The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Branch Library
conference room, 2601 N. Arkansas, Wichita, KS 67204. There were 6 District Advisory Board members,
the Council Member, 9 staff members and 8 members of the public in attendance.

Order of Business
Council Member Cindy Claycomb called the meeting to order. She introduced the new Community
Services Representative for District VI, and thanked Janet Johnson for her help.
Ana Lopez provided a brief background of her past positions with the City of Wichita, and said that as a
resident of District 6 she’s excited about her new role and she’s looking forward to continue working with
Council Member Claycomb.
Motion moved to hear Item 6 before Item 5. Motion passed (6-0)
Motion moved to approve the minutes for the August 5th and August 21, 2019, meeting. Motion passed
(6-0)
Staff Reports
Police Department
Officer Nate Schwiethale, Homeless Outreach Team, no updates with regards to crime in the
Downtown area and camping and trespassing, issues have been addressed. He informed about a Homeless
Advisory Committee meeting scheduled with business owners in the area in an effort to get the
community involved and to gather information. He said that later this month he will travel with Mayor
Longwell to Washington D.C. to speak about Wichita’s Homeless Outreach Team.
Linda Matney comments that there’s a homeless living underneath the bridge on Amidon and 21st Street
and it has not been addressed.
Officer Nate Schwiethale said he was not aware and will add it to his list.
Officer Winder, 14 Beat, reported that auto thefts are up from last month and most cases involved keys
that were left inside the vehicles. He reminds public not to leave items of value inside cars or to leave cars
running. He reports that SWAT was called to the area of 21st and Amidon and the individual was arrested.
Officer Steve Jerrell, 48 Beat, reminds citizens not to become crime victims by leaving items of value
inside cars. He said there will be enforcement on parking tickets around NO parking zones in school
areas. He also reminds public not to park in the middle of the street while picking up children from school
as it blocks busses and it’s a safety hazard. He also reports of a few shootings around the Patrol North
area and encourages people that has information related to those shootings to contact crime stoppers. He
said this is his last DAB meeting as he is being promoted to Detective.
Angela Martinez reported speeding issues along Arkansas Street.
Member from the public also mentioned speeding issues on Market Street.
Martinez said there are a few issues with parking on the street around St. Patrick’s school.
Officer Jerrell replied that because of their location they have a unique situation at St. Patrick’s and said
parents need to be conscientious when picking up children.
O’Leary-Siemer mentioned that Emmerson Elementary currently has walking busses that help alleviate
traffic issues around the area.
Officer Jerrell said he will pass this information along to other schools.
Matney asked what happens when cars park in private driveways.
Officer Jerrell said he is unable to issue tickets for vehicles parked in private driveways for illegal
parking and it is up to the property owner to call the tow truck to get vehicle towed at their expense.
Fire Department
Reported that there were 53 fire incidents and 515 medical alarms in District VI. In the 300 block of
North Main there was an extensive fire in a three floor building that started in the attic area. Not sure of
cause and an estimated ½ million damage. He reminds the public that October is fire prevention month
and points out that sleeping with doors closed can keep smoke out in case of a fire giving people up to 3
more minutes to find an exit. This is also a good time to replace fire and other detectors in the house.

Public Agenda
Martin Garcia, 1807 N. Market is present to obtain more information about the new Opportunity Zone
program.
Council Member Claycomb said the Opportunity Zone programs is a federal program but the dollars
don’t come the Federal Government, and the money comes from investors who want to invest in those
zones. She said there is more information on the City of Wichita web page and the Wichita Greater
Partnership also has more information on their web page for these zones.
New Business
Riverfront Legacy Master Plan
Susie Santo, Visit Wichita, and Gary Plummer, Wichita Regional Chamber of Commerce,
members of the Riverfront Legacy Coalition, presented an overview of the Riverfront Legacy Master
Plan and respond to questions.
DAB members had the following questions and comments were as follows:
Bill Longnecker asked how the new development will be different than Century II and its multipurpose
configuration. What’s going to happen to the old Library building? Santo replied that those are some of
the questions they are trying to answer. She said there are many challenges and she does not have an
answer to those questions as finding those answers are part of the process.
Gregory Boyajian asked if the land is privately owned or is it owned by the City. Santo replied both.
Council Member Claycomb asked if Hyatt and Water walk was involved in this process. Santo, replied
yes.
Matney comments that they should not duplicate with what is currently offered at the Arena. Santo,
replied there is not much crossover and that they have a very good relationship with the Arena who is
involved in this process as well.
Martinez comments that the area should have open spaces for everybody to use and gather for actives, as
well as areas for children.
Council Member Claycomb opens the discussion to the public.
Member of the public asked how much money is being set aside for local firms. Santo replied that there
is dollars being spent in local agencies. The original ideas is to hire somebody to gather information and
create the plan from an outside perspective. She mentions that this is just the planning/design phase.
Council Member Claycomb said that public engagement is very important and encourages everybody to
get involved and attend the Coalition’s meetings that are open to the public.

CON2019-00032 Conditional Use to allow Warehouse, Self-service Storage on property zoned D-O
Delano Overlay
Matt Williams, Metropolitan Area Planning Department, presented a request for a Conditional
Use to allow Self-service Storage on property zoned D-O Delano Overlay and GC General
Commercial at 1642 W. Douglas, which is 1/3 mile west of North Seneca on the north side of West
Douglas Avenue. Per the Unified Zoning Code (UZC, Article III, Section III-C.8.b(2)) Warehouse,
Self-service Storage shall be allowed only as a Conditional Use in the D-O District, regardless if
permitted in the underlying district.
The applicant has indicated via site plan the intention for a two-phase project. Phase 1 would include
remodeling the building located at 1642 West Douglas into climate controlled self-storage. Phase 2
would include the construction of 56 storage spaces replacing unused parking on site. The compound
would be enclosed with gated access and a porte-cochere would be built for a covered loading area.
Phase 2 would also include remodeling the building located at 122 Millwood into climate controlled
self-storage.
Properties within the Delano Overlay must also comply with the Delano Neighborhood Design
Guidelines. The guideline are meant to ensure that “alterations shall be respectful of the character of
one of Wichita’s earliest commercial and residential districts.” The site plan and elevations provided
are not detailed enough to thoroughly review the project for compliance with the design guidelines,
however the documents do indicate that the following guidelines have not been met:
Architectural features shall be retained and building designs shall be compatible with the
district’s historical architectural character by coordinating style, architectural detailing, materials
and scale with the original buildings in the district (UZC, A-5, Section 3-a.1). The removal of
windows along Douglas Avenue and Millwood Avenue at the remodeled building at 1642 West
Douglas is incompatible with the district’s historical architectural character.
All remodeling or rehabilitation of exteriors shall ensure the visual integrity of the building
and be compatible with the overall architectural character of the district (UZC, A-5, Section 3-a.2).
The removal of windows along Douglas Avenue and Millwood Avenue at the remodeled building
at 1642 West Douglas does not ensure the visual integrity of the building would be compatible with
the overall architectural character of the district.
Detached garages, carports and other accessory structures shall be subordinate (smaller) to
the primary structure with regard to height, scale and mass, and shall be situated in a manner that
is typical of the neighborhood (UZC, A-5, Section 3-a.4). The storage units to be constructed in
Phase 2 are not situated in a manner that is typical of the neighborhood.
All openings in the façade of a building (windows, doorways, etc.) shall be proportioned
to reflect pedestrian scale and designed in a manner that encourages interest at the street level (UZC,
A-5, Section 3-f.1(e)). The removal of the pedestrian scaled windows along Douglas Avenue and
Millwood Avenue at the remodeled building at 1642 West Douglas does not encourage interest at
the street level.
In addition, when more detailed site plans and elevations are provided, any building additions and
accessory buildings shall be compatible in appearance with the principal building (UZC, A-5, Section
3-a.3).
Matt Williams present the staff report and informed that MAPC heard this case at their meeting and
voted to approve with a motion that passed 10-0.
Council Member Claycomb comments that this item is being heard by DAB after MAPC due to the
Holiday.
Longnecker asked when the Delano Design Review Committee would be looking at this case. Williams
replied Thursday.
Williams said the storage units are located long the railway. Buildings not be metal along Douglas.
Longnecker asked if Council Member will have a change to see what the Delano Design Review
Committee suggest.
Williams comments that the conditional use is just for the use.
Longnecker asked if Council Member can appeal the decision of the Delano Design Review Committee.
Williams replied that this would not go to City Council and the recommendation of the Delano Design
Review Committee is final. Adding that MAPC only approved the use and if the applicant is not happy
with the recommendation of the Delano Design Review Committee the applicant could appeal.
Matney comments if the public services on the second building and asked if they are being relocated.
Scott Riffle, Applicant said that is a possibility.
Action Taken: Boyajian made a motion to approve staff’s recommendation and the recommended action
by MAPC. Longnecker second.
Recommended Action: Staff recommends approval subject to the following conditions:
A. The site must adhere to the Delano Neighborhood Design Guidelines.
B. The applicant shall submit a revised site plan and elevations for review and approval by
the Director of Planning prior to the issuance of a building permit.
C. The Conditional Use permits a “Warehouse, Self-service Storage,” which shall be
maintained and operated in compliance with all applicable codes, including but not limited to
zoning, building, fire and health, and in substantial compliance with the approved site plan.
D. If the Zoning Administrator finds that there is a violation of any of the conditions of
approval, the Zoning Administrator, in addition to enforcing the other remedies set forth in
Article VIII of the Unified Zoning Code, may, with the concurrence of the Planning Director,
declare the Conditional Use null and void.
Motion passed 6-0.
Issues of Concern
Denise O’Leary-Siemer thanked forestry for all trees planted along the river.
Neighborhood Reports
Angela Martinez informed the DAB about an upcoming event happening in Downtown on Sept.
28 from 1 to 10 p.m. - Wichita Hispanic Heritage Festival
Updates from Council Member
Council Member Claycomb reports that two Zoning cases approved by DAB were also approved by
City Council.
