Notice is hereby given that the regular meeting of the governing body of the above-named city will be held on the 21st of
July 2026, at 5:30 p.m. in the City Council Chambers at the City of Willis Police Department (former City Hall), at 200 N.
Bell Street, Willis, Texas, at which time the following subjects will be discussed, to-wit:
1. Call to order the regular meeting

A. Discuss and consider approval of an ordinance regarding the City of Willis’ Texas Municipal Retirement
System Benefits (1) Authorizing and increase to the Employee Contribution Rate; (2) Adopting Annually
Accruing Updated Service Credits and Transfer Updated Service Credits; and (3) Removing the Statutory
Maximum Contribution Rate Limit
7. NEW BUSINESS
A. Discuss the recycling collection and municipal solid waste service options proposed by Waste
Management, including potential contract renewal terms and service levels
B. Discuss and take action regarding a request from Conroe Willis Club, Inc. to waive applicable platting fees,
zoning change application fees, and City engineering review fees associated with the properties located at
510 and 512 west Steward Street
C. Discuss and take action on a final plat for OHS Willis Reserves, a subdivision of 3.822 acres situated in
the G.W. Lonis Survey, Abstract 313
D. Discuss and take action on the renewal of the City’s employee health and benefits through the TX Health
Benefits Pool for the 2026-2027 plan year
E. Discuss and take action on a resolution casting the City of Willis vote for a candidate to serve on the San
Jacinto Rive Authority GRP Contract Review Committee
F. Discuss and take action on a resolution authorizing the submission of an application to the Texas General
Land Office for Community Development Block Grant Disaster Recovery Reallocation Program funding
and designating the City Manager as the City’s authorized representative
G. Discuss and take action on a resolution designating authorized signatories for contractual documents,
environmental review documents, and requests for payment related to the Community Development Block
Grant Disaster Recovery Reallocation Program
H. Discuss and take action on a Resolution accepting a $1,500.00 donation from Barsh Towing for the benefit
of the City of Willis Police Department and amending the Fiscal Year 2025–2026 Budget accordingly
I. Discuss and take action on the release of the performance bonds for The Woodland Hills Section
J. Discuss and take action on removing members from the Parks, Clean City, and Recreation Commission
and appointing members to the vacancies created
K. Discuss and take action on appointment to the vacancy on the Willis Community Development Corporation
Board
L. Discuss and take action on approval of an application for a Fireworks Display submitted by Willis ISD
September 4, 2026 at 7:00 p.m.
