The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Resource Center conference room,
2700 N. Woodland, Wichita, KS 67204. There were six District Advisory Board members, six staff members and four
members of the public in attendance.

Call to Order
Vice Mayor, Janet Miller, called the meeting to order.
Approval of Minutes
The minutes for May 17, 2017, were approved. Motion passed (6-0) (Sanders/Deckard)
Staff Presentations
Community Police Report:
Officer Jerrell, WPD Patrol North, reported on neighborhood association efforts to slow traffic with signage and
reported it has helped with daytime traffic speeds. Night time traffic in the area is still an issue and officers are continually
issuing citations to curb speeding. He also reported that recent business burglaries have increased but police have a
suspect and are hoping it will lead to an arrest soon.
DAB: Was the recent IMPACT meeting well attended? Officer Jerrell: Approximately 22 people came out and the
community was supportive. It ended up being a really productive meeting. The second IMPACT meeting in recent weeks
related to robberies in the area had over 70 attendees.
Officer Schwiethale, WPD Patrol South, reported on an increase in auto thefts in the Downtown area. He advised to
lock your vehicle and hide valuable items. Cameras in the Old Town area should reduce this type of crime soon. He also
reported that the HOT team recently got a new truck to help with homeless outreach projects.
Officer Tejeda, WPD Patrol West, reported that Orchard Park area had two neighborhood cleanups recently and is
planning a cookout in the park as well. Sunflower Neighborhood Association also had a clean-up and ice cream social.
River Boulevard has had an issue with speeders recently and officers began issuing citations on this road to curb the
speeding. He reported on the new Wichita Police Department phone application that can be used to make reports, contact
community police and submit tips and information. The name of the application is Wichita Police Department and can be
found on the Apple and Android Play Store.

Fire Department Report:
Dustin Winter, WFD, reported on the new dispatching system that has changed the way they respond to calls. Although
the Wichita Fire Department has seen a similar number of structural fires as the previous year, due to the new system,
Wichita Fire Department response to EMS and Rescue alarms have significantly decreased.

New Business
Old Town Cinema Parking Time Restrictions
Scott Wadle, City Manager Office, presented recommendation to change the number of parking with time restrictions of
the Old Town Cinema Parking Garage. This proposal would reduce the number of three hour restricted parking spots from
approximately 105 spaces to approximately 80 spaces. On May 13th, the first floor of the garage was reserved for 3 hour
parking due to the recent addition of the Wichita Eagle to the Old Town Square. Due to some disappointment by
stakeholders, staff conducted a user survey and readdressed the situation.
The Board asked/made the following questions/comments:
DAB: Would we normally have been included on a parking decision? Scott: My hope is to make that the case at some
point, but this is a new process for civic engagement related to parking decisions.
Ryan Reimers, 329 N. Meade: I am the owner of Lucinda’s and I pay into the parking fund. I am 100% behind the City’s
recommendation for parking adjustments in Old Town.
DAB: Are business owners happy with this change? Scott: The vast majority have said they are happy with it.
Action Taken: Deckard/Sanders made a motion to APPROVE recommendation to proceed with the modification
to the posted time limits in the Old Town Cinema Garage. Motion carried (6-0)

NEW BUSINESS
5. Old Town Cinema Parking Time Restrictions
Scott Wadle, City Manager Office, will present recommendation to change the number of parking with
time restrictions of the Old Town Cinema Parking Garage. This proposal would reduce the number of three
hour restricted parking spots from approximately 105 spaces to approximately 80 spaces.
On February 23, 2017, City of Wichita (City) staff met with stakeholders from the cinema area in Old Town,
including property owners and tenants. The stakeholders shared a number of concerns related to the cinema
area, including a need for additional time restricted parking on the first floor of the Cinema Garage. The

stakeholders expressed a desire for the additional time restricted parking in order to ensure the availability of
convenient and accessible parking for customers and visitors.
During the weekend of May 13, 2017, City staff installed signs restricting the majority of the garage’s first
floor parking spaces to three hour parking during weekdays from 9am to 3pm. The following Monday
morning multiple tickets were issued for vehicles in violation of the new posted restrictions. Stakeholders
from the area contacted City staff and elected officials expressing displeasure.
On May 16, 2017, the City issued an online survey to collect input on two projects, including the installation
of the three hour parking time limits in the garage. The survey was open through May 23, 2017 and received
22 responses. The majority of the responses from the survey expressed displeasure with the new time limits.
On May 18, 2017, the City hosted an open house event. The comments from the open house event were
mixed about the new time limits.
Recommended Action: It is recommended that the District Advisory Board endorse the project and
recommend that staff proceed with the modification to the posted time limits in the Old Town Cinema
Garage.

be addressed.
