Golf Committee Meeting
October 19, 2018 at 1pm

Present: Eddie Fahnestock, President, Chair, Greg Ferris, At-Large, Dr. Michael Williams, District I,
Thomas West, District II, Cindy Renard, District III, Richard Schodorf, District V, Ron Mosher, Hoyt
Hillman, Cody Lack, Troy Hendricks, Shana Appelhanz, Michelle Haun, Anthony Jenkins, citizens
Absent: Cory Rainwater, District IV, Debbie Burch, District VI
Fahnestock called the meeting to order at 1:05pm.

Approval of Minutes from 9/11/18
Fahnestock moved to approve the prior meeting minutes.
West second.
September Rounds Report
Hendricks stated that rounds are down 6% year to date and that rounds and revenue decreased by
5%. Expenditures and encumbrances are down 15%. He stated that we are not expected to pay
any debt service payments or admin fees for this year.
West asked how fuel is charged by the City, is it included in our admin fees.
Hendricks stated that fuel is under contract and that it is billed internally through CMF.
Plan for Retreat Meeting
Hendricks stated that the City has a 203 report that contains the financial information for the courses
that Schodorf asked for via email.
Schodorf stated that three years’ worth should be sufficient. He stated that he would like to have the
structure of the committee on the agenda to discuss. Can the GAC be run like a board? He would
like to take a closer look at the financials and the budget.
West stated that we should determine a format for the meeting.
Schodorf stated that we will need a facilitator.
Hendricks asked if we need to have someone from finance available at the retreat meeting.
Schodorf stated that would be beneficial for someone to tell us how the different boards operate and
what some of the processes are for passing a budget.
Hendricks asked for Ferris’s opinion.
Ferris stated that he didn’t know if the City would consider us changing the way we operate.
Hendricks asked the committee what else they would like to look at and work through at the retreat
meeting.
Renard stated that the questions presented by the Ad Hoc committee should be addressed.
Hendricks asked if the only purpose of the retreat will be to determine a vision for the golf system.
Schodorf asked for clarification of vision.
Hendricks stated that we are looking at a golfer’s expectations for their money.
Schodorf stated that we need to determine what our budget is and what we can offer for that.
Ferris stated that he would like to see more detailed data to be able to look at the system without
each course. He would like to recommend negotiating rates with the City for things such as public
safety fees.
Schodorf stated that he wants the Park Board to acknowledge the value of the Golf Advisory
Committee. If they don’t take our recommendations, then there isn’t any purpose for the committee.
Dr. Williams stated that we need to offer more than golf.
Fahnestock stated that our revenue per round is up.
Hendricks stated that we look at regular greens fees compared to discounted rounds. We have
been working on reducing the discounted rounds. We have information in from our most recent
survey. We will be emailing that to the committee. According to the survey, the number one reason
more people aren’t playing is that they don’t have enough time.
Schodorf stated that when he was recently golfing, some players told him that they heard about the
change in our season passes. They stated that they would be supportive if carts were included. Or
if they could bring their own carts.
Ferris stated that we would be losing money by including the carts on the new passes.
Hendricks stated that as a municipality, we can’t have golfers bring their own carts and pay trail fees.
Schodorf stated that we should at least offer a discounted or inclusive cart fee.
Hendricks asked for the committee and Mr. Hillman to weigh in on a cart pass.
Renard stated that we would lose money.
West stated that if we reduce the number of courses then it would not be a good value.
Hillman stated that he is in favor of the new passes but not the inclusive cart.
Fahnestock stated that we will discuss the carts at the retreat.
Schodorf stated that we need to move the meeting time to 1pm, for the retreat.
Ferris stated that we should not take the pass to a work shop in November. He recommended
emailing the committee with the proposed time.
