The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation Center
Lounge Clubroom 2700 N. Woodland, Wichita, KS 67204. There were six District Advisory Board
members and eight staff members in attendance.

Call to Order
Pro Tem, Denise O’Leary-Siemer called the meeting to order at 6:45 p.m.in the absence of Council
Member, Janet Miller.
Approval of Minutes
The minutes for June 15, 2016 were approved with the exception on a correction on the date for the
Council Member’s Saturday Coffee, from July 11th to the 23rd. Motion passed (6-0) (Sanders, Gard)

Off-Agenda Items:
David Cardona, 2502 Shelton, spoke of the church revival held at the Iglesia Evangelica Refugio Adula at
2455 Arkansas. It is held in September of each year. The major complaints are the loud music, traffic and
parking on the street. There are specific hours to have music but they start earlier and with parked cars
along the street, makes it difficult to drive on one lane. He would like to see some changes in the city
policies. The Director of Arts and Cultural Services was present and would be addressing these concerns.

STAFF PRESENTATIONS
Fire Department Report
Captain Feil from Station 7, reported two house fires, one on North Burns and the other on North
Lyman. At the present time, a majority of the time is being spent searching for the Kayaker, who drowned
on the Arkansas River under the 21st bridge.

Community Police Report
Officer R.L. Winder, WPD, Patrol West, reported on The Cop, Cars & Kids Event for August 13th at
Orchard Park. The community is invited for grilled hamburgers and hot dogs. There will be games and a
chance to meet the officers. There are mail thefts in the Delano and Riverside area. This includes taking
an entire mail box from the curve side. It’s safer to take your mail directly to the post office.
Officer Schwiethale, Patrol South, reminded us of the Neighborhood Night Out on August 9th from
5:30-9:30 p.m. This is a good time to meet your neighbors and get acquainted. You can register by going
to the City’s website and click to the Police Department to fill out a form on line. Next week, many of the
City’s Community Police Officers will be tied up with the upcoming anti-abortion protest next week.
Officer Atondo, Patrol North, gave an update on crime statistics. For the month of June, there were
twenty three larcenies, five auto thefts, eight residential and three non-residential burglaries. In Beat 42,
Captain White issued special assignments on Drug and Violence. Crime has been reduced by 35%.

City of Wichita 2017-18 Proposed Budget Presentation
Mark Manning, Finance, gave an overview and highlighted main points of the 2017-2018 Proposed
Budget. He referred to a handout given out to the DAB members and public. He specifically emphasized
the following:
The mill levy rate is unchanged
Community involvement helped shape budget recommendations
Transit service levels are maintained, but the long-term future remains unsustainable
The Police Department is expected to reach full staffing
Funding for downtown development will increase.
Mr. Manning took questions and suggestions from the DAB members.

Division of Arts and Cultural Services
John D’Angelo, Director, gave a review on the process for community events. The community event
process goes through seventeen departments. Some examples are; public transit, public safety and street
closures. The Wichita Police Department enforces the parking and traffic flow problems.

Churches are exempt from applying for a permit. Music is measured with a sound meter. A sound check
is done prior to event. They work with the church to notify neighbors at least no shorter than ten days.
Questions were asked by the DAB members.
DAB Member, Steve Mason said there are not enough days for neighbors to be notified on upcoming
events. There needs to be a better job with the church and WPD.

BOARD AGENDA
Issues of Concern
Steve Mason spoke on a previous complaint at the corner of 33rd and Arkansas. This small shopping strip
had added another storage container to the site He wants an update on this case and why another container
has now been added to this location.
He also raised his concern on the RFP within the Delano neighborhood and Library.
Questions raised were;
. Who makes up the RFP board or committee?
. Who evaluates these proposals?
. Where are they now in this process?
Guest, Vincent Hancock, Delano Neighborhood Association responded and would send out the city’s
website for additional information.
Another concern is to invite Captain White from Patrol North to address the issues on the noise and traffic
from the church’s revival.
Neighborhood Reports
Gregory Boyajian reported on overgrown bushes on 13th and Gow. It is hard to see oncoming traffic from
that corner.

The next DAB VI meeting will be held on July 20, 2016 at 6:30 p.m. at Evergreen Park & Recreation
Center (2700 N. Woodland).
