Woodland, Wichita, KS 67204 6:30 PM Lounge Clubroom The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation Center Lounge Clubroom 2700 N. Woodland, Wichita, KS 67204. Seven District Advisory Board members, 11 staff members and two citizens attended. Members Present Staff Present Gregory Boyajian Mark Manning, Finance Cindy Claycomb Lt. Approval of Minutes The minutes for May 18, 2016, were approved 7-0. *****Action: Received and file Public Agenda Scheduled Items: None Off-Agenda Items: None Staff Reports Fire Department Report Lt. Tim Deneen, Station 7, reported there was only one fire in the area this month – a detached garage fire that was accidental with no injuries. With the Fourth of July holiday just around the corner, he reminded everyone about fireworks regulations in Wichita: buy them where you shoot them and nothing higher or wider than 6’. He said sales begin at midnight on June 27th and residents are allowed to shoot Minutes 2 June 6, 2016 fireworks until midnight on July 5. Lt. Deneen said sparklers are one of the most dangerous fireworks for children due to the temperature they burn at. He recommended making sure the children have on shoes to protect their feet and place all sparkler sticks in a bucket of water or sand after burning. He also presented additional summer safety tips:  When grilling make sure your grill is at least 25’ from any structures and if it’s a gas grill, turn it off at the knob and at the tank. When disposing of charcoal ash, place it in a metal bucket until you are positive there are no live embers.  Be sure and wear sunscreen to prevent sunburn  During bouts of heavy rain, never drive into moving water  When mowing the grass, be sure to let your mower cool before refueling Community Police Report Officer Roddy Winder, WPD Patrol West, reported they are still seeing license plate thefts in some areas. He suggested that citizens use locking nuts on their license plates. He said they are also having bicycles stolen in the Riverside area and south of there, so people are encouraged to store their bikes out of sight. The NW Big River Association is hosting a Law Enforcement Appreciation event at 7 p.m. on June 14th at Sycamore Park. Lastly, he reported on the egret infestation in the St. Clair area. He said egrets are Federally protected birds and it is illegal to even disturb them while they are nesting. He said he made a call at one residence where you couldn’t even see the ground in the backyard due to all the egrets. Officer Lisa Berg, Homeless Outreach Team Patrol South, reported auto larcenies are up in the downtown/Old Town area, but police recently made an arrest, so hopefully those numbers will start going down again. She reminded everyone to lock their vehicles and not leave valuables where they are visible. She said three officers from Lubbock, Texas, were recently here receiving training. They spent a week with the Homeless Outreach Team and will now go back to Lubbock and replicate the program there. Officer Berg passed out flyers regarding activities at Naftzger Park and CrimeStoppers. DAB? Have there been any issues with Riverfest? A: I haven’t heard of anything, but I didn’t work over the weekend. Officer Steve Jerrell, WPD Patrol North, announced that Officer Troy Bussard has been promoted to the rank of Detective, therefore Officer Jerrell will be covering 49 Beat for a while. He reported that residents who live on Sullivan Street between 52rd and 61st Streets, and possibly adjacent streets, are still experiencing mail thefts. There have been reports the suspect may be driving a red pickup. He said Patrol North has been running a special project on N. Broadway to address the high number of aggravated assaults and robberies that were occurring. He said it appears to be working as there have been zero incidents at the Mark 8 and the Auto Inn over the past two months. He said he is working with the Forestry Section to help address the lack of lighting in the 2000 block of N. Fairview. They are going to trim the tree branches away from the street lights, try a high intensity bulb, and the residents have been encouraged to install flood lights. Action: Receive and file Minutes 3 June 6, 2016 NEW BUSINESS Capital Improvement Program Proposed Budget Mark Manning, City Budget Officer, presented the 2016-2025 Proposed Capital Improvement Program (CIP) Budget. The 10 year CIP includes $1.8 billion in improvements to City infrastructure over the next decade. Of this, around $270 million is financed through at-large General Obligation fund (financed through the 8.5 mill property tax levy in the Debt Service Fund). Local sales tax funds, special assessments, Water Utilities funds, State and Federal funds; and other sources make up the remaining CIP funds. Debt levels would rise, but are estimated to remain within benchmark levels. Projects are included based on adherence to the Community Investments Plan, which generally has three priorities: 1. Take care of what we have; 2. Enhance what we have, and 3. Expand what we have. Manning said the CIP is financed from a variety of sources. No change in the City’s over all property tax levy is anticipated to support the proposed CIP. Water Utilities rate adjustments are anticipated, consistent with past Public Works and Utilities presentations. DAB? Why is there such an increase in the bond debt in 2020? A: There are several projects slated for that year including a few big ones like the library. Manning said there is no statutory deadline on when the CIP has to be approved, but he is hopeful it will be done by late summer DAB? Does this CIP include the Delano trail? A: It is the fourth priority on that particular list, slated for 2023. DAB asked a question about special assessments and about aesthetic projects. Manning said the special assessments help with development, but do hurt the City’s bond rating some. He also explained what types of projects would have aesthetic enhancements. Issues of Concern DAB members have the opportunity to ask questions regarding City topics and identify issues of concern to be addressed.
