013.
Officer Steve Jerrell, 48 Beat, introduced the new Beat Coordinator for 42 Beat – Officer Charlie Byers.
Officer Jerrell said that Patrol North Commander Capt. Brian White initiated a special unit a few months
ago that deal with larcenies and burglaries, and it has been extremely successful. Officer Jerrell said in
March the unit cleared 42 burglaries, included those involved in the Evergreen break-ins. He said
suspects have been charges and some of the property was recovered.
One DAB member shared she is frustrated because one of her neighbors lets the air out of other
residents’ tires, and the police say they can’t do anything. Officer Jerrell said that act would not be
considered vandalism because it doesn’t cause any damage, it’s just irritating. He encouraged the citizen
to call him so they could look at options to deal with the issue.
New Business
Aquatics Master Plan
Brian Hill, Park and Recreation, gave an update on the City’s Aquatics Master Plan. He provided the
following information on the pools located in District IV:

Hill provided ballots to DAB members that listed five options that could be implemented using Capital
Improvement Plan monies. They were:
Build a Central Indoor Pool
Repair and upgrade current pools
Replace pools
Splash pads
Close pools
Hill said there will be an ongoing dialogue on the Aquatics Master Plan

Old Business
CON2015-00007
Bill Longnecker, Metropolitan Area Planning Department, brought this case back to the District
Advisory Board with the site plan. Longnecker reviewed the site plan with the Board; he said the
conditional use request had been approved by the Metropolitan Area Planning Commission with the
understanding the revised site plan be a part of it.
Joe Lang, attorney for the applicant, spoke briefly and noted there had been no protests filed and the
MAPC approved it unanimously.
Action: (Sanders/Weihe) made a motion to recommend approval of the request with the revised
site plan and allowing for a change to cable on the south side in order to allow for business
expansion.
Motion passed: (7-0)
Council Member Miller addressed the business owner and reminded him of the importance of adhering to
the 15 listed conditions. She indicated she was concerned that they had started selling vehicles from this
location prior to it being approved. The owner apologized for not adhering to the rules and said it would
not happen again.
Issues of Concern
One DAB member asked if the Community Investment Plan would be coming before the DABs; she was
encouraged to attend one of the scheduled meetings.
A report of graffiti was taken; Janet said she would get it turned in.

NEW BUSINESS
6. CON2015-00007 Bill Longnecker
Applicant Dulohery Family Revocable Trust (owner), Adballah Faleh Alashqar (applicant), Joe Allen
Lang (agent) are requesting a Conditional Use for outdoor vehicle and equipment sale.The
proposed site is currently zoned LC Limited Commercial, 0.71-acre in size and is located at 5601
West Central Avenue.
Recommended Action: Based upon the information available prior to the public hearing,
planning staff recommends the request be approved subject to the fifteen conditions listed in the
staff report.
