District VI Advisory Board Minutes www.wichita.gov Monday Evergreen Park & Recreation Center January 9, 2017 2700 N. Woodland, Wichita, KS 67204 6:30 PM Lounge Clubroom The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Park & Recreation Center Lounge Clubroom 2700 N. Woodland, Wichita, KS 67204. There were six District Advisory Board members and five staff members in attendance. Motion passed (6-0) (Matney/Weihe) Public Agenda Scheduled Items: None Off-Agenda Items: None Staff Presentations Lt. Ignacio Ayala, WFD, reported there being several fires in District VI. Chimney fires can be prevented by having a licensed contractor inspect your fireplace. Several carbon monoxide calls were made and can be prevented by having a carbon monoxide detector, replacing batteries and follow recommendations of manufacturer. Slow down when driving in ice or snow and plan ahead. Keep cold weather safety items in your car to stay warm until help arrives. New Business Ordinance Amendment to Section 7.04.070 Pertaining to Nuisance Lighting and Sections 6.04.040 and 6.04.050 of the City Code Pertaining to the Control of Animals Jan Jarman Jan Jarman, Assistant City Attorney, gave a presentation regarding the ethical rules which require prosecutors to proceed with the prosecution of cases only where probable cause exists to indicate that a violation of the City Code has occurred. These amendments allow citizens to make reports which will then be investigated by Animal Control or MABCD officials and are necessary to ensure the minimum standard of probable cause is met before a case is charged. DAB: Is first contact made to Animal Control? A: Yes, information will soon be available online for procedural clarification. January 9, 2016 DAB: Who is first contact for nuisance lighting? A: MABCD and their number is 660-1840. Or call Evergreen Resource Center and they will help you. 911 is also available after hours. DAB: Can this information be put on Nextdoor? A: Yes. ****Action Taken: Received and filed Cost of Service Analysis for the Stormwater Utility Don Henry Don Henry, Assistant Director of Public Works & Utilities, gave a presentation on results of the Stormwater Utility’s Cost of Service Analysis, identified revenue requirements, and resulting service levels. The fund balance for eroding infrastructure is depleting over time. The utility has been formed since 1992 but current fee structure will only keep infrastructure viable until 2020. Loss of this infrastructure can cause service and safety issues. Emergency repairs can cost approximately $500,000- $950,000 per incident. Customers who use less will be rounded down and heavy users will be rounded up to a set max for equitable cost recovery. Rate increases will be used to cover needs in two phases, the first one beginning in 2018. DAB: Will commercial businesses be excluded from rate change? A: Commercial will not get relief but they also won’t bare the brunt of the cost. DAB: What does impervious surfaces refer to? A: Surfaces that have been improved and cannot absorb water and/or cause water runoff. ****Action Taken: Received and filed ZON2016-00062 Kathy Morgan Kathy Morgan, MAPC, presented request for City zone change from General Office to Neighborhood Retail to accommodate a bakery; generally located on south side of W 13th Street and east of Zoo Blvd (4327 W 13th St N). Parking is currently sufficient. There will be no changes to exterior, only upgrades to interior. It’s a limited sales business model and building will not be allowed to grow and increase traffic. Business has been well established for this type of business purpose since 1984. ****Action Taken: Weihe/ Matney made a motion to accept staff recommendations as stated. Motion carried (6-0) BOARD AGENDA Issues of Concern Gregory Boyajian reported concern for eroding walkway that dips by east side of river near hole #4 at Sims Park and would like to see improvement before it becomes a safety hazard. ****Action Taken: Cindy Claycomb will notify Troy Houtman, Park Director. Received and filed. Neighborhood Reports None UPDATES The next DAB VI meeting will be held on January 18, 2017 at 6:30 p.m. at Evergreen Park & Recreation Center (2700 N. Woodland). Woodland, Wichita, KS 67204 6:30 p.m. South Side Room ORDER OF BUSINESS - - Call to Order - - Approval of Agenda for January 9, 2017 - - Approval of Minutes for December 5, 2016 PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 1. Scheduled items: Recommended Action: Receive and file 2. Off-agenda items: Any individual present that did not request to speak on the public agenda prior to the meeting may speak at this time. Recommended Action: Receive and file STAFF PRESENTATIONS 3. Fire Department Report Staff will give a brief report on District V issues, problems and events. 4. Community Police Report Community Police Officers will give a brief report on District V issues, problems and events. Recommended Action: Receive and file all Staff Reports NEW BUSINESS 5. Cost of Service Analysis for the Stormwater Utility: Don Henry, Assistant Director of Public Works & Utilities, will present results of the Stormwater Utility’s Cost of Service Analysis, identified revenue requirements, and resulting service levels. Staff will soon be presenting ordinance revisions to Council that will establish two things: 1) a base rate for all stormwater customers; and, 2) establish a new method for calculating residential stormwater bills. Recommended Action: Receive and file 7. ZON2016-00062: Kathy Morgan, Senior Planner, MAPD, will present the request by Jeannette Z. Habashy (owner) Pamela Pletcher-Roe (applicant) Ryan D. Hubbard, NAI Martens (agent), for City zone change from GO to NR to allow bakery sales; generally located on south side of W 13th Street and east of Zoo Blvd (4327 W 13th St N). Recommended Action: Based on information available prior to the public hearings, planning staff recommends that the request be APPROVED. BOARD AGENDA 8. Issues of Concerns DAB members have the opportunity to ask questions regarding City topics and identify issues of concern to be addressed. Recommended Action: Receive and propose appropriate action. 9. Neighborhood Reports DAB members may report events/activities from the neighborhood/homeowners groups in their areas.
