District VI Advisory Board Minutes www.wichita.gov Monday Evergreen Resource Center November 6, 2017 2700 N. Woodland, Wichita, KS 67204 6:30 p.m. Conference Room The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Resource Center conference room, 2700 N. Woodland, Wichita, KS 67204. There were eight District Advisory Board members, six staff members and four members of the public in attendance. Approval of Minutes The minutes for September 20, 2017, were approved. Motion passed (8-0) (Deckard/Matney) Public Agenda Deborah Sanders, 2020 N Wellington Pl, spoke about the potential of soil parasites in the City soil. Glennda Carter, 2627 W 9th St, spoke in support of Deborah Sanders’ presentation. Ronald Muhasky, 1905 W Schoolhouse St, spoke about the declining nutrition in today’s food products and how the parasites in the soil can potentially harm individuals who are nutritionally deficient. Action Taken: Received and filed Staff Presentations Fire Department Report: Fire Chief Tammy Snow and Captain Carlos Rodriguez spoke about the community outreach efforts of the Wichita Fire Department and stated that soon the WFD will be out in the community regularly and interacting with citizens for reasons other than emergencies. They also stated that Kidde fire extinguishers are recalling all fire extinguishers from January 1st, 1973 to August 1st, 2015 and will replace these extinguishers for citizens. Pleas contact Kidde for more information. November 6, 2017 Community Police Report: Officer Carlson, WPD Patrol South, spoke about the Downtown camera system. He stated that crime has dropped in Old Town and that the cameras are also being used to combat traffic issues in the area. He also reiterated how important it is to not keep valuables visible in your car or your home. Officer Carlson advised to not throw boxes away in open sight that might indicate to thieves that you have a valuable item in your home. Officer Atondo, WPD Patrol North, spoke about a 20% increase in auto thefts across the city that could be related to thefts via decommissioned tow trucks. Also, he reported 90’s era Honda vehicles have been targeted lately due to their ease of theft. Officer Atondo provided information about event on Wednesday, November 8th, from 3-5 p.m., at Evergreen Park and Rec to honor a young man who is a big fan of first responders. The young man is battling cancer and in honor of his bravery, the WPD will be celebrating him as an Honorary Police Officer. New Business WAMPO Scenario Planning Initiative Cindy Claycomb, Wichita Area Metropolitan Planning Organization, presented WAMPO’s Scenario Planning Initiative and how the City and greater region will move forward with transportation planning in the future. Discussion was held with the audience to gather input about challenges and opportunities associated with the City’s transportation system. Action Taken: Received and filed 2018-2019 Funding of CDBG, HOME and ESG John Hall, Housing and Community Services, gave presentation on the HUD Consolidated Plan, Fourth Program Year Plan. He described the programs funding structure and timeline and explained how the different grants associated with the plan function and how they are distributed. He also spoke about how previous and current grants have been utilized to better the community to date. The Board asked/made the following questions/comments: DAB: Has the budget been passed? John: No, it hasn’t been passed yet. DAB: How long do we have to comment? John: There will be a 14 day public comment period that is currently open. DAB: Perhaps we should advertise on tv to gain more public input. VM Miller: We don’t have a budget for television advertisement for this program. Action Taken: Received and filed Grants Review Committee Nomination John Hall, Housing and Community Services, gave presentation on the Grants Review Committee. The U.S. Department of Housing and Urban Development (HUD) requires that cities involve citizens in the allocation process for Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. The City of Wichita accomplishes this through a series of public hearings before the City Council and through the appointment of a Grants Review Committee (GRC) which reviews proposals and applications. Action Taken: Shaun Rojas volunteered for the committee and the District Advisory Board approved. November 6, 2017 UPDATES FROM COUNCIL MEMBER The next DAB VI meeting will be held at 6:30 p.m. on December 4, 2017, at the Evergreen Resource Center, 2700 N. Woodland, Wichita, KS 67203. Woodland, Wichita, KS 67204 6:30 p.m. Conference Room ORDER OF BUSINESS -- Call to Order -- Approval of Minutes for September 20, 2017 PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 1. Scheduled items: Recommended Action: Receive and file 2. Off-agenda items: Recommended Action: Receive and file STAFF PRESENTATIONS 3. Fire Department Report Staff will give a brief report on District VI issues, problems and events. Recommended Action: Receive and file. 4. Community Police Report Community Police Officers will give a brief report on District VI issues, problems and events. Recommended Action: Receive and file. NEW BUSINESS 5. WAMPO Scenario Planning Initiative Cindy Claycomb, Wichita Area Metropolitan Planning Organization, will present on the Scenario Planning Initiative. This will be an informative and participatory presentation that is designed to gather input on perceptions of the transportation system. Recommended Action: Provide comments and feedback. Agenda November 6, 2017 2 6. 2018-2019 Funding of CDBG, HOME and ESG John Hall, Housing and Community Services, will present on the Action Plan for 2018-2019 funding of Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funds. In order to receive these funds, the City is required to prepare a Five Year Consolidated Plan. Each year thereafter, the City is required to submit an Annual Action Plan which addresses the priorities identified in the Consolidated Plan. Recommended Action: Provide comments and feedback and take appropriate action. 7. Grants Review Committee Nomination John Hall, Housing and Community Services, will present on the Grants Review Committee. Neighborhood Reports DAB members may report events/activities from the neighborhood/homeowners groups in their areas. Recommended Action: Receive and propose appropriate action.
