Community Police Report Community Police Officers will give a brief report on District VI activities, issues and events. Recommended Action: Receive and file 2. Fire Department Report Staff will give a brief report on District VI activities, issues and events. Recommended Action: Receive and file PUBLIC AGENDA This portion of the agenda provides an opportunity for citizens to present issues that are not part of the regular agenda for the meeting. There is a five minute time limit for each speaker. 3. Scheduled items: None 4. Off-agenda items: Recommended Action: Receive and file NEW BUSINESS 5. Housing & Community Services 2020-21 Second Year Annual Action Plan: CDBG, HOME, ESG Funding. Logan Bradshaw, Management Analyst, Housing and Community Services Department will present. The U.S. Department of Housing and Urban Development (HUD) considers the City of Wichita to be an entitlement city and as such, Wichita receives annual allocations of Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) funds. In order to receive these funds the City is required to prepare a Consolidated Plan District VI Advisory Board 2 Agenda for November 4, 2019 every five years. In addition, the City is required to submit an Annual Action Plan which addresses the priorities identified in the Consolidated Plan. The City submitted a Consolidated Plan for the 2019-2023 program years, and staff is soliciting comment regarding funding priorities for the fiscal year beginning July 1, 2020 and ending on June 30, 2021. HUD has not announced the City’s allocation amounts for the upcoming program year. Preliminary plans will be based on estimated funding at current levels and will be adjusted to reflect actual allocation amounts. A summary of programs funded in the past is included (presentation). District Advisory Boards and the general public are being asked to provide comment regarding changes that should be made to the current funding strategy and to provide comment regarding needs that may not be addressed under the current funding plan. Public comments, information obtained from community outreach meetings, and citizen surveys will be used by staff to develop the Second Year Annual Action Plan after HUD has provided final funding amounts Recommended Action: Provide comment regarding community needs and funding priorities for the 2020-21 Second Year Annual Action Plan. 6. Issues of Concern DAB members have the opportunity to ask questions regarding City topics and identify issues of concern to be addressed. Recommended Action: Receive and file. 7. Neighborhood Reports DAB members may report events/activities from the neighborhood/homeowners groups in their areas. Recommended Action: Receive and file. UPDATES FROM COUNCIL MEMBER The next DAB VI meeting will be held at 6:30 p.m. on Nov. 20, 2019, at the Evergreen Library, 2601 N. Arkansas, Wichita, KS 67204. ADJOURN
