The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation Center Lounge
Clubroom 2700 N. Woodland, Wichita, KS 67204. There were eight District Advisory Board members and two staff
members in attendance.

Call to Order
Council member, Janet Miller, called the meeting to order at 6:35 p.m.
Approval of Minutes
The minutes for November 16, 2016 were approved. Motion passed (8-0) (Weihe/Sanders)
Public Agenda
Scheduled Items: None
Off-Agenda Items:
James Christena, 2956 N Jackson, spoke on increased traffic, student safety, a zoning complaint of demolition and the
construction of a building at 29th & Arkansas.
CM Miller: We will make a note of zoning of 29th and Arkansas. If proper zoning and permits are acquired, then they are
in compliance with commercial demolition and building on said property.

Staff Presentations
Captain C Rodriguez, WFD reported having an active month including the burning of a boxing gym located at 18th &
Park Place. An investigation on the fire continues. They also assisted an elderly couple with a walker in coordination with
the Evergreen Resource Center staff, DCF worker and Community Police. They continue to be an advocate for the
community.
December 5, 2016
Officer Jerrell, WPD Patrol North, reported an increase in burglaries. He advised to watch surroundings when leaving,
watch for neighbor’s home when they are gone and to report any suspicious activity to 911.
Officer Tejeda, WPD Patrol West, reported on “porch pirates” and how to prevent porch theft, especially with the
holiday season. There are 5 larceny cases reported as of November 1, 2016 in the area. He informed the public as to where
they can get more information on WPD Facebook page. Donations are requested for children at the domestic violence
shelters for December 18, 2016.
Officer Schwiethale, WPD Patrol South Old Town District, reported on curbing traffic at night in Old Town with the
use of cones and barricades. He reported on monitoring resources due to increased number of officers in Old Town.
There was an update on the homeless outreach program and getting citizens off the street before cold weather arrives.
Also, clothing and furniture donations may be made to His Helping Hands.
New Business
Improvements to Old Town, 2nd and 1st Streets, Washington to St. Francis Tim Davidson
Tim Davidson, PWU, gave a presentation on the current scope for improvement, as approved in the 2016-2025 Capital
Improvement Program for 2nd Street between St Francis and Washington and Old Town improvements, the latter
intended to be 1st Street, Washington to St. Francis.
The Board asked/made the following questions/comments:
DAB: How will pedestrian areas be marked on corners? A: Sidewalk bulb outs could be marked with stone safety barriers
and will be raised at intersections.
DAB: Could scramble lights be used to curb traffic instead? A: Scramble light would be more effective for streets with
constant flow of traffic in all directions as opposed to these streets with flow going in one direction.
DAB: Will 1st street by Coleman be paved to reduce sediment? A: It is not in the scope for improvement and budget does
not allow for that at this time.
CM Miller: When will this begin and be completed by? A: Construction will begin spring 2018 and be completed by late
2018.
****Action Taken: Claycomb/Deckard made a motion to accept the staff recommendation. Motion carried: (8-0)
ZON2016-00050 Scott Knebel
Scott Knebel, MAPC, presented request for city zone change from LC Limited Commercial to CBO Central Business
District (CBD) zoning on 0.14 platted acres located at the northeast corner of Oak Street and west of McLean (624 W.
Douglas).
****Action Taken: Sanders/Deckard made a motion to accept the staff recommendation as stated. Motion
carried: (8-0)

Scott Knebel, MAPC, presented a request for a city zone change from LC Limited Commercial to CBO Central Business
District (CBD) zoning on 0.14 platted acres located at the northeast corner of Walnut Street and West Douglas Avenue
(930 W. Douglas).
****Action Taken: Sanders/Claycomb made a motion to accept the staff recommendation as stated. Motion
carried: (8-0)

Housing and Community Services Department John Hall
John Hall, Housing and Community Services, presented the 2017-2018 One Year Action Plan regarding proposed
Community Services Block Grant (CDBG), HOME Investment Partnerships Program (HOME) and Emergency Solutions
Grant (ESG) allocations. The Community Investments Division oversees activities that are funded through the U.S.
Department of Housing and Urban Development (HUD). Programs funded with these resources are provided to persons
who meet income guidelines.
DAB: Can funds be used to assist citizens with transit? A: Transit has their own funds however can coordinate with
housing department to plan for housing near transportation hubs.
DAB: Can there be bus routes for the elderly that live in housing in need of closer bus routes? A: Tennant participation
funds can assist with getting a shuttle bus for appointments/outings.
DAB: The Housing Expo is a good event to learn about available resources.
John: Yes it is and it is free to the public. Hoping to improve outreach and market better to improve attendance. The
occupancy rate in public housing has increased from 92.9% to 97% since October this year.
****Action Taken: District Advisory Board provided comments and questions regarding funding priorities.
GRC Nomination John Hall
John Hall, Housing and Community Services, requested nomination of Grants Review Committee Representative for
District 6.
****Action Taken: Deborah Sanders and Denise O’Leary-Siemer were both nominated. A vote was taken in favor of
Deborah Sanders.

proposed design concept presented by staff.

6. ZON2016-00050 Kathy Morgan
Oak Street Partners, LLC c/o Dan Unruh (applicant), Baughman Company, Russ Ewy (agent) are requesting a
city zone change from LC Limited Commercial to CBO Central Business District, (CBD) zoning on 0.14 platted
acres located at the northeast corner of Oak Street and west of McLean (624 W. Douglas). The subject site is
currently zoned LC Limited Commercial and is developed with a retail store. The requested CBD zoning would
give the applicants maximum flexibility with code required parking and building setback standards. The site is
located within the Delano District, a commercial district serving West Wichita with a variety of commercial,
personal service and entertainment uses since the 1870’s. The site is within the Delano Neighborhood Plan area,
and the Delano Overlay Neighborhood District (D-O).
RECOMMENDATION: Planning staff recommends that the request be APPROVED subject to the property
owner obtaining a minor street privilege for the paved eight parking spaces along the site’s north boundary. The
recommendation is based on the six findings in the staff report.

Commercial, and is developed with two-story masonry commercial building. The requested CBD zoning would
give the applicants maximum flexibility with code required parking and building setback standards. The site is
located within the Delano District, a commercial district serving West Wichita with a variety of commercial,
personal service and entertainment uses since the 1870’s. The site is within the Delano Neighborhood Plan area,
and the Delano Overlay Neighborhood District (D-O).
