Woodland, Wichita, KS 67204 6:30 PM Lounge Clubroom The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation Center Lounge Clubroom 2700 N. Woodland, Wichita, KS 67204. There were seven District Advisory Board members and nine staff members in attendance. Approval of Agenda The agenda was approved as submitted. Motion passed (7-0) Approval of Minutes The minutes for August 3, 2015 were approved. Motion passed (7-0) PUBLIC AGENDA Scheduled Items: None Off-Agenda Items: None Action: Received and filed. STAFF PRESENTATIONS Community Police Report Officer Charles Byers, WPD gave an update on the activities in Patrol North. The community and school parents have raised a concern with the ice cream vender selling around the school. The City of Wichita ordinance, Sec.3.97.120 addresses that concern. The ordinance states that sidewalk venders Minutes 2 August 3, 2015 cannot sell merchandise or food, Monday through Friday, between the hours of seven a.m. and four thirty p.m. A shooting occurred at the 2400 North block of Park Place. The incident started in Old Town where the suspect fled the scene and was apprehended at Park Place. The suspect was taken to Wesley Medical Center and was confirmed that he was a gang member. Over the weekend, Patrol North had a special operation that arrested four individuals. Officer Tejeda, WPD gave a brief update on the activities in Patrol North and Patrol West. Over the last few weeks, there has been an increase of stolen bicycles. It has been difficult for the WPD to address the issue because victims don’t have the serial numbers to prove identity. WPD reminds individuals to write down the serial numbers of new purchased items. In addition, numerous reports on stolen purses and wallets left in a vehicle have also been reported. WPD reminds the public to lock their vehicles and to take valuable items with them or put them in the trunk where they’re out of site. *****Action Taken: Received and filed NEW BUSINESS Wichita Transit Michelle Stroot, Wichita Transit, reported on the proposed changes to Wichita Transit. A PowerPoint presentation was given and a Wichita Transit Guide was provided with detailed information to improve the Transit system. The changes include new bus routes and fare policy change. Ms. Stroot took questions from the DAB members and public. After reviewing the information, they provided feedback. The findings and information collected will we be reported to the Wichita Transit Department. DAB? What is paratransit service? A: This is for riders that have special needs and meet policy requirements. DAB? Is the paratransit fee for one way? A: Yes DAB? How is the additional fee calculated for the paratransit bus? A: If the distance is more the ¾ of a mile the new fare will be $8.00 one way. Public? Will the bus have a stop at 21st Street North and Amidon? A: Yes. Council? What is the average ridership? A: It’s just under two million a year and for paratransit it averages to 75,000 per year. *****Action Taken: DAB members provided feedback. Water and Sewer Optimization RFP Ben Nelson, Public Works and Utility, reported on the Water and Sewer Optimization project. This will address maintenance and infrastructure needs on the aging water and sewer system. The project will explore the use of a private / public partnership to assist in managing and supporting the water and sewer system. It will be implemented in two phases. Phase I will include allocating the funds, evaluating the infrastructure needs and reviewing the applicants. Phase II will be a ten year span where infrastructure will be updated and will have a continual review for long term viability. This project is not to privatize water and sewer systems or city jobs. DAB? Before the contract is approved will the City Council review and have a vote? A: Yes. DAB? How can we prevent contractors using wrongful practices to maximize profit? A: We will use the same process that is utilized now; that is to have standards and quality assurance that will need to be followed. Minutes 3 August 3, 2015 *****Action Taken: Received and filed. Paving Improvements for Meridian Avenue, North of 29th Shawn Mellies, Public Works and Utilities, presented the proposed project of paving Meridian Avenue from the existing pavement on 29th St. at the south end to the existing pavement at Valley Park on the north to residential standards. The project also accounts for bringing in the necessary underground drainage. The Improvement cost will be assessed to the property owners on a square foot basis. The DAB members were presented with the staff report and a recommendation to recommend approval of the valid petition. DAB? Even with a valid petition, will the City Council still take a vote? A: Yes. DAB? Will there be sidewalks installed? A: No. DAB? Will drainage be addressed? A: Yes DAB? Have there been any formal protest? A: The Engineering Department has not received any. Public? How many property signatures can be taken that have multiple ownerships or a trust setup? A: We will have to refer that to our legal department. Public? Is the improvement going to be asphalt or concert? A: Asphalt with concert curving. Public? Is there any deferment for the assessment cost? A: Yes, only for individual property owners, but not for business or non-profits. DAB? How many residential property are in the area? A: 8 DAB? How many have signed the petition? A: 5 out of the 8 There were several members of the public along with the Pleasant Valley Lions Club that commented on the concerns of the validity of the petition including the hardship of the assessment cost. There were also several members of the public that spoke in support of the valid petition to pave the street and how the improvement will benefit the neighborhood. *****Action Taken: (Dunakey/ Sanders) made a motion to recommend approval for the paving improvement petition. Motion passed: (6/0) (1 Abstain/Carmen Gard) ZON2015-0033 Bill Longnecker, MAPD, presented a request from applicant KW Development, LLC for a zoning change to TF-3 Two-Family Residential. The current zoning of proposed site is SF-5 Single-Family Residents and is located at Southwest corner of Hoover Avenue and Newell Street. The DAB Members were provided with the MAPD staff report with a recommendation to approve. DAB? Any protest on the request? A: No Public? Who is the applicant? A: KW Development, LLC *****Action Taken: (Dunakey/ Hamilton) made a motion to recommend approval for zoning request change. Motion passed: (7-0) Minutes 4 August 3, 2015 BOARD AGENDA Issues of Concern No issues of concern were presented. Neighborhood Reports No neighborhood reports were presented. UPDATES FROM COUNCIL MEMBER The next DAB VI meeting will be held on October 5, 2015 at 6:30 p.m. at Evergreen Park & Recreation Center (2700 N. Woodland). Community Police Report Community Police Officers will give a brief report on District VI issues, problems and events. Recommended Action: Receive and file. 4. Transit Staff from Transit, will provide information on the service changes that will be recommended to City Council. Recommended Action: Provide feedback Agenda 2 September 16, 2015 6. Water and Sewer Optimization RFP Staff from Public Works, will provide information regarding the proposed Water and Sewer Optimization Project. Recommended Action: Provide Feedback 7. Paving Improvements for Meridian Avenue, North of 29th Proposed project is to pave and improve the underground drainage system along Meridian Avenue north of 29th street, up to the existing pavement at Valley Park. A signed petition by the majority of the resident property owners is valid under state statues. Improvement cost will be assessed to the property owners on a square foot basis. Recommended Action: It is recommended that the District Advisory Board recommend approval of the petition 8. ZON2015-00033 Applicant KW Developments, LLC has submitted a request for a zoning change to TF-3 Two-Family Residential. The current conning on propose property is SF-5 Single-Family Residential. The property is located on the southwest corner of Hoover Avenue and Newell Street. Recommended Action: Planning staff recommends that the request for a zoning change TF-3 be approved with the prior findings listed in the staff report. BOARD AGENDA 9. Issues of Concern DAB members have the opportunity to ask questions regarding City topics and identify issues of concern to be addressed. Recommended Action: Receive and propose appropriate action. 10. Neighborhood Reports DAB members may report events/activities from the neighborhood/homeowners groups in their areas.
