District VI Advisory Board Minutes www.wichita.gov Monday Evergreen Branch Library Oct. 7, 2019 2601 N Arkansas, Wichita, KS 67204 6:30 p.m. Conference Room The District VI Advisory Board meeting was held at 6:30 p.m. at the Evergreen Branch Library conference room, 2601 N. Arkansas, Wichita, KS 67204. There were 7 District Advisory Board members, the Council Member, 9 staff members and 4 members of the public in attendance. Angela Martinez Gisela Pena Joel Weihe Order of Business Council Member Cindy Claycomb called the meeting to order. Denise O’Leary-Siemer moved a motion to approve the Minutes from the Sept. 18, 2019, meeting. Linda Matney second. Motion passed 7:0 Staff Reports Police Department Officer Nate Schwiethale, Homeless Outreach Team, reported that there has been an increase in thefts from items inside vehicles. He encourages residents to lock their vehicles and cover items of value. He also gave an update on work being by the HOT team and announced that a fourth position had been filled to help with outreach and camping issues. He announced that he will be traveling to Washington D.C. with Mayor Longwell to talk about the drop of Wichita’s homeless population. He mentioned that the since the implementation of the HOT team Wichita saw a decrease of unsheltered homeless by 15 percent. Martin Garcia, member from the public brought up a concern of a homeless woman camping at a business in Mid-town and asked if that is something the HOT team could help him with. Officer Schwiethale explained what the HOT team could do to address this problem and interchanged information with Mr. Garcia. Officer Williams, reported that one of the biggest issues in his beat is larceny and reminds residents to lock their vehicles, close garage doors and secure items of value. DAB VI Minutes Page 2 October 7, 2019 Officer Atondo reported that theft is also an issue in beat 48 and 49. He gave an update on a shooting that happened at the 300 block of W. 27th Street. The suspects are in custody and invited the community to an IMPACT meeting on Wednesday, October 9, 2019 at 5:30 on the 300 block of W. 27th Street. He informs about an upcoming career fair at Cloud Elementary on October 23rd from noon to 2:00 p.m., and mentioned Hoops for Literacy a campaign that a few officers from Patrol North are part of. He said this would be his last DAB VI meeting as he is moving to Patrol West. Fire Department Wichita Fire Department reported 20 different fire alarms in District VI, 79 calls for service, 488 medical alarms, and two fires that are being investigated by the Investigation Fire Unit. Fire prevention week is currently taking place and WFD is busy touring schools and daycares teaching kids about fire escape plans. He urges resident as to have an escape plan and to practice it with kids. He also reminded residents to change batteries in fire alarms once a year. PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 1. Scheduled items: None 2. Off-agenda items: Recommended Action: Receive and file NEW BUSINESS ZON2019-00036 Rezoning from SF-5 Single-Family Residential to TF-3 Two-Family Residential. Kathy Morgan, Metropolitan Area Planning Department, will present a request for the rezoning of the west 175 feet of Lot 71, Valley Acres Addition, (1056 North Sheridan Avenue) from SF-5 Single Family Residential (SF-5) to TF-3 Two Family Residential (TF-3). The property currently has a residential structure with two sheds that will be demolished if the rezoning is approved. TF-3 zoning district requires a 25-foot front setback and a 20- foot rear setback. The property is approximately 11,800 square feet, with 70 linear feet of frontage along North Sheridan Avenue. The Unified Zoning Code (UZC) requires a minimum of 6,000 square feet per duplex building. Properties north, south, east and west of the subject site are zoned SF-5 and are developed with single-family residences. There is TF-3 zoning on the north side of West 10th Street, approximately 125-feet north of the subject site. The subject site is located in the Valley Acres Addition, platted in April 1928. No other zoning cases are associated with this site. Recommended Action: Staff recommends approval of the request. Shaun Rojas asked what would be situation be if it is not improved. Kathy Morgan replied that one of the things planning likes to make sure that there no impact with on street parking. The property owner needs to provide off street parking, trash pickup, and paved parking spaces. She mentioned that she has never been involved in making a denial for a zone change to TF-3. She said they usually DAB VI Minutes Page 3 October 7, 2019 meet with applicants before they get into the final application phase and they make sure that any issues like drainage, access by fire department are taken care of before the public hearing at MAPC. Bill Longnecker asked if the applicant could request an administrative adjustment. Morgan said because there are two duplexes on one lot, the applicant would also have to do a conditional use permit for multi- family along with the request of ten percent reduction in the lot size (an administrative adjustment) Longnecker asked if this is only one lot. Morgan replied yes. Gregory Boyajian asked if the existing structure is being removed. Morgan replied yes. Boyajian pointed that the end of 10th Street is unpaved, he asked if a petition to pave the street could be added as a condition. Morgan replied that paving would fall on the properties facing the street to the north and south side of 10th street. Linda asked if they are adding two driveways. Morgan replied that the driveways would be located on the south side. CM Claycomb asked if there is public present to provide comment. None. Brings it back to the Board for questions, comments or action. Action Taken: Longnecker made a motion to approve staff’s recommendation seconded by O’Leary-Siemer Motion passed 7-0 Morgan comments that his case will be heard by MAPC on Thursday, October 10th at 1:30 p.m. 3. Issues of Concern DAB members have the opportunity to ask questions regarding City topics and identify issues of concern to be addressed. Recommended Action: Receive and file. 4. Neighborhood Reports DAB members may report events/activities from the neighborhood/homeowners groups in their areas. Recommended Action: Receive and file. UPDATES FROM COUNCIL MEMBER Council Member Claycomb announced that there will not be a mid-month District VI meeting. The next DAB VI meeting will be held at 6:30 p.m. on November 4, 2019, at the Evergreen Library, 2601 N. Arkansas, Wichita, KS 67204. ADJOURN
