Minutes 1 August 1, 2016 District VI Advisory Board Minutes www.wichita.gov Monday Evergreen Park & Recreation Center August 1, 2016 2700 N Woodland, Wichita, KS 67204 6:30 PM South Side Room The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation Center South Side Room 2700 N. Woodland, Wichita, KS 67204. There were ten District Advisory Board members in attendance, eight City staff and six members of the public who signed in Members Present Staff Present Denise O’Leary-Siemer Officer Lisa Berg, WPD Gregory Boyajian Officer , R.L. DAB members were sworn in by City Clerk, Karen Sublett. Approval of Agenda The agenda was approved as submitted. Motion passed (10-0) Public Agenda 1. Scheduled items: None 2. Off-agenda items: None Staff Presentation 3. Community Police Report Officer Berg, WPD, Patrol South, gave a report on unhappy people who couldn’t reach officers while covering the Anti-Abortion protest. There were listed numbers to call for other issues. The WPD is helping the homeless with donated bicycles. Open Door is distributing them to the homeless looking for employment. A lock is also included with the donated bicycles. Officer Winder, Patrol West, gave an update on four burglaries in the area of Meridian and Douglas. This is occurring in the daytime and there are no suspects. If you see anything suspicious call 911. Minutes 2 August 1, 2016 There’s also a problem playing Pokémon. People are leaving valuable in their cars. There’s been an increase of vehicle thefts in the vicinity of Keeper of the Plains, Exploration Place and the tennis courts. On August 13th, the Kids, Cops and Cars Event will take place at Orchard Park form 11:00- 2:00p.m. Officer Atondo, Patrol North, reported on lawn mower thefts south of 25th Street and west of Arkansas. On 49 Beat, there was one robbery on 29th and Arkansas. There’s also been two aggravated assaults, fifteen larcenies and 2 auto thefts near 53rd Street. Officers have been busy with the protests the previous week. There was the cook-out at McAdams Park and a cookout for the Evergreen Summer Activity Camp. Don’t forget the Neighborhood Night Out on August 9th. Another cook out is planned for August 13th at the Evergreen Park with several other activities to be held. *****Action: Receive and file 4. Wichita Fire Department Report Lt. James Zimmerman, WFD Station 7, gave a brief report on the activities at Station 7. A house fire located at the 2200 block of north Hood caused an estimated $10,000 in damages in the sunroom. There’s been a lot of time spent at the river looking for the missing kayaker. *****Action: Receive and file Board Agenda 5. CON2016-00038 Bill Longnecker, MAPD Bill Longnecker, MAPD, presented a request for a conditional use to operate a group residence, limited, for nine male residents on the SF-5 Single-Family Residential (SF-5) zoned site located on the southeast corner of West 31st Street North and North Hood Avenue. Per the Unified Zoning Code (UZC, Sec.II- B.5.k), a group residence, limited, is a residential facility occupied by six to 15 persons providing cooking, sleeping and sanitary accommodations for a group of people, not defined as a family, on a weekly or longer basis. Typical uses include fraternity or sorority houses, dormitories, residence halls, boarding or lodging houses, children's homes, and emergency shelters for the homeless and for victims of crime, abuse or neglect. DAB? Have you seen the inside the house? A: No, but it needs to be approved by the WFD, the MAPD, and other applicable federal, state and local standards. DAB? What prompted the request? A: The number of bedrooms in this place. Jim Gray, 3265 Hood Ct.? I have nothing against the Oxford House, it’s just the number of people they want to put there. Parking is not good there. I don’t want people there. Leo Casados, 3257 N. Hood? What kind of individuals will be living there? A: This would be a group residence for nine men recovering from drug and/or alcoholic. It is a facility that has no staff but it’s a peer support group. Casados: I don’t want these individuals living near my house. Council member Miller: They can have five unrelated people living there. Veronica Casados, 3257 N. Hood.? There is one small house between Oxford House and the Gerard house for young pregnant teens. This is not a good idea. A: There is no agent or applicant here. DAB? Are there any protests or petitions going on? A: They have two weeks from the end of this Thursday to get the protest in. Council Member: This is the legal amount of time to get signatures. Anyone can go to the MAPC public meeting on Thursday, August 4th at City Hall on 10th floor. Minutes 3 August 1, 2016 Dunakey/Claycomb made a motion to recommend approval that MAPC accept Staff’s recommendation to deny the request. Motion passed: (9-1) 6. Issues of Concern DAB expressed concern on the car lot on 1-235 and Central. There are still a lot of flags displayed there.. Council member will report this to the City’s Code Enforcer. DAB asked about the status on the Delano RFP/FQ? Council member said the proposals are due on August 12th. She will send an email on an update. Updates from Council Member Council Member Miller, announced the next DAB meeting will be mid- August and September’s DAB meeting will be on September 12th due to the Labor Day holiday.
