District VI Advisory Board Minutes www.wichita.gov Monday Evergreen Park & Recreation Center May 4, 2015 2700 N Woodland, Wichita, KS 67204 6:30 PM Lounge Clubroom The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation Center Lounge Clubroom 2700 N. Woodland, Wichita, KS 67204. There were seven District Advisory Board members in attendance, two City staff and two members of the public. Approval of Agenda The agenda was approved as submitted. Motion passed (7-0) Approval of Minutes The minutes for April 15, 2015, were approved. Motion passed (7-0) Public Agenda 1. Scheduled items: None Action: Received and file 2. Off-agenda items: None Action: Received and file Staff Presentations 3. Community Police Department Report Officer Nathan Schwiethale, WPD Patrol South, gave an update on activities in the area. The Officer stressed the importance of neighborhood watches and introduced the idea of a similar concept in the developmental stages for Old Town businesses. Officer Schwiethale discussed the increased occurrences of vagrancies in the summer months and stressed that money should not be given to panhandlers. He instead suggested that citizens should direct vagrants to the HOT Team or to pick up voucher cards available at all District substations. Minutes 2 April 15, 2015 Officer Vanessa Rusco, WPD Patrol North, discussed the different issues facing each beat in the area. Emphasis was on an individual names Mark Kinast, a serial burglar who targets storage sheds and garages. The Officer directed attendees to look up Mr. Kinast’s mugshot or to visit the online Casper system. Officer Rusco also discussed growing occurrences of graffiti in the area. DAB? Is the current mughot of Mr. Kinast accurate? A: Yes. DAB? Is there any way to decipher the meaning of the graffiti? A: Officer was not sure. When asked about it, children caught doing the act claimed they were “bored.” DAB? What should be done if we observe illegal dumping activity at night? A: Call the incident in and ask to be followed-up with by a phone call or in person. Do no put yourself in harm’s way. The WPD has only so many resources for cameras, but there is nothing wrong with citizens mounting cameras to try and catch people in the act. *******Action: Receive and file 4. Community Fire Department Report Capt. Christopher Orloske, WFD Fire Station 3, reported to the group WFD related incidences for the month of March. This included a total of 867 incidents with 1,284 respondents for the month. Outside of Wichita there were 12 incidents with 28 units responding. Cpt. Orloske also shared with the group a new equipment purchase and the transfer of a fire engine to the N. Meridian station *******Action: Received and file New Business 5. Paving Improvements for Mosley and Rock Island from 2nd to 3rd Streets Shawn Mellies, Public Works, presented information on this project. On January 6, 2015, the City Council approved the Tax Increment Financing (TIF) Project Plan, which included funding for improvements to Mosley and Rock Island. On March 11, 2015, the Staff Screening and Selection Committee selected Ruggles & Bohm for this project. Selection was based on having considerable experience with projects in the unique Old Town District. The proposed improvements will upgrade the area to current Old Town standards which will include brick streets and sidewalks, streetlights, landscaping planters, trash receptacles, and possible boardwalks. The improvements will also extend the underground storm water system where needed and replace a waterline in Mosley. Construction is proposed to start in the fall of 2015. DAB? Was the parking lot on the NE corner of Mosley and 2nd a public or private lot? A: Private DAB? Will there be any biking amenities as part of the pacing improvements? A: Not for this particular project. The area being worked on is considerably tight and does not leave room for bicycle amenities Question from audience: A business has steps that come out onto the street, how will those be effected and will the improvements be level? A: Inlets will be added on either side and drainage structures will pick up vast majority of water coming across the sidewalk. Minutes 3 April 15, 2015 Action: (Dunakey) made a motion to recommend approval of the rezoning request as written in the staff report. Motion passed: 7-0 6. CON2015-00014 Bill Longnecker, Metropolitan Area Planning Department, presented a request for a Conditional Use to allow a tavern/drinking establishment at 630 D. Douglas Avenue. The applicants propose to establish an on-site microbrewery and tavern/drinking establishment. A microbrewery is permitted by right in the CBD zoning district. When a tavern, drinking establishment or nightclub is located within 300 feet of a church or place of worship, public park, public or parochial school or residential zoning district, approval of a Conditional Use is required; Unified Zoning Coode (UZC), Sec.III-D6.w. Naftzger Public Park is located approximately 190 feet southwest, across Douglas Avenue, of the site. DAB? Is this permit for the restaurant or the brewery? A: The permit would be for the drinking establishment, which CMD allows by right. The permit is necessary due to the proximity of a public park. DAB? Do we anticipate a problem with drunks or vagrants? A: There is already a bar in the area, so there will likely be no impact in this area. Action: (Weihe) made a motion to recommend approval of the request subject to the conditions listed in the staff report. Motion passed: 7-0 Issues of Concern An issue was brought up related to 33rd Street. When the Ortiz school was built, a large pot hole formed along 33rd St. It is roughly 3-4 feet long and full or dirt. He personally saw a car almost tip over. Shawn Mellies reported that he will bring the issue to the street maintenance department. A question was asked as to where the culverts and 21 st St. and Amidon were located? Staff responded that they will check on this, but that during heavy rains, underground sewers will inevitably have problems. Agenda 2 May 4, 2015 Recommended Action: It is recommended that the District Advisory Board recommend approval of the design concept. 6. The Central Business District (CBD) zoned site is located in a vacant three-story building (built 1922) located on the north side of Douglas Avenue, east of St Francis and west of a raised railroad track. The applicants propose to establish an on-site microbrewery and tavern/drinking establishment. A microbrewery is permitted by right in the CBD zoning district. When a tavern, drinking establishment or nightclub is located within 300 feet of a church or place of worship, public park, public or parochial school or residential zoning district, approval of a Conditional Use is required; Unified Zoning Coode (UZC), Sec.III-D6.w. Naftzger Public Park is located approximately 190 feet southwest, across Douglas Avenue, of the site. Recommended Action: planning staff recommends that the request for a Conditional Use for a microbrewery with a tavern/drinking establishment/nightclub be APPROVED, with the three listed conditions. BOARD AGENDA 7. Issues of Concern DAB members have the opportunity to ask questions regarding City topics and identify issues of concern to be addressed. Recommended Action: Receive and propose appropriate action. 8. Neighborhood Reports DAB members may report events/activities from the neighborhood/homeowners groups in their areas.
