The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Branch Library
conference room, 2601 N. Arkansas, Wichita, KS 67204. There were 7 District Advisory Board members,
the Council Member, 2 staff members and 3 members of the public in attendance.

ORDER OF BUSINESS
Council Member Cindy Claycomb called the meeting to order
Motion moved to approve the minutes for the Sept. 9, 2019, meeting. Motion passed (7-0)
PUBLIC AGENDA
This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular
agenda for the meeting. There is a five minute time limit for each speaker.

NEW BUSINESS
3. ZON2019-00035 Rezoning from GC General Commercial and former railroad right-of-way to CBD
Central Business District.
Philip Zevenbergen, Metropolitan Area Planning Department, presented a request for CBD Central
Business District zoning on 1.6 acres located on the west side of North McLean Boulevard and on the north
side of West 2nd Street (740 West 2nd Street North). The subject site is currently zoned GC General
Commercial and former railroad right-of-way. The applicant would like to rezone the property to CBD to
allow for future redevelopment.

Adjacent Zoning and Land Use:
North: LC; Exploration Place: Science and Discovery Museum
South: CBD & LI; Advanced Learning Library; Construction company main offices
East: LC & CBD; Exploration Place, River Vista Apartments
West: GC Commercial uses
The site was platted as Reserve C, West Wichita Addition, Wichita, Sedgwick County, Kansas, 1872.
Gregory Boyajian commented that the Central Business District is for buildings that have already been there.
He asked why is it appropriate to use for new development. Zevenbergen said it’s for more flexibility on crowed
lots and mainly to meet parking requirements.
Boyajian asked where people would park? Zevenbergen said River Vista Apartments parking garage has
designated public parking, and onsite parking along 2nd Street.
Russ Ewy, Baughman Company, said that the primary reason for CBD is flexibility for architects and
developers as it relates to zero lot setbacks, parking in older historic neighborhoods have a presence at street
level like in Delano.
CM Claycomb said depending on usage, the plan is to have enough parking to accommodate the building.
Boyajian asked where people will park if that is the case.
Ewy said that there is trend that reduces the requirement of parking. Businesses are trying to reduce automobile
use and one way is to reduce the amount of parking and have people use alternate modes of transportation.
Denise O’Leary-Siemer said this goes with the plan Places for People and a national trend that encourages
people to use public or alternative ways of transportation. Parking is expensive to maintain and its part of a
reaction to climate change.
Boyajian said part of the issue is approving the zoning but not knowing what will be there. He wants to know if
the Board is in agreement not knowing what development will go onsite.
James Deckard said that CBD is appropriate use for the land since the majority of adjacent land use is already
CBD or Commercial.
Boyajian agreed, but pointed out it is a large vacant area and how it will be used with respect to parking
requirements.
O’Leary-Siemer asked if they know what the use will be.
Zevenbergen said the applicant is not required to disclose the use as long as they agree that the use will meet
requirements.
O’Leary-Siemer said studies show that parking requirements inhibit development.
Boyajian asked if they feel okay with that approving that.

Bill Longnecker mentioned uses permitted by right in the zoning code and said that gives a pretty good idea of
what it could be. CBD has flexibility with parking in regards of set requirements. Zero lot line is better in regards
of location unusual shaped property.
Ewy said that the City is a partner in this, and the property will be plated and will not seek access to McLean.
Action Taken: Boyajian made a motion to approve staff’s recommendation seconded by Deckard.
Motion passed 7-0

UPDATES FROM COUNCIL MEMBER
Council Member Claycomb reminded DAB about Open Streets ICT on Sunday, Sept. 22 from 12 p.m. to 5 p.m..,
and the District VI Coffee at the Downtown YMCA Sept. 28 where Troy Houtman, Director of Park and
Recreation, will talk about City of Wichita Parks.
The next DAB VI meeting will be held at 6:30 p.m. on Oct. 7, 2019, at the Evergreen Library, 2601 N. Arkansas,
Wichita, KS 67204.
