The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Branch Library
conference room, 2601 N. Arkansas, Wichita, KS 67204. There were 6 District Advisory Board members,
the Council Member, 2 staff members and 7 members of the public in attendance.

Order of Business
Council Member Cindy Claycomb called the meeting to order and the minutes for July 1, 2019,
meeting were approved. Motion passed (6-0)

ZON2019-00022 Rezoning from Single-Family Residential to Two Family Residential
Kathy Morgan, Metropolitan Area Planning Department, presented a request for the rezoning of Lot
2, Block 8, Fruitvale Addition, from SF-5 Single Family Residential (SF-5) to TF-3 Two Family Residential
(TF-3). The property currently has a metal carport with two sheds attached at the west end of the carport.
TF-3 zoning district requires a 25-foot front setback and a 20-foot rear setback. The property is
approximately 10,600 square feet, with 60 linear feet of frontage along North Doris Street. The Unified
Zoning Code (UZC) requires a minimum of 6,000 square feet per duplex building.
North Doris Street is a local gravel street with a 60-foot right-of-way. West St. Louis Avenue is a local
gravel street with a 60-foot right-of-way. The closest major intersection to the subject site is West Central
Avenue and North Hoover Avenue. The sewer line is located along the west property line and the water
line is located on the west side of North Doris Street.
Recommended Action: Staff recommends approval of the request, as submitted.
The following questions and comments were introduced by members of the DAB:
DAB Member – This is not the exact lot for the property but it’s a similar sized lot?
Morgan - Correct
Matney/ O’Leary Siemer moved to approve staff recommendation.
Motion passed 6-0.
ZON2019-00027 Rezoning from Single-Family Residential to Limited Commercial
Kathy Morgan, Metropolitan Area Planning Department, presented a request to rezone the property
to a Limited Commercial district to allow for future redevelopment. The property is located on the north
side of West 13th Street North approximately ½ mile east of North West Street. The property encompasses
several parcels which front West 13th Street on the northwest corner of West 13th and Sheridan Avenue.
Recommended Action: Staff recommends approval of the request.
The following questions and comments were introduced by members of the DAB:
DAB Member – Will this be replatted at some point?
Agent for the Applicant – If the property is ever sold it will have to be replatted.
DAB Member – With the property being listed as LC does that allow something like a recycling center or
other neighbor disturbing use in the area?
Agent for the Applicant – A lot of those types of uses would be negated due to the lots limited size.
DAB Member - The proximity to a church and residential neighborhood would also limit the uses.
Applicant – I just want to improve the property into something better than it si. I grew up in that
neighborhood and am close to the people in the area so I don’t have any intentions of introducing
anything negative in the area.
Snyder/ Matney motioned to approve the request.
Motion passed 6-0.

Updates from Council Member
Council Member Claycomb reported Neighborhood Night Out is August 13th so be sure and
sign up soon. Civic Engagement Academy has been funded in perpetuity and it has also won a
League of Kansas Municipalities Award that she will accept in Kansas City in October. The Fall
session begins in October, so sign up soon if you would like take that class. This is Brandon’s
last week with the City and we wish him well as he goes to work for the Greater Wichita
Partnership.
