The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation Center
Lounge Clubroom 2700 N. Woodland, Wichita, KS 67204. There were eight District Advisory Board
members and twelve staff members in attendance.

Call to Order
Council member, Janet Miller, called the meeting to order at 6:40 p.m. Miller asked new youth DAB member, Ethan
Manlove to introduce himself and share some things about himself.
Approval of Minutes
The minutes for August 17, 2016 were approved. Motion passed (8-0) (Matney, Weihe)

Off-Agenda Items:
David Cardona, 2502 Shelton, spoke of the church revival held at the Iglesia Evangelica Refugio Adula at 2455
Arkansas. It is held in September of each year. The major complaints were the loud music, and the hours they start each
day. He requested the following changes:
To receive a residential map and the church’s list of those who were contacted prior to the event at least 60 day
before the revival
To turn down the music from 80 decibels to 40 decibels
To cut down hours to shorter hours because they start their music earlier

To cut down from the four-five days to two days
His last comments were, this is about the noise and not the church.
Kay Metzinger, 3335 N. Jeanette, spoke of the grass in the gutter on Arkansas from edging the curbs along the corners.
She continued with the other following concerns:
Drainage from 33rd to 37th full of sticks, debris and trash.
No street cleaner, street not cleaned very often
Need neighborhood clean-up
Dead end on her street, many speeders, need to control speed
Water problems due to storm drainage
Miller: Community Police Officer, Atondo, will be contacted for traffic control on speeding.
Public Works is setting up a system to clean up the storm drainages.

Staff Presentations
Community Police Report
Officer Jerrell, WPD, Patrol North, reported on “creepy clowns”. The social media is posting pictures of scary clowns.
This is an attempt to scare or harass children. Elementary schools are particularly being targeted. Officer Jerrell has spent
time at Woodland Elementary and believes it’s just a hoax. Children are becoming terrified. There are also traffic
problems at the school by parents. They park across from the sidewalk, children run across the streets and there should be
no double parking. There was a business burglary between the hours of 1:30 a.m.-6:15 a.m. A van backed up to the doors.
Call 911 when you see something suspicious.
Officer Schwiethale, Patrol South, Downtown and Homeless Team, gave an update on the blight in the downtown area
and homes broken into. Property owners and the City are working to correct these problems. He shared information as a
board member to the Family Promise project. This project helps families with children who need shelter. They are getting
churches to volunteer where homeless families can spend the night. They are presently working on a day center with
resources and a case manager.
Officer Williams, Patrol West, reported on a number of robberies taking place, including three liquor stores. There are
reports on people getting bitten by dogs. Keep garage doors closed and locked. Let neighbor know when you’re going out
of town. An update on the Egrets was given that if they’re a nuisance cut down trees. Don’t clap or shoot them. They are
protected.

Fire Department Report
Captain Rodriquez, and four other firefighters from Station 3 were in attendance for this meeting. Captain Rodriquez
informed us to be sure to check our chimneys and to have other heat sources secured and safe. Make sure cinders are out.
If anything unusual is seen, call 911. They’re out in your neighborhood, call them, they’re very close. Check your smoke
detectors. If anyone is needing a detector go to your closest fire station.

New Business
Optimized Deployment Study Presentation
Brad Crisp, Fire Marshal, gave an overview and highlighted main points of the impact of low acuity calls to the WFD.
He referred to a handout given out to the DAB members and public. He specifically emphasized the following:

Research on national statistics and peer community comparison on the increase in medical calls to fire
departments
Research on alternatives from other communities which have implemented to address low-acuity calls
Where possible, results from different deployment strategies
Engaging internal and external stakeholders to address the impact of increasing low-acuity calls to the emergency
response system
Fire Marshal Crisp, took questions and suggestions from the DAB members and public.

CON2015-00030
Bill Longnecker, MAPD, presented a request for a Conditional Use to permit a Tavern and Drinking Establishment and
an Entertainment Establishment on property zoned LC Limited Commercial, generally located northeast of the
intersection of North Arkansas Avenue and West 48th Street North (4904 N. Arkansas Ave.). This would bring the site into
compliance with the current UZC, which was adopted by the City of Wichita and Sedgwick County in 1996. The current
UZC (Sec.III-D.6.w.) requires consideration of a Conditional Use for a LC zoned tavern, drinking establishment or a
nightclub when it is located within 300 feet of a church or place of worship, Public Park, public or parochial school or
residential zoning district. The site abuts SF-5 Single-Family (SF-5) residential property on its north side and is adjacent
to SF-5 zoned single-family neighborhoods on its east (separated by a 20-foot wide alley), south (across 48th Street North)
and west (across Arkansas Avenue). MAPC staff recommended denial.
The Board asked/made the following questions/comments:
DAB: If they approve for denial, can they still operate. A: Yes, they can.
CM Miller: If they do go out of business, the next entity would not be able to go in as a nightclub.
DAB: If we approve this, isn’t this the best way to exert regulating control over some level of performance? A:
If approved, and they go out of business, no. No action of this board would put them out of business.
DAB: Have they violated anything that would illegally allow them to shut them down? A: So far, no. If
approved with Conditional Use, a nightclub in the city could go in there. Right now, a nightclub in the city
cannot be approved.
DAB: Also, are the flashing lights on all evening? A: Sometimes, they’re on all night until 6:00 a.m.
Five members of the public spoke in opposition of this request stating:
The bar is a nuisance.
There are constant beer cans, people intoxicated, and loud music.
Women outside the premise; smoking and poorly dressed.
Children walk to school and there are four buses that pass by.
Police have been called many times, needs to be shut down.
CM Miller: There has been a call for service and incident file to address these concerns. I will follow up with
WPD and the chief. We can’t shut them down because we are a property rights state. We hope with the new
ordinance, it can put some financial pressure to fine the owners of the establishments to clean up some of these
problems.

*****Action Taken: (Boyajian/Dunakey) made a motion to recommend approval of the zoning request
with the five conditions listed on page five in the staff report. Plus, to include another condition; no
exterior flushing lights.

5. Optimized Deployment Study Presentation Bradley F. Crisp, Fire Marshal
Optimized Deployment: In late fall of 2015, the Wichita Fire Department (WFD) and the Public Policy and
Management Center (PPMC) at Wichita State University, began assessing the impact of low acuity calls to the
WFD by conducting research on national statistics and peer community comparison on the increase in medical
calls to fire departments. The PPMC also researched alternatives other communities have implemented to
address low-acuity calls and, where possible, result from different deployment strategies. In addition, as process
was developed to engage internal and external stakeholders to address the impact of increasing low-acuity calls
to the emergency response system.
